SAN DIEGO (KGTV) -- An Escondido man who pleaded guilty to firing several rounds into the air in a crowded area when he couldn't get tickets to an Ice Cube concert was sentenced to three years behind bars Wednesday. Daniel Elizarraras, 22, pleaded guilty to discharging a gun at the Del Mar Fairgrounds in early September of 2018. Authorities say Elizarraras raised the gun before shooting into the air while he was in a large crowd near the ticket booth. Elizarraras was shot three times in the torso and once in the arm after he pointed the gun at a deputy. Defense Attorney Pedro Bernal said Elizarraras was severely depressed and trying to kill himself by suicide by cop. They asked for a lower sentence.However, the prosecution said he acted violently, causing chaos, and the situation could have been much worse.Judge Kathleen Lewis agreed saying, "I think it’s amazing that no one was injured or killed in this circumstance.”Before the shooting, officials said the venue was at capacity and began turning people away from the horse races and concert. Fights erupted between security guards and would-be concert-goers who were upset that they wouldn’t be allowed into the show. San Diego (KGTV) - About a hundred people packed the auditorium at Crown Point in Pacific Beach Wednesday night to sound off about the deckles bikes and scooters invading their community.The PB Town Council held the meeting.  Representatives from LimeBike, Ofo, BIRD, and Mobike were present to take questions from the crowd.RELATED: Coronado to begin impounding dockless?bikes, fining companiesThe two main concerns dealt with encroachment issues and safety concerns. The dockless bike and scooter rental model involves people checking them out using an app, but after they’re done using them, they can leave them anywhere for the next rider to find and use.Many complained of the vehicles cluttering sidewalks, storefronts and residential blocks.Other say people are riding them illegally, either because they are too young, without a helmet, or riding them without where the vehicles are not allowed.“They have no regard for human life I think someone is going to die,” one woman said.“it's with anything new right? You have a couple of bad actors that don’t know how to operate the vehicle responsibly,” Zack Bartlett with LimeBike said. “The community seems to be behind the technology.  We’re also in 45 markets, so this isn’t our first rodeo. SAN DIEGO (KGTV) — A San Diego student has been named among those killed when an international flight bound for Ukraine crashed in Iran.Sara Saadat was a student at Alliant International University in Scripps Ranch. She was a passenger on Ukraine International Airlines Flight PS752, according to the school.In a statement to 10News, Saadat was visiting family in Iran and was heading back to San Diego to begin the spring 2020 semester. She was enrolled in the university's clinical psychology program."We extend our deepest sympathies to family and friends of Alliant Student Sara Saadat. Sara was a passenger on Ukraine International Airlines Flight PS752 that crashed in Iran. It appears that Sara was visiting family in Iran and was on her way back to San Diego to begin our spring 2020 term in our PsyD in Clinical Psychology program," the school's statement read. SAN DIEGO (KGTV) -- An apartment complex for the homeless could soon be coming to Clairemont Mesa. Developers say in an effort to be transparent they are holding a community meeting on Wednesday.Two developers experienced in affordable housing are leading the project. They call the 50-unit proposal “Permanent Supporting Housing” meaning services will be available on-site.If the complex houses the chronically homeless, neighbors worry about tenants with substance abuse disorders or serious mental illness.The community meeting will take place Wednesday from 4 to 7 p.m. at the SDG&E Energy Innovation Center on Clairemont Mesa Boulevard. 653

SAN DIEGO (KGTV) — After getting approved by voters, San Diego State is moving forward with its SDSU Mission Valley Plan. As they are still working out the finishing touches, community members are offering their suggestions to organizers. SDSU Mission Valley still calls for a stadium, housing for students and the public, retail space, offices and a river park. Local land use and design professionals met in Balboa Park this morning to offer their ideas on how to enhance and improve the existing plans."They want to make sure that this very large development... isn't like an island in the middle of Mission Valley," says Cary Lowe, with C3 San Diego. Community members want to ensure the project "connects fluidly with the surrounding community."There are other concerns, as well. Once construction begins, crews may have to remediate a gas plume that once sat under the site."A number of people have raised the issue of the subsurface contamination of the site," says Lowe. This has "been a long time issue because of a leak from fuel tanks in Murphy Canyon."Lowe says there is an elaborate plan for the possible contamination removal. But as negotiations continue, it is unclear if the city or university will be paying for it. Land use and design professionals estimate the project to begin towards the beginning of next year.
