SAN DIEGO (CNS) - The county Board of Supervisors Tuesday unanimously approved a moratorium on evictions for both residents and small businesses located in the unincorporated area in the wake of the coronavirus outbreak.The policy, which was put forward in a resolution sponsored by Supervisors Nathan Fletcher and Kristin Gaspar, will give authority to the county's chief administrative officer to work with financial institutions to halt foreclosures and foreclosure-related evictions; and allow the county Housing Authority to extend the deadline for recipients, including those who receive Section 8 support.Fletcher said the proposal will provide relief for four months, up to May 31. The protections are provided retroactively to March 4, when Gov. Gavin Newsom proclaimed a state of emergency over the pandemic.Fletcher said the resolution "is a prudent step to protect folks in a period of economic distress."The supervisors voted remotely, abiding by the social distancing guidelines established by health officials to prevent further spread of the virus. County staff members, including Chief Executive Officer Helen-Robbins- Meyer, were in board chambers but kept their distance from one another.The county resolution does include one change, in terms of the amount of time renters have to inform their landlord about their economic situation, from 15 days to one week.Gaspar said that change will align the county with the city of San Diego's policy. She said that as a land owner and tenant, she's "sensitive to all sides of this proposal.""I believe we need to give the most vulnerable the tools they need," she added.Supervisor Dianne Jacob said while she fully supported the resolution, it was also important to protect landlords, and that she wanted to hear from rental property owners in her district. However well-intended, there can be unintended consequences from such a proposal to help renters, Jacob said.Before approving the resolution, supervisors heard from residents, most of whom were in favor.Real estate and property owner representatives said while they support relief for people in financial distress, it was also important to work with renters who could afford to pay. Mitch Thompson, of the Pacific Southwest Association of Realtors, said the resolution could impact between .5 billion and billion in rental income, and affect people like him and his wife. SAN DIEGO (CNS) - Pride Live, the online pride parade and festival, kicked off a day-long event today featuring elected officials, community organizations and businesses.Because of the pandemic, organizers took the historic Pride Parade march through Hillcrest online -- sdpride.org/live/ -- and began at 10 a.m. with a slide show of photos from 46 years of the parade, which started in 1974. The San Diego Women's Chorus followed with a virtual singing of the national anthem. An interfaith blessing, with clergy from various denominations, gave their blessings.In 1994, the San Diego Women Motorcycle Riders first appeared to officially kick off the parade, which usually had about 350,000 participants and 200 pride floats, along with 400 volunteers.This year, about 12 motorcycles from the group took off from the site of the Hillcrest pride flag at University Avenue and Normal Street. SAN DIEGO (CNS) - The San Diego County Police Chiefs and Sheriffs Association announced Thursday its adoption of a collective set of strategies designed to "de-escalate" confrontational and potentially violent law enforcement situations.The policies unanimously adopted by the group on Wednesday are the culmination of a project that began last June with the creation of a committee tasked with exploring the hot-button issue, according to the regional police leadership group.The panel included representatives from all countywide municipal police agencies, the San Diego County District Attorney's Office and a local psychiatric emergency-response team.Guiding the development of the new program was "the overarching principle of reverence for human life in all investigative, enforcement and other interactions between law enforcement and members of the community," according to the association.The plan calls on all police personnel to "use tactics and techniques to persuade (crime suspects) to voluntarily comply (in order to) mitigate the need to use increased physical tactics to resolve (standoffs) safely.""Some situations require an immediate response, while other situations may allow peace officers the opportunity to communicate with the individual, refine tactical plans and if necessary, call for additional resources," the agency stated.Whenever "reasonable opportunity exists," according to the association's strategy, peace officers should consider the following concepts:"Pre-engagement considerations," which involve "the process of gathering and assessing information prior to deploying the available personnel, tactics, equipment and other appropriate and obtainable resources" so as to "enhance the probability of a peaceful outcome."De-escalation, which hinges on the use of techniques intended "to gain voluntary compliance from an individual in order to gain or maintain control of an incident while reducing the need for physical coercion."Disengagement, or "tactical withdraw," an enforcement method that can "be a viable option for individuals in crisis who pose no additional threats to others, or resistant offenders who may later be apprehended under safer conditions."The mission of the project "was to not only define best practices for de-escalation, but to do so collectively to ensure the county is of one mind on the philosophy," said Chula Vista Police Chief Roxana Kennedy, president of the police-leadership body."As part of this community, we understand the importance of violence prevention whenever possible, and de-escalation techniques are the best way to get there," Kennedy said.District Attorney Summer Stephan called the renewed commitment to de- escalation in policing a government approach that "respects life itself and advances a blueprint for transformation we set in motion two years ago based on community input.""When translated into action, de-escalation policies are the opposite of de-humanization and are an action-based response to calls for equality, fairness and dignity," Stephan said.The association comprises the law enforcement leadership of the county and all local cities, as well as San Diego Harbor Police, the county Probation Department and the police departments of the San Diego Community College District, San Diego State University, San Diego Unified School District and the University of California San Diego. 3398

SAN DIEGO (CNS) - San Diego lifeguards reported that although about 155,000 beachgoers hit San Diego beaches Saturday and Sunday, the number of rescues and medical assists made by lifeguards was not excessive going into the third day of the Labor Day weekend.``On Saturday there were about 120,000 people on the beaches, and on Sunday there were about 135,000 people,'' said San Diego Lifeguard Lt. Andy Lerum. ``We did about 2,000 preventative acts each day.'' Lerum said the number of rescues made both days was relatively light.`We made 15 rescues on Saturday, and 42 rescues on Sunday, mostly because the ocean has been pretty calm,'' he said. `We had more medical aids, 40 on Saturday and 35 on Sunday. We're going to probably have more than that for Labor Day, but the final figures are not yet in.''`The bulk of what we've been doing on the beaches has been taking care of sick and injured people,'' said Lerum. ''We also had a flurry of kayak rescues, About five kayaks tipped over into the ocean. We rescued those kayaks. Everybody is fine.''There was lots of boating activity over the holiday weekend.Lerum said a person fell from either Ocean Beach Pier or the seawall there about 5:30 p.m. on Labor Day. The extent of the injuries was not immediately known.``We had a ton of boating incidents on Mission Bay,'' said Lerum.``That's a big part of what we do. It was a spectacular Labor Day weekend.
