Governor Andrew Cuomo announced on Monday the state's formula that will determine which school districts can reopen to students in September.The formula will be implemented between August 1 and August 7, based on COVID-19 data in each region. Oklahoma Governor Kevin Stitt announced at a news conference on Wednesday that he has tested positive for COVID-19. Stitt said the illnesses started as feeling achy, but reported no other symptoms. He is working from home and will remain in quarantine until Interim Commissioner of Health Lance Frye says it is okay to return.Stitt and Frye also gave an update on COVID-19 in Oklahoma. They said data showed that Oklahoma's positive rate is less than the national average for positive cases.Data also showed that hospitals have supplies stockpiled and the hospitalization rate in the state is going down. Oklahoma coronavirus cases are rising. The highest single-day total was reported on July 15 with 1,075 cases. As of July 14, a total of 432 Oklahomans have passed from the virus. New NYPD training videos released Wednesday clearly show officers what they can and cannot do when taking a suspect into custody,But sometimes that training does not translate in real life. There's already there’s a law on the books banning officers from putting people in chokeholds, but the city council wants to take things a step further, banning officers from applying pressure or restricting a suspect's diaphragm.“It’s tough right now to be a police officer," said NYPD Chief of Department Terence Monahan. "You have to worry that if a suspect shot at you and you put a knee on his back, that now you become the criminal.”Monahan said these new rules have his officers fighting crime with their hands tied behind their backs.Those in favor say that officers are merely being given a script telling them how to behave in a critical incident. However, there are still those that argue that the city council does not have expertise in police tactics.Even so, the NYPD argues every encounter is different and a blanket law is not the answer. The Wauwatosa Police Department announced that a 15-year-old boy has been arrested in connection to the mass shooting at Mayfair Mall.Eight people including one teen were shot by a suspect at Mayfair Mall Friday afternoon. All are expected to survive their injuries, according to police.Police speculate that the shooting was not a random act but came after an altercation.During the preliminary investigation, witness accounts identified the suspect as a white man in his 20s or 30s. That has now been changed.No photos or videos of the suspect have been released. Once informed that the person was underage, police decided not to release images of the suspect.Police did say multiple arrests have been made.The investigation is still ongoing.This is a developing story. DENVER, Colo. -- Megan Fischer’s life story is one of strength and triumph. Her black belt in taekwondo is proof of her ability to persevere when mind and body are pushed to their limits. It’s a challenge she chooses to take part in. However, there was a time about 15 years ago when she had to overcome a challenge that wasn't planned. “In June of 2001, I was diagnosed with a brain tumor. It was explained to me as being roughly the size of an average-sized human fist. So relatively large in the head of a 6-year-old,” Megan Fischer said. Fischer is a childhood cancer survivor. “I remember just kind of a lot of times feeling like ‘why I am I here, why am I in this situation where I’m being hurt.'” After a surgery to remove the tumor, Fischer underwent chemotherapy for 11 months. It made her very sick. But it worked, and a couple years later, Fischer was cancer free. “Now I just kind of try and advocate for other kids with cancer, and kind of help them through.” Fischer is hoping to raise awareness of the shortage of the chemo drug Vincristine. It was part of her treatment many years ago. “I don’t know if it was the reason why I was able to have so much success in my tumor disappearing, but I definitely know that the side effects of Vincristine are pretty terrible. So I don’t think that my doctors would have put me on it if they didn’t think it was going to play a role in my chemotherapy treatments,” Fischer said. Dr. Lia Gore is the Chief of Pediatric Oncology, Hematology and Bone Marrow Transplant at Children’s Hospital Colorado. She says Vincristine is the backbone of many chemotherapy regimens used. “It is actually a critical element of therapy for leukemia, for some childhood brain tumors, for several other kinds of cancers,” Dr. Gore said. She says there are two primary companies that produce Vincristine, and one recently decided to stop supplying the drug. Dr. Gore says hospitals were given very little warning. “Teva [Pharmaceutical Industries Ltd.] which was a very large supplier – large volume supplier – just decided to stop making this drug. They cited a ‘business decision.’” Dr. Gore says a drug as common and basic as Vincristine isn’t as profitable. The other company, Pfizer, has stated it'’s planning to 2265
