MADRID, Jan. 30 (Xinhua) -- Chinese Premier Wen Jiabao arrived here Friday for an official visit aimed at further bolstering bilateral political ties and cultural exchanges between China and Spain.     Upon his arrival, Wen said in a written statement that China and Spain enjoy a time-honored friendship, and bilateral cooperation in various fields has been expanding steadily. CHENGDU, Jan. 25 (Xinhua) -- With red lanterns hanging from the eaves, the bangs of firecrackers outside, and tables of delicious food, the Chinese people, including millions of quake survivors, observed the Lunar New Year eve in the traditional way.     In the prefab of quake survivor Hu Suqiong, a dozen family members gathered at the table on which were traditional local foods such as preserved ham and sausage.     "I really had not expected that I could celebrate the Spring Festival with everyone in such a good prefab room," Hu's husband Chen Ziyi toasted Sunday noon's "reunion" (tuanyuan in Chinese) meal", which take place among Chinese families on the Lunar New Year's Eve.     The "Qinjian Family" prefab housing area where Hu Suqiong lives near the downtown of Dujiangyan City has 120,000 people. Dujiangyang was a worst-hit area in Sichuan Province in last May's devastating earthquake which left more than 80,000 people dead or missing.     "I feel rather satisfied and thank all those who have helped me," Chen said.     Spring Festival, which falls on Monday, is the most important holiday for Chinese. People meet relatives and eat dumplings and various delicious food. They set off firecrackers to scare off evil spirits.     For Chinese, the year 2008 was both a painful year and a proud year in which the 8.0-magnitude earthquake on May 12 in Sichuan caused huge casualties and damage, and the successful Olympic Games in August made China a focus in the world.     In Longxi Village, Wenchuan County in Sichuan, the quake epicenter, 37-year-old Chen Shixue kept his simple temporary house warm with an electric heater. BEIJING, Jan. 6 (Xinhua) -- After successfully carrying out its first escort mission, the Chinese Navy prepares to cover another 11 domestic merchant vessels planning to travel around Somalia this week.     "We will actively provide information and necessary rescue services for those merchant ships passing through the Gulf of Aden and Somali waters," said He Jianzhong, spokesman with Ministry of Transport (MOT). The Chinese naval fleet arrived Tuesday in the waters of the Gulf of Aden off Somalia to carry out the first escort mission against pirates. Four Chinese ships, including one from China's Hong Kong Special Administrative Region, were escorted by the fleet.     A governmental spokesman said on Tuesday that the naval task force will protect a total of 15 Chinese merchant ships between Tuesday and Saturday.     Consisting of two destroyers and one supply ship, the naval fleet arrived in waters off Somali coast on Tuesday after a voyage of more than 4,400 nautical miles. It set sail on Dec. 26.     Soon after its arrival, the fleet conducted its first escort service for four Chinese merchant vessels, including one from Hong Kong.     The ship's cargo, origins and destinations were not released.     Under command of the fleet's flagship DDG-169 Wuhuan destroyer, the four merchant vessels sailed in a line formation and passed through the warship's patrolling area.     Surging piracy off the Somali coast has increasingly threatened internationals shipping. A total of 1,265 Chinese merchant ships passed through the Gulf of Aden last year. Seven were attacked by pirates.     One Chinese fishing ship, Tian Yu 8, and its 18 crew members were hijacked on Nov. 14, 2008. They are still being held by pirates.     The MOT announced Chinese merchant ships may ask for protection by applying to the China Shipowners' Association (CSA) and China Maritime Search and Rescue Center (CMSRC).     According to the commander of the Chinese Naval expedition, Real-Admiral Du Jingchen, the main task for the warships is to dispel pirates with their presence.     "We have started our escort mission and will conduct careful deployment and close contact with the vessels to secure their safety by strictly abiding by the U.N. resolutions and international laws," said Real-Admiral Du.     The fleet is carrying about 800 crew members including 70 soldiers from the Navy's special forces along with weapons such as missiles, canons and helicopters.     For the first phase of the escort mission, the fleet will patrol the Gulf of Aden and Somali waters for about three months, followed by possible replacement warships as needed.

BEIJING, Nov. 26 (Xinhua) -- China's State Council, or the Cabinet, said on Wednesday that more efforts would be made to encourage enterprises to upgrade technology and engage in independent innovation.     It also said there would be policies to promote merger and acquisition among enterprises.     The policies were clinched at an executive meeting of the State Council, presided over by Premier Wen Jiabao. The meeting was held to discuss measures to address difficulties faced by enterprises and promote economic growth and deliberate plans to reform finished oil pricing mechanism and fuel taxes and fees.     According to the meeting, plans would be drawn up to help some key industries, including steel, auto, ship manufacturing, petrochemical, light industry, textile, nonferrous metals, equipment manufacturing and information technology.     The meeting urged banks to increase credit supply to help small and medium enterprises overcome difficulties.     To offset adverse global economic conditions, the State Council on Nov. 9 has announced a 4 trillion yuan (585.7 billion U.S. dollars) stimulus package to boost domestic demand. This will be combined with other boosting measures, such as loosening credit conditions and cutting taxes.     The huge amount of money will be spent over the next two years to finance programs in 10 major areas, such as low-income housing, rural infrastructure, water, electricity, transportation, the environment, technological innovation and rebuilding after several disasters, most notably the May 12 earthquake.     The State Council also discussed the reform plans of finished oil pricing mechanism and fuel tax and fees at the meeting. It decided to make public the two draft reform plans to solicit public advice.     According to the National Development and Reform Commission, the government has been studying a fuel tax to replace the current road tolls imposed upon vehicles.     The long-awaited fuel tax and fee reform was first proposed in 1994.     The State Council meeting also reached decisions to increase the storage of key materials and resources, accelerate development of the service industry and enhance measures to promote employment and social security.     More education and job training would be provided among the government's efforts to increase employment. This education and training should also cover the lay-off workers and rural laborers who returned from cities because of unemployment, according to the meeting.
