The move is hailed by reform advocates and criticized by counties that would assume responsibility for some of the state’s most violent criminal youth. The bill generally follows Gov. Gavin Newsom's latest plan to unravel the Division of Juvenile Justice, which houses about 750 youths. But legislators added what advocates said are needed safeguards and standards for the hundreds of millions of dollars that would eventually flow to counties to house and treat youths. Counties say those restrictions hobble their ability to provide proper care. The legislation was passed just before the Legislature ended its session this week. 750

(AP) — The Trump administration cancelled nearly billion in federal money for California's high-speed rail project Thursday, further throwing into question the future of the ambitious plan to connect Los Angeles and San Francisco.The Federal Railroad Administration's announcement it would not give California the money came several months after sniping between President Donald Trump and Gov. Gavin Newsom over the project. The administration will still try to force California to return another .5 billion that has already been spent.Trump had seized on Newsom's remarks in February that the project as planned would cost too much and take too long. Newsom has shifted the project's immediate focus to a 171-mile line in the state's Central Valley, but he said he's still committed to building the full line.Still, federal officials said California has repeatedly failed to make "reasonable progress" and "abandoned its original vision."Newsom declared the action "illegal and a direct assault on California" and said the state would go to court to keep the money."This is California's money, appropriated by Congress, and we will vigorously defend it in court," he said in an emailed statement.Voters first approved about billion in bond funds for the project in 2008. It has faced repeated cost overruns and delays since. Retired Supreme Court Justice John Paul Stevens believes the students and demonstrators who protested this past weekend for gun control should seek a repeal of the Second Amendment."A concern that a national standing army might pose a threat to the security of the separate states led to the adoption of that amendment," Stevens wrote an op-ed published in The New York Times Tuesday, adding, "today that concern is a relic of the 18th century."A lifelong Republican but considered liberal in his judicial rulings, Stevens pointed to his dissent in the 2008 landmark District of Columbia v.
