SAN DIEGO (KGTV) — From business closures to limits on gatherings, there’s mounting evidence that government restrictions do slow the spread of COVID-19. But which policies are the most effective?A study published this month in the journal Science aims to answer that question by examining data from 41 countries outside the U.S.The researchers examined seven kinds of COVID-19 policies in mostly European countries and compared them to case and death rates in those countries over time.The policies included limiting gatherings to 1000 people or less, to 100 people or less, and to 10 people or less; a targeted closure on high-risk businesses; a broad closure of most non-essential businesses; school and university closures; and stay-at-home orders.The authors found limiting gatherings to 10 people or less was the most effective nonpharmaceutical intervention of the seven examined, reducing the transmission rate by 42 percent.Closing schools and universities was next, cutting transmission by 38 percent. The researchers said they were not able to examine the relative importance of closing universities over grade schools because such closures were typically implemented at the same time.Next, the researchers examined the impact of two kinds of business closures. They found broad closures of most non-essential businesses were “only somewhat more effective than targeted closures” of high-risk businesses like restaurants, bars and nightclubs. Broad business closures reduced transmission by 27 percent compared to an 18 percent reduction for targeted closures.“Therefore, targeted business closures can be a promising policy option in some circumstances,” the authors wrote.The study estimates those three policies together -- closing high-risk businesses, closing schools and universities, and limiting gatherings to no more than 10 people -- are enough lower to slow the spread of the virus.In epidemiological terms, interventions are considered successful when they lower the so-called number below 1. The reproduction number, or R number, is the average number of people who become infected from one infectious person. Without interventions, the study found the R number for COVID-19 between January and May was 3.3.The study did not examine the impact of wearing masks, but other studies have found that masks can also significantly reduce the spread of COVID-19.So what about stay-at-home orders? Mandatory stay-at-home orders where people are only allowed outside for essential tasks or during certain times of the day tend to be a last resort, when there are other restrictions already in place.The researchers found mandatory stay-at-home orders cut transmission another 13 percent on top of other policies. “Issuing a stay-at-home order had a small effect when a country had already closed educational institutions, closed nonessential businesses, and banned gatherings,” the authors wrote. 2919
SAN DIEGO (KGTV) - Finding a place to live is about to get easier for low-income San Diegans.Right now, landlords are not required to accept tenants who receive Section 8 rental assistance. However, in August 2019, a new amendment to San Diego's source of income ordinance will prevent landlords from declining a tenant-based only on the household receiving rental assistance."It's safe and everything is right across the street from me," said Maria Hernandez.That's how Maria Hernandez describes her neighborhood in Poway.Maria uses the Section 8 voucher program to help pay the rent. She says she waited about five years for that help."You know without Section 8, I don't know where me or my daughter would be," Hernandez said.Hernandez is lucky. Her landlord accepts Section 8. That's not always the case."I guess there's like that stereotype of people that are on Section 8, you know they think people are going to destroy their homes that people are poor who live on Section 8."Starting August 1, 2019 landlords and property managers in the City of San Diego cannot refuse an application from a prospective tenant, charge a higher deposit, or treat them differently in any other way based on their source of income.According to the San Diego Housing Commission, under the new ordinance, landlords and property managers cannot advertise or state a preference for certain sources of income. The tenant must still meet other requirements for tenancy and have the financial resources to pay any rental amounts not covered by the voucher/subsidy. Landlords and property managers must include any rental payments made by the voucher/subsidy when determining whether the applicant meets the minimum income requirements. Landlords and property managers may ask what an applicant's source of income is as long they do not discriminate based on that information."I want to give an equal treatment to every single San Diegan," said San Diego City Council President Georgette Gomez. "No matter how you're going to pay your rent, everyone should be looked at as an equal applicant."Gomez championed the changes to the city's law. She says for some it could be life-changing, allowing renters to choose what part of town they live in not just who accepts their form of payment."It's not just about housing, but better jobs and just an ability to not have that stress," Gomez said.The anti-discrimination policy is just one move making things more comfortable in San Diego.According to SDHC, "Effective July 1, 2019, SDHC increased its payment standards for the Section 8 Housing Choice Voucher rental assistance program, which helps more than 15,000 low-income households pay their rent. Raising the "payment standard" expands rental opportunities for families by allowing them to consider housing units with higher monthly contract rents, which are paid by a combination of rental assistance from SDHC and a portion of the tenants' income."Also, starting in August, the SDHC will launch the Landlord Partnership Program, which provides incentives to landlords to rent housing units to SDHC Section 8 Housing Choice Voucher rental assistance participants. SDHC tells 10news it will expand the Landlord Services Team, composed of specialized staff, to provide quality customer service to landlords and support families in the move process to ensure timely lease-ups.The agency also launched The Landlord Advisory Committee to identify best practices, programs, and incentives to attract new landlords to the Section 8 Housing Choice Voucher program. SAN DIEGO (KGTV) -- Faith and community leaders and former gang members from across San Diego are calling on gangs to agree to “A Season of Peace.”They're asking for no gunfire from Thanksgiving (Nov. 26) through January 1, 2021.With the coronavirus disrupting traditional violence intervention efforts, there has been a rise in gang and gun violence. According to SANDAG's 2019 report on homicides in the San Diego region, a firearm was used in 55% of homicides. Also, firearms were used 100% of the time in gang-involved homicides. Compared to mid-year 2019, there were a greater number of homicides -- 37% increase -- reported to law enforcement in the San Diego region from January to June of 2020. Since SANDAG reported on homicides for that time period, gun violence and homicides continue to rise.During the Season of Peace campaign, community leaders will lead community walks of peace, organize street-side memorial services, ceasefire agreements with gang leaders, and host a tree planting in honor of those who've died because of community violence.Due to the coronavirus pandemic, Community Assistant Support Team (CAST) will follow the advice of health officials, collaborate with law enforcement and politicians to ensure everyone's safety.For the past eight years, CAST has brought quality community service to families impacted by gun violence with de-escalation support, conflict resolution, retaliation prevention, and in hospital spiritual care.
