BEIJING, Feb. 1 (Xinhua) -- Senior Chinese official Zhou Yongkang Tuesday called on law enforcement personnel to take more preventive measures against crime and accidents during the Lunar New Year holiday.Zhou, a Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, visited community security personnel, a district court, and police patrolling downtown Beijing Tuesday.He also visited a police station that is responsible for keeping public order in the area surrounding the central leadership compound of Zhongnanhai.During his visits, Zhou, who also heads the Commission for Political and Legal Affairs of the CPC Central Committee, said China was seeing the travel peak for the Spring Festival and some regions were suffering icy weather and lingering drought.He asked the police to take effective measures in traffic control and fire-fighting work, and maintain social order during the holiday season.He commended the practice of deploying special police to patrol the surrounding areas of the Tiananmen Square in central Beijing, saying it could deter crime and enable quick responses to emergencies.During his visit to the district court, Zhou warned there were still "many social conflicts."He asked local courts to solve social conflicts more effectively, promote innovative social management and law enforcement in a just and clean manner.The Spring Festival, or Chinese lunar New Year, is the most important festival for Chinese. VIENNA, April 12 (Xinhua) -- A protein group has been identified as an "allergy multiplier" that causes food allergy, a symptom that could also accompany other allergies and produce serious consequences, Austrian researchers said Tuesday.The so-called non-specific lipid transfer proteins (nsLTP) are believed to be the causes of food allergy, a research team from the Medical University of Vienna said in a new report.These plant allergens are found not only in many fruits and vegetables, but also in cereals and some types of pollen. Due to their compact structures, they are not degraded in the gastrointestinal tract and can trigger immune reactions that cause severe allergic symptoms, said the report.The researchers believe that with nsLTP identified as an " allergy multiplier," diagnostic and treatment procedures could be adapted and improved.

LOS ANGELES, March 5 (Xinhua) -- Law enforcement agencies are now using smart phones to track and arrest graffiti vandals in Los Angeles, a newspaper report said on Saturday.The graffiti-tracking program, spearheaded by the Tracking and Automated Graffiti Removal System, or TAGRS, allows graffiti- cleaning crews equipped with smart phones to photograph the markings and upload them to a Los Angeles Police Department (LAPD) database, the Los Angeles Times said.The photos are used to gather evidence for prosecution and restitution, the paper quoted city officials as saying.Once the graffiti suspects' identities are discovered, the information is added to the TAGRS database and may eventually uncover incidents involving the same suspects, the paper said.The LAPD launched a pilot project in 2009 in Van Nuys near Los Angeles, modeling its version on one run by the Orange County Sheriff's Department, according to the report.The program is now anchored at four LAPD stations, Van Nuys, Hollenbeck, Central and Harbor, said Mayor Antonio Villaraigosa's spokeswoman Casey Hernandez.Los Angeles spends about 10 million dollars a year cleaning up graffiti, Hernandez said.

SAN FRANCISCO, May 10 (Xinhua) -- Microsoft Corp. on Monday said it will buy Internet communications company Skype for 8.5 billion U.S. dollars in cash, a bold move for the software giant to explore new business opportunities."Skype is a phenomenal service that is loved by millions of people around the world," Microsoft CEO Steve Ballmer said in a statement."Together we will create the future of real-time communications so people can easily stay connected to family, friends, clients and colleagues anywhere in the world," he added.Microsoft said it has agreed to buy Skype from the investor group led by Silver Lake, and the deal has been approved by the boards of directors of both companies.Skype will become a new business division within Microsoft, and Skype CEO Tony Bates will assume the title of president of the Microsoft Skype Division, reporting directly to Ballmer.The Skype deal ranks one of the biggest purchase in the 36-year history of Microsoft, which is struggling to compete in the fields of Internet and mobile phones beyond its dominance on personal computer software market.Founded in 2003 and based in Luxembourg, Skype offers a software application that allows users to make free or cheap phone calls and chats over the Internet with additional features including instant messaging and video conferencing.Numbers showed that Skype's 170 million connected users made over 207 billion minutes of voice and video conversations in 2010.Skype was acquired by eBay in September 2005, and then acquired by an investment group led by Silver Lake in November 2009.In a press release announcing the acquisition, Microsoft noted that the deal will increase the accessibility of real-time video and voice communications, generating significant new business and revenue opportunities, and enhancing its existing offerings of real-time communications products and services.Microsoft said Skype will support its devices like Xbox and Kinect, Windows Phone and a wide array of Windows devices, and it will continue to invest in and support Skype clients on non-Microsoft platforms.The acquisition is expected to obtain all required regulatory clearances within this calendar year, Microsoft said.

BEIJING, April 12 (Xinhuanet) -- The elderly have a difficult time with multi-tasking as a study suggests that older brains behave differently when it comes to switching between two tasks, according to media reports on Tuesday.Researchers used functional magnetic resonance imaging (FMRI) to analyze brain activity in 20 people over age 60 by asking them to contemplate outdoor photos shown briefly. Then the elderly were presented with the picture of a face and asked to determine its gender and age, before being asked to recall details from the original scene they viewed.Researchers then compared their results to a similar experiment with 20 younger adults and found the brains of older subjects were less capable of disengaging from the interruption and reestablishing the neural connections necessary to switch back to focusing on the original memory."Unlike younger individuals, older adults failed to both disengage from the interruption and re-establish functional connections associated with the disrupted memory network," write Wesley C. Clapp of the University of California, San Francisco, and colleagues in the Proceedings of the National Academy of Sciences.The study, published in the online edition of the journal Proceedings of the National Academy of Sciences, sheds new lights into a growing body of studies showing that one's ability to move from one task to another in quick succession becomes more difficult with age.
