SAN DIEGO (KGTV) -- The San Diego Department of Agriculture is warning residents not to open unsolicited packets of seeds some people reported receiving from China.The department says it has taken 58 calls from people reporting receiving the seeds as of Wednesday afternoon and warns anyone who receives a package to not plant the seeds or throw them away. “The main concern with these seeds is that they were mislabeled and went through customs without an inspection. Seed from other countries might have pests or diseases that don’t exist here. The County Department of Agriculture, Weights and Measures is constantly looking for invasive pests which can be weeds, insects, or diseases. Carmel St, San Marcos 92128 or 9325 Hazard Way, San Diego 92123 address. She said she didn't think anything of it when it arrived at her Imperial Beach home a few weeks ago."I said 'I don’t remember ordering and I thought maybe I did, or maybe it was a free gift or something,'" she said.She put the package aside until recently, when posts and warnings about the seeds started circulating. She said she's happy she didn't throw it away or plant them, but is nervous that her name, address and phone number were all on the package.Reports of unidentified seeds from China have been popping up across the country. All 50 states have now issued warnings about the packages. The department believes it is all part of a “brushing” scam used to boost ratings for online vendors. The packaging label ranges from jewelry to "handmade flowers," and the seeds on the inside vary in size and shape.“At this time, we don’t have any evidence indicating this is something other than a ‘brushing scam,’ where people receive unsolicited items from a seller who then posts false customer reviews to boost sales. USDA is currently collecting seed packages from recipients and will test their contents and determine if they contain anything that could be of concern to U.S. agriculture or the environment,” the USDA said.Wang Wenbin, a spokesperson for China's foreign ministry, said at a briefing on Tuesday that the address labels were forged and that China Post has asked USPS to send those packages to China for investigation. 2618

SAN DIEGO (KGTV) -- The San Diego Unified School District Board voted Tuesday evening to support a package of bills making their way through Sacramento that would put a moratorium on new charter schools. There are four separate bills before the state legislature. Among other things, the measures would put a five year moratorium on new charter schools, increase local control by preventing charter schools from locating outside their district and put a cap on the number of charter schools that can open. San Diego Unified Trustee Richard Barrera helped draft the resolution in support of the bills. "We've got plenty of great examples of seeing laboratories of innovation that have happened over the past 25 years; however, what I think the law did not predict, was that charters have expanded very rapidly. There are organizations that kind of create chains of charter schools that go and pop up in different places around the state," said Barrera. He said the moratorium would not affect existing charter schools. "Let's think about the whole system; let's think about what's good for every kid, nothing in these bills affects existing charter schools. In fact, I believe these bills protect existing charter schools because they are as vulnerable to some new school popping up, that may or may not succeed, but in the meantime, you've got that movement of students back and forth," said Barrera. Barrera said roughly 16% of students in the district attend charter schools at a cost of approximately million dollars a year. There are nearly 50 charter schools in the district. Supporters of charter schools said the board's vote was motivated by politics and money. "I think they're kind of greedy, the public schools. They're wanting the money, for each student they get so much money," said Charles Taich, whose daughter attends a charter school. The California Charter Schools Association says the resolution the board passed isn't focused on students or families. "It really isn't about students. If you look at the resolution itself, it doesn't talk about parents and students. It just talks about districts and money and the information is not factual, so we want to address that," said Miles Durfee, Vice President of Regional Advocacy for the California Charter Schools Association. Durfee said they'll continue their fight at the state level. "The Charter Schools Association has worked really hard with members to really make sure we increase the quality of charter schools and we know schools need to continually improve, but we really believe that charter schools are one vehicle to do a great job to give choice to parents," said Durfee. 2667

SAN DIEGO (KGTV) — Thirty years ago, an enraged socialite snuck into her ex-husband's Hillcrest home and became one of the most notorious killers in San Diego history."She was hellbent on getting her pound of flesh, hellbent on revenge," said Deputy District Attorney Richard Sachs, who was there at both hearings in which Betty Broderick was denied parole, the most recent one nearly three years ago. The jury didn't buy it, finding her guilty on two counts of second degree murder. The case spawned numerous books and a made-for-TV movie detailing a scorned woman's escalating rage. SAN DIEGO (KGTV) -- The San Diego Police Department has identified the officer involved in an East Village shooting over the weekend as Andres Ruiz. The department says Ruiz is assigned to the Canine Unit and has been with the department for more than 11 years. The incident started just before 10 p.m. on May 23 at an apartment complex on Park Boulevard and Market Street. Police were called to the complex following reports of a woman trowing objects from a window. When they arrived, officers found broken glass and furniture on the sidewalk below the unit. RELATED: Woman hurt in officer-involved shooting in East VillageAuthorities say the woman refused to listen and brandished a knife, continuing to throw objects from the window and refusing to come out of the building, prompting police to force their way into the building. After the woman locked herself into the bathroom, police used verbal direction, chemical agents, and a police canine in an effort to take the woman into custody. When officers made their way into the bathroom, the department says the woman grabbed and punched the canine and threatened officers with the knife. “One officer fearing that he was going to be struck or stabbed with a knife, fired at least one round striking the female,” said Capt. Rich Freedman of the San Diego Police Department.The woman was treated and taken to the hospital with non-life threatening injuries. No officers were injured, but some people were hit by objects that were thrown out of the window. The suspect has only been identified as a 26-year-old San Diego resident. 1593
