REXBURG, Idaho — Judge Faren Eddins says there is probable or sufficient cause that Chad Daybell committed the crimes he is accused of. Daybell is currently charged with two felony counts of Destruction, Alteration or Concealment of Evidence, and two felony counts of Conspiracy Destruction, Alteration, or Concealment of Evidence.The decision was made after a 10-minute recess. SACRAMENTO (KGTV) -- Governor Gavin Newsom signed a bill Monday requiring California State University undergraduates to take an ethnic studies course to graduate. The change comes amid national calls to dismantle systemic and unconscious racism, starting with public education.The bill was authored by local Assemblywoman Shirley Weber, chair of the California Legislative Black Caucus and longtime professor of Africana Studies at San Diego State University.“What we are seeing in Washington and on American streets right now demonstrates the necessity of understanding the experiences and perspectives of these historically marginalized and oppressed groups who have nonetheless contributed to the building of our country,” Weber said in a statement. “This is great day for students and for the state. I am grateful to the Governor for joining me in moving California forward.”The bill, AB 1460, requires all CSU undergraduates to take at least one three-unit course in ethnic studies. RIVERSIDE, Calif. (AP) — Police say a man who was suspected of burglarizing a vehicle was fatally hit by another car as he fled the Southern California scene. The 35-year-old man allegedly stole property from a car in Riverside, California, around 9:30 p.m. Thursday. The man's name has not been released. Authorities say the vehicle’s owner confronted the man, who ran away while discarding the items from the car. As he fled, the man tripped and fell into the path of a 2014 Mitsubishi Outlander. Police say the Outlander struck the man, who later died at a hospital. The Outlander’s driver was not injured and is cooperating with police. 648

SACRAMENTO, Calif. (AP) — A new report says California, which has a declining prison population, could save more than billion by closing eight lockups. The Legislative Analyst’s Office released a report Thursday saying the state has seen a reduction in its inmate population because of early releases and other actions linked to the COVID-19 pandemic. The report also says parole and sentencing law changes may flatten the prison population in the next few years. The report says the population changes, coupled with closing five adult prisons and three juvenile facilities, could save the corrections system .5 billion a year by 2025."The administration has indicated it plans to close one prison in 2021?22 and another in 2022?23 in order to accommodate the ongoing decline in the inmate population, primarily resulting from Proposition 57 (2016)" the analysis reads. "The budget package includes legislation requiring CDCR to inform the Legislature of the specific prisons to be closed by January 10, 2021 and January 10, 2022. Literally, birds dropping out of the sky type of thing,” said Alison Holloran, the executive director Audubon Rockies. “I actually got emails from Texas and New Mexico as well, where they’re also seeing larger numbers of die-offs.”The crowdsourcing website inaturalist.org has become a spot for people to post pictures of birds they have found as a way to provide more information to biologists and wildlife experts working to figure out why this is happening.The site reports more than 1,000 incidents have been reported involving 191 different bird species.“This is a very strange event,” said Travis Duncan, a spokesman with Colorado Parks and Wildlife. “Heavy smoke from the wildfires may have played a part in creating navigation challenges for the birds.”Duncan says biologists are still performing necropsies to determine a cause, but he says all signs point to a combination of the wildfires raging across the western United States and an early-season cold front at the beginning of September that brought snow and freezing temperatures to parts of the Midwest and Southwest.Duncan says it may have caused the birds’ main food source, which is insects, to die off, forcing these birds to migrate without enough fat and weight to keep them safe once the cold front hit.“This is a web of life.
