SAN DIEGO (CNS) - County Supervisor Nathan Fletcher and the University of San Diego launched a small business accelerator program Monday for the communities of Chollas, City Heights, Encanto, Linda Vista, Rolando and Redwood Village.The Innovate-Up program will leverage roughly .5 million in resources from the county and USD to support and invest in local businesses.The program is funded in part by a 0,000 grant from the county to USD's Brink Small Business Development Center.Starting later this month, Innovate-Up will begin hosting free weekly workshops to offer one-on-one consulting and small group meetings between small business owners and industry leaders, county staff and USD faculty.RELATED: City of San Diego's 10 steps to launching a small business or startupAt each meeting, business owners will learn about how to bid on local government or university contracts, branding and marketing, how to attract seed money and how to certify a business as veteran-owned, women-owned or minority-owned.``Innovative products and new technologies don't just come from people living in Silicon Valley; I believe we have that same caliber of an entrepreneur living in Encanto, Chollas, City Heights, Rolando, Redwood and Linda Vista,'' Fletcher said. ``Innovate-Up will cultivate our homegrown talent, and help them to make a lasting impact on their community.''The first Innovate-Up workshop is scheduled for Aug. 22 at the Malcolm X Library. SAN DIEGO (CNS) - A parolee accused of sexually assaulting an 88-year- old woman at a Hillcrest nursing home just days after being released from jail for an unrelated drug offense was charged Wednesday with rape, elder abuse and other felonies.Lusean Arline, 48, was arrested Monday in connection with the alleged Oct. 27 sex assault at the Balboa Nursing & Rehab Center. Deputy District Attorney Scott Pirrello alleged that Arline entered the nursing home around 3 a.m. and was found completely nude on top of the victim in her bed. How Arline allegedly entered the facility remains under investigation, but Pirrello said it's believed he got in through an unlocked door.RELATED: 88-year-old woman sexually assaulted at Hillcrest nursing homeStaff heard the victim and her roommates screaming and entered the room, prompting Arline to flee the scene, the prosecutor said. The victim, who suffers from memory decline, sustained a fractured arm in the attack, according to Pirrello.Arline was identified as the alleged perpetrator through ``evidence left at the scene'' that was submitted to the FBI Combined DNA Index System, he said. Police then tracked down Arline with help from the state Department of Corrections and Rehabilitation, SDPD Lt. SAN DIEGO (CNS) - Hanukkah, Judaism's eight-day commemoration of the temple rededication that followed the Maccabees' victory over a larger Syrian army, begins at sundown Thursday evening, with socially distant and virtual events replacing public menorah lighting ceremonies because of coronavirus-related restrictions.Hanukkah runs through Friday, Dec. 18 this year.At 5 p.m. Thursday, Liberty Station -- in partnership with The Chabads of Downtown San Diego and Pacific Beach -- will host a public menorah lighting at Liberty Station's Central Promenade to commemorate the first night of Hanukkah. The family-friendly festivities will feature music and the traditional lighting of the menorah.Entertainment includes Cyr Wheel Acrobats and Fire Dancers, packaged treats and the traditional lighting of the menorah. The Central Promenade has 20,000 square feet of space in which to spread out and socially distance. The oil, however, burned for eight days in what was held to be a miracle.Hanukkah -- which means "dedication" in Hebrew -- is observed around the world by lighting candles in a special menorah called a Hanukkiah each day at sundown for eight days, with an additional candle added each day.The reason for the lights is so passersby should see them and be reminded of the holiday's miracle.Hanukkah begins on the 25th day of Kislev, the ninth month of the Hebrew calendar. SAN DIEGO (CNS) - An East Village couple was behind bars Wednesday for allegedly subjecting a 3-year old child to torture and sexual abuse over a several-month period while caring for the toddler at their home, San Diego police reported.Officers arrested Marcos Javier Ramirez, 27, and 25-year-old Vennesia Ruiz in the Midway area on Tuesday evening, SDPD public-affairs Lt. Shawn Takeuchi said.Ramirez and Ruiz had been entrusted by an acquaintance to care for the child when the abuse allegedly began last October, Takeuchi said. Three months later, the toddler's mother began to suspect that there was abuse occurring and notified the police, the spokesman said.Ramirez was booked on suspicion of lewd acts with a minor, forcible sex with a foreign object, torture and child cruelty, according to jail records. Ruiz was being held on suspicion of two counts of the latter charge. Both were scheduled for arraignment April 6.Takeuchi, who declined to specify the child's gender, described the suspects as "a couple" but said he did not know if they are husband and wife. He also said he was unsure what circumstances led the toddler's mother to hire them as care providers. 1183

  

SAN DIEGO (CNS) - An 18-year-old man was shot twice in the stomach during an armed robbery early Thursday morning in a Mission Beach parking lot, police said.Two 18-year-old men were in a car leaving a party at the Bahia Resort Hotel, 998 West Mission Bay Drive, when they were approached by two men on foot in a public parking lot on Gleason Road at around 12:30 a.m.One of the men on foot pulled out a gun and pointed it at the pair in the car while demanding items from them, San Diego Police Department Officer Robert Heims said. The victims got out of the car and the man with the gun stole a chain necklace from one of the victims.The other victim tackled the gunman and was shot twice in the stomach, the officer said.The suspects fled in an unknown vehicle and the victim who had his necklace stolen drove the gunshot victim to a hospital for treatment of his wounds, Heims said. The gunshot victim underwent surgery, but an update on his status was not immediately available.A detailed description of the suspects was not immediately available. 1061
