(KGTV) - A man was hit by a train and killed Tuesday night near Surfrider Way and North Cleveland Street in Oceanside just before 8 p.m. The San Diego County Sheriff's Department told 10News the pedestrian was declared dead at the scene.At 8 p.m., Metrolink Orange County tweeted that the Amtrak 591 train hit a person on the tracks. They then tweeted that the tracks were closed and they were working on alternate transportation for passengers.  497

One company took its recycling efforts a little too far and upped the "gross factor" to levels never seen before.Police in Vietnam seized a reported 345,000 used condoms... yes, used... from a warehouse where they were being cleaned and resold as new.Video from a local broadcaster showed large bags of used condoms strewn across the warehouse, the BBC reports.The used condoms were taken to the warehouse where they were washed and reshaped before being repackaged. The alleged owner of the warehouse was arrested by authorities. It is not know how many or the refurbished condoms were used by unsuspecting men. 620

Now that you've opened gifts, it's about time to start clearing out those holiday boxes and decorations.But you may want to think twice before you dump them in the garbage or toss them out on the curb. Your trash could make you a target for thieves and some of those items you're trying to recycle may be hazardous.To be safe, start with putting up those new gifts away from any windows in your home. Then, cut up the boxes your gifts came in and put them at the bottom of your trash or recycling bins. This is an easy way to prevent thieves from knowing what you got for the holidays.When it comes to recycling, this is a good time to check out your town or city's recycling rules. Accepted items do vary so depending on where you live, but there are some standard items you should recycle.First, cardboard that's clean and flattened, including shoe and shipping boxes. Wrapping paper can be recycled too, but only if there's no glitter or foil on it. The same thing goes for ribbons and bows. If you want to de-clutter, you can throw in your Christmas cards.Now, as previously mentioned, there are some things recyclers don't want to see. Those items include clothing, cellophane wrapping, or holiday lights. Any packing materials like bubble wrap or packing peanuts should go in the trash.Also, don't forget about the Christmas tree. You can check with your city or even local farms to see if they'll recycle trees to make wood chips for parks, or maybe for animals. You’ll just want to be sure to remove any tinsel, ornament hooks or wire from the tree before handing it over.Lastly, experts say never burn wrapping paper. It can be a fire hazard.The only other potential hazard is in your fridge. Those holiday leftovers will start to go bad Monday. However, you can freeze some leftovers. OCEANSIDE, Calif. (KGTV) -- In a 5-2 vote Tuesday night, the Tri-City Medical Center's board of directors voted to suspend, indefinitely, care in its inpatient behavioral health unit. The Tri-City Healthcare District has operated a Behavioral Health Unit (BHU) for a number of years and a Crisis Stabilization Unit (CSU) since 2016. The CSU is already closed. According to an administrative staff report, the BHU averages roughly 12 patients per day.The unit provides critical care to a vulnerable population those who are suicidal or suffering from severe mental illness, but the board says keeping it open without making the required building changes could put those patients at greater risk. Tuesday night the Tri-City Healthcare District cited changes in federal regulations as one of the main reasons they will need to suspend services. Those regulations require hospitals to remove all "ligature" risks from rooms - or features that patients could use to hang themselves. The board said that the hospital's "drop" ceilings do not meet the requirements. At least one estimate put the cost to replace the ceilings at million dollars.Upgrading the ceilings is one item on a list of costly projects, a spokesperson for Tri-City Medical Center told 10News.  The overall renovation project will cost .5 million, which include updates to the HVAC system and making other upgrades to the facility to meet current ADA requirements.The board also says there's a shortage of psychiatrists and a budget shortfall in that ward of roughly million. The COO says the move protects the entire hospital from possibly having to close."That is a reason, that is one of the issues that we are facing, lack of psychiatric care for those patients," said Hospital COO Scott Livingstone. "The patients made our argument for us," said Livingstone referring to a patient recently saying she waited 48 hours to be seen.Livingstone went on to say, "You're concerned about a 45 minute drive for a mental health crisis, try a 45 minute drive if you're actively having a stroke and your brain is dying."As the energy in the room grew tense, the board reminded the public that suspending the unit gives the hospital the option to re-open it if a solution is found.The suspension, which could last up to one year, means that any North County residents or "5150 transports"  will be sent to hospitals much farther away. Police and sheriff's deputies say the added time it will take to transport "5150 transports" - or psychiatric patients - to Palomar Hospital in Escondido or San Diego County Mental Health will impact every neighborhood. "With the closure of your facility that will increase probably three to five hours, that's an officer off the street in your city- do you want that?" said La Mesa Police Captain Ray Sweeney.Captain Sweeny told the board roughly one in five adults experiences mental illness each year.A man who battles severe mental illness told the board that the psych unit at Tri-City has saved him countless times. "When I get to the hospital everything changes," he said. "From the moment the first nurse touches my arm, I feel like I'm being touched by an angel."  Some doctors spoke in favor of the move; saying the entire staff supports the decision to suspend the psych ward, but increase outpatient services.The unit is scheduled to close on October 2, 2018. 3558

(KGTV) - A nonprofit stopped in San Diego Thursday to thank veterans, 1,000 feet in the sky.The Ageless Aviation Dreams Foundation travels the country with their Boeing Stearman PT-17 biplane, an aircraft used for training during World War II.“In that plane, they’re 19, hot, and they’re rocking it!" said volunteer Lynn Sommars. "They come back and remember the person that’s been put away for some time.”Lynn's husband Mike also volunteers for the organization as a pilot.On Thursday Mike flew eight veterans who live at La Costa Glen, a senior living community in Carlsbad.One of the veterans they flew was Lloyd Anna, who logged nearly 5,000 flight miles during WWII, Korea, and Vietnam.“Oh man, I was in heaven, close to it anyway!"
