GUIYANG, Jan. 30 (Xinhua) -- Chen and her mentally handicapped son moved into their newly finished home last December. Shortly afterwards, a month-long cold wave with heavy snow hit their hometown, as well as the majority of southern China. It would have been "terrible" to stay in the old home in such cold weather, said 66-year-old Chen Houlian, a villager from the Tongzi County of southwestern China's Guizhou Province.Dropping temperatures and occasional sleet were predicted before this year's lunar New Year festival, which begins next Thursday.Behind the new home stood their old adobe cottage, with visible cracks on the clay walls. Wooden doors and window frames of that cottage were covered with black smoke due to more than 40 years of indoor cooking, while those of the new house were painted bright blue.In fact, the old house might collapse after the heavy snow, according to Jin Jing, deputy head of the County.Chen's family was one of the poorest in town. The farmland they grew crops on barely produced enough corn and cabbage to meet their needs, while the minimum living subsistence allowance of 2,200 yuan (334 U.S. dollars) each year was their total annual income. They would never be able to afford to build a new home on their own without receiving financial aid from a government project, Jin added.Chen's new house cost over 40,000 yuan. They received 20,000 yuan from the project and 5,000 from the local federation of people with disability. The rest was borrowed from relatives and neighbors.Five pairs of red couplets were posted by each door and window to express their gratitude to all the people who had offered help.On the day they moved in, Chen held an outdoor banquet for the entire village using borrowed money to mark the happiest event this family had witnessed for many decades. The government-funded project was launched over two years ago, after a deadly snow storm hit southern China during Jan-Feb 2008, collapsing nearly half a million rural houses and causing damage to another 1.7 million. The project was designed to provide funds to residents living in dilapidated buildings in impoverished rural regions so they might renovate or build new homes. In Guizhou alone, over 600,000 families had finished building new homes by the end of 2010 with help from that project, as over 4.7 billion yuan was allocated to subsidize this building. The project was part of China's efforts to build its social-security-based housing system, which also includes affordable housing, low-rent housing and public rental housing programs to meet the needs of low-income people amid surging property prices across the country.

BEIJING, Feb. 12 (Xinhua) -- Sales revenue of Beijing's auto market in 2011 might shrink by 60 billion yuan (about 9.1 billion U.S. dollars) due to the city limiting the number of cars purchased each month, a commerce official said Saturday.Car sales revenue will drop to 100 billion yuan in 2011 from last year's 160 billion yuan, Wang Shuxia, chief for marketing section with the Beijing Municipal Commission of Commerce, told a working meeting of the commission.A control on car purchases introduced this year limits new car license plates to 240,000 in 2011, said Wang.In 2010, more than 800,000 new cars drove onto Beijing's roads, worsening the chronic gridlock in this Chinese national capital of nearly 5 million automobiles.Wang estimated that Beijing's car sales this year will hit 580,000 units, as some cars will be sold to buyers outside of Beijing while others will be purchased by buyers who are replacing older cars.Car owners who replace their old vehicles can obtain car license plates directly without taking part in the lottery that allots 20,000 new plates each month.

BERLIN, May 26 (Xinhua) -- German health officials said Thursday that cucumbers imported from Spain was one source of a recent deadly E. coli outbreak in northern states that killed three people and made hundreds sick. The Hamburg Institute for Hygiene and the Environment (HU) found that four cucumbers in a local market were contaminated by Enterohaemorrhagic E. coli (EHEC), and three of them were imported from two separate Spanish suppliers, Hamburg state health authorities said. The origin of the fourth cucumber was still under investigation, officials added.German supermarkets began to pull Spanish cucumbers off shelves Thursday afternoon following the findings in Hamburg. The food- monitoring agencies in the northern states were launching investigations on vegetable markets, the federal agriculture ministry said in a statement.Figures showed that Spain is Germany's second largest supplier of cucumbers within the European Union, accounting for some 40 percent of the country's cucumber imports.Scientists said that EHEC is a virulent strain of gut bacterium that can cause severe stomach upsets, diarrhea, stroke and coma. It would lead to kidney failure in extreme cases.Germany saw a terrible E. coli outbreak two weeks ago, starting from the northern states like Hamburg and then spreading to eastern and southern regions. German health authorities said that at least three people have died from infections, and more than 200 have been diagnosed with hemolytic-uremic syndrome (HUS), which is caused by EHEC.Germany's national disease centre, the Robert Koch Institute, suggest people avoid eating raw tomatoes, cucumbers and lettuce for a while.

NAIROBI, Feb. 23 (Xinhua) -- The East Africa Community (EAC) and the Chinese government held talks on Wednesday to explore new areas of cooperation and boost trade between both sides.A statement from the EAC Secretariat said China's Ministry of Commerce Director Department of West Asian and African Affairs Chai Zhijing held discussions with Secretary General of the East African Community Juma Mwapachu on bilateral cooperation. "The Chinese delegation were at the EAC Headquarters to explore areas of cooperation specifically trade and investment opportunities in areas such as agriculture, animal-husbandry, production and processing of mineral and other natural resources, manufacturing, commerce and logistics, and tourism," the statement said.It noted that the delegation wants to know how China could support and facilitate cross-border infrastructure projects such as transport, communication and power. The Chinese and EAC officials also discussed cooperation in human resource development and training.Speaking during the meeting, Mwapachu said the visit by the director will open further the cooperation space between China and the EAC.He said the prevalence of Chinese firms in the region was very high in the construction industry and some other infrastructural developments. He noted that Chinese companies were involved in the construction of the EAC Arusha-Namanga-Athi River Road projectThe EAC secretary general said the regional economic bloc, which comprises Kenya, Uganda, Tanzania, Rwanda and Burundi, was truly looking forward to forging a lasting relationship with China.Chai said China has very good economic and cultural relations with all the five partner states of the East African Community and that all the five states were enjoying economic stability. He said EAC had a reputable framework for integration and development for the region, adding that "these form the solid basis for establishing cooperation with the People's Republic of China."The two sides agreed to come up with a concrete framework for engaging each other in the identified areas of cooperation, within one month.

LONDON, March 15 (Xinhua) -- The moon would be in a "super position" on Saturday, which makes it a "supermoon" and the web is awash with myths about its implications such as connection to recent earthquakes, but that's not the case according to British experts.Technically the so-called "supermoon" means that the moon would be in its perigee, the closest point to earth in its orbit on March 19, and on top of that, it would also be a full moon at the same time. The massive earthquake in Japan just fueled the speculation that the gravitational pull of the "supermoon" will bring chaos to the Earth, such as earthquakes and volcanic activities. But "there is little that is special about perigee on March 19," said Dr. Robert Massey, deputy executive secretary of the Royal Astronomical Society. He said the moon will be around 360,000 km from the earth on that day, but this has happened at least 15 times during the last 400 years."There is no reason whatsoever to believe that there is a connection between the so-called 'supermoon' and the recent earthquake," Massey told Xinhua. "There are also no other 'abnormal' phenomena connected with a 'supermoon' other than the high tides that we experience twice every month."Massey was echoed by Dr. Bruce Malamud, a geophysicist in the Department of Geography at King's College London, who that: "A supermoon will not be able to actually influence at all the internal workings of our Planet Earth, as there is so much momentum and mass already stored up, that the actual effect is negligible.""The earthquake took place a full 8 days before the 'supermoon' meaning that the tidal forces exerted by the moon and sun together were near their minimum rather than maximum level, directly contradicting the fearmongers," said Massey.Calling the "supermoon" claims "bogus science," he questioned the motives of those who made such claims on the day that thousands of people died in a severe earthquake and the ensuing tsunami.
