SAN DIEGO (KGTV) — San Diego's Metropolitan Transit System (MTS) is introducing a pilot program aimed at reducing fines and plans to move to a zero-emission fleet by 2040.MTS' Board of Directors approved the pilot program recently that will give fare violators new options to pay citations and lower fines. Under the new policy starting in September:Passengers have 120 days to pay fines to MTS in-person at the Transit Store or by mail;Passengers who can't pay a fine can instead perform 3-4 hours of community service through the San Diego Food Bank, with more organizations potentially added later;Passengers can appeal a fare violation within 15 days of the citation;Only citations not paid within 120 days will proceed to criminal courts.The transportation agency says it also plans to convert 800 buses to zero-emissions, most of which will be electric, by 2040.Currently, MTS' zero-emissions pilot program includes eight electric buses, and infrastructure and hardware for 12 new charging stations. The pilot program started in October 2018 and costs about .4 million.MTS plans to purchase its last natural gas buses in 2028.The agency operates about 95 bus routes and three Trolley lines in San Diego County. 1227

SAN DIEGO (KGTV) - San Diego's first female police chief will walk out of police headquarters for the final time Thursday.Shelley Zimmerman, 58, will leave San Diego Police Department nearly four years to the day City Council leaders approved her as police chief. SAN DIEGO (KGTV) — She's just 5-years-old, but Faith Perkins is now a published author.Faith and her mother Neka wrote the book 'Faith and Trinity the Unicorn', inspired by the loss of Trinity, Faith's older sister."My husband and I lost Trinity prematurely at 24 weeks in May 2012, of course, that was a devastation, it hurt us, but our faith prompted us to try again, and that's when Faith was born," said Neka. In the book, Faith travels the world with her sister Trinity, who is a unicorn. Faith explains how she and her mother wrote the book together, "What we would do is me and her would sit down, and she would tell me what it would be like if we were playing with each other and whatever I would tell her she would write down on a piece of paper."Neka and Faith hope the book will help others coping with loss. "I hope to inspire so many other individuals to talk about it, it's not easy, it's painful," said Neka.But Neka says writing the book with Faith has helped her heal and find some closure. "I can only imagine what life would have been like with her here, so this allows us to keep the hope alive," said Neka.For Faith, getting the book published is only the beginning. She's using the proceeds to help the homeless, help kids with field trip expenses, and to donate gifts to local NICU’s.You can purchase the book at Barnes & Noble stores in San Diego, as well as on the Barnes & Noble website. SAN DIEGO (KGTV) - San Diego’s homeless crisis is an ongoing concern but programs, nonprofits, and schools are working to make sure people find shelter. When students arrive at Monarch School, there’s no telling what they might need. The staff is prepared. “We have four showers on campus. We open at 6 a.m., we have breakfast…we have a clothing boutique,” said CEO Erin Spiewak. Everything a child needs to prepare for the day is available because students don’t have a place to call home. “They're either living in a hotel or motel in one of our downtown shelters they're in a car or on the street.” Roughly 23,000 school-age children in San Diego County are homeless, according to Spiewak. Monarch serves about 300 of them. “The one thing that becomes stable for them is Monarch School; coming to the same school everyday, seeing the same friends, seeing the same staff becomes a ritual and a habit where they now have an environment where they feel safe and secure,” said Spiewak. In addition to meeting students’ physical needs, the school also to address students’ emotional well-being by providing therapists on and off site. The ultimate goal is making sure students get a quality education. “We know that the lack of a high school diploma is a big indicator of adult homelessness,” Spiewak said. “We have numbers between 70 to 90 percent of our students are graduating, so we know that with this population our success in getting them to that finish line is imperative to ensure they're not becoming homeless adults.” Homeless adults draw the attention of San Diego City Council member Chris Ward, the chair of the Regional Task Force on the Homeless. Ward says one of the most effective ways of helping people is through programs that intervene before they end up on the streets. “It’s far more cost effective to help people stay housed rather than have them fall in and have their own individual circumstances become more complex,” Ward said. While bridge shelters like the large tents downtown have proven effective in getting a roof over peoples’ heads quickly, Ward says the ultimate solution is simply more affordable housing. “We have to work on the permanent solutions. Housing construction and new development takes a long time. We have to find new resources to fund that and make that happen,” Ward said. Ward wants voters to approve a housing bond to fund more projects. “We’ve done all of our homework; we know what the needs are and if we all agree this is the way to move forward, hopefully we'll have more to work with in the years ahead,” said Ward. When it comes time to build more housing, nonprofits turn to another nonprofit: Home Aid. The group builds or renovates facilities at below-market rate. In Escondido, Home Aid partnered with Interfaith Community Services on a facility for veterans who have been discharged from the hospital and have nowhere to go. Since 2002, Home Aid has completed 26 projects around the county and has dozens more in the works. 2996

  

SAN DIEGO (KGTV) -- Several City Heights homes were evacuated Tuesday afternoon after authorities responding to a medical call found possible military ordnance. The incident began after San Diego Police were called to the scene to investigate a death at 50th and Wightman Streets around 2 p.m. Shortly after police arrived, San Diego Fire Rescue says bomb units responded to the area after what is believed to be a military ordnance was discovered. RELATED: Ammo, mortar rounds discovered inside Mira Mesa homeSan Diego Police evacuated homes and a park in the area immediately surrounding the home. The item turned out to be an inert practice aerial bomb that was turned into a storm water crew working in the area. The incident came to an end by 3 p.m. 763
