A dire warning from the National Weather Service has forced an evacuation around the College Lake Dam in Lynchburg, Virginia.A flash flood warning issued Thursday night by the NWS reports "if a complete failure of the dam occurs, the water depth at Lynchburg could exceed 17 feet in 7 minutes." The area impacted would be the city of Lynchburg, which is one mile downstream from the dam.An updated report issued just after midnight by the NWS said the dam has not failed, and is being closely monitored by emergency personnel for any signs of structural failure."Lynchburg Water Resources Department reported that 4 to 6 inches of heavy rain earlier in the evening caused College Lake to fill beyond its capacity.Piper Van dePerre, with the Lynchburg Department of Emergency Services, told CNN affiliate WDBJ that crews are working with a list of 124 residences that need to be evacuated because of the imminent threat of a dam break. It's not certain if all the structures are occupied along the rain swollen Blackwater Creek.The University of Lynchburg, which is nearby, says it has not ordered an evacuation because it is not downstream of the dam, according to affiliate WSLS.The CNN Weather Center said there a forecast of 1-3 inches of rain through Friday evening and that rain hasn't been above average, but the runoff is a contributor to the area flooding.The-CNN-Wire 1384

A highly anticipated audit of the city's water-billing practices could be delayed. City Auditor Eduardo Luna made the comments Thursday at the city's first public hearing after hundreds of residents complained about mysteriously high water bills. "Some of the key billing data that we're looking for may be delayed, they're looking about providing that to us in about two months, which could potentially have an impact when we complete this audit," Luna said. The city's environment committee - which includes four City Council members - held the meeting in order to question public utilities officials over the water bills.San Diegans have complained for months about spiking bills - some more than ,000. Ginsburg's figure is the eleventh in their series."We had the honor and privilege to create Justice Ginsburg's likeness in everlasting bronze as a part of Statues for Equality," the artist duo said. "The final statue, which she endorsed, reflects her wish to be depicted in a dignified manner." The artists continue, "With the two steps on its large base representing the Supreme Court and the climb she made to get there, the work is designed to provide the public with an opportunity to stand at her side, and gain inspiration from her journey fighting for equal rights." 1638

  

A Dutch woman is believed to be the first person in the world to die after contracting COVID-19 for a second time, according to multiple reports.Scientists report the 89-year-old woman suffered from a type of bone marrow cancer. She was admitted to the hospital earlier this year with severe cough and fever, and tested positive for the coronavirus. She left the hospital about a week later still feeling fatigue but other symptoms had gone.Two months later, she developed a fever, coughing and breathing difficulties, according to the Independent in the UK, while receiving chemotherapy treatment.The woman tested positive again for COVID-19 and doctors say she had no antibodies in her blood. She died two weeks later, according to CNN.Researchers believe the second infection was different and not prolonged symptoms of the first infection. A California synagogue has been vandalized with anti-Semitic graffiti less than a week after a gunman killed 11 Jewish worshipers in Pittsburgh.Someone spray-painted "F*** Jews" early Wednesday on the wall of Beth Jacob Congregation in Irvine, police said. The Irvine Police Department posted a surveillance-camera video of a man in a hoodie spraying the exterior of the synagogue.Police said officers will increase patrols around the city's Jewish organizations."IPD has reached out to its partners in the Jewish community to reaffirm the Department's commitment to protecting their members, houses of worship and educational institutions," the department posted on Facebook.
