As Congress mulls over the possibility of another stimulus package, and the idea of including a second wave of stimulus checks in it, the House Ways and Means Committee estimates 30 to 35 million Americans are still waiting on their stimulus money from the CARES Act.“Let’s make sure that we don’t lose focus on the people who didn’t get a payment from the first branch,” said Bob Probasco.Probasco is a CPA and the director of the Low Income Tax Clinic at Texas A&M University. He has followed activity with stimulus checks since they started going out in April, in particular, all of the issues the IRS has had in getting the money into taxpayers’ hands.“There are just a number of different problems,” said Probasco. "People had old bank account information on their tax returns, and then, they changed their bank account, but the IRS doesn’t have the new one. The payment went to the bank, it will have to be returned and then a paper check will go out.”The IRS attempted to speed payments up in May by sending out prepaid debit cards to 4 million people, but the debit cards were not as helpful as anticipated and resulted in the IRS continuing to distribute paper checks for the remaining payments.“There were big problems with that,” Probasco explained. “We saw tax representatives, CPAs, lawyers, who people came to and said, ‘I got this’ and they weren’t sure that was legitimate.”The debit cards were sent in barely-marked envelopes that caused so many to think they were fake. So, the IRS had to issue a press release, reminding people that the “plain envelope from Money Network Cardholder Services” is not junk mail.In addition, the IRS had to issue guidance for those who destroyed or threw out their debit cards, asking them to call 1-800-240-8100. Anyone else who hasn’t received a debit card or stimulus check payment can go to the IRS’s Check My Payment feature on its website.“If you see on there that a payment was sent out, but you didn’t get the payment, there is a different number that you can call which is 1-800-919-9835,” Probasco said.The good news is the IRS expects to get all the stimulus payments out ahead of the initial September timeline, and a proposed second round of stimulus checks could go smoother.“There will be some improvements because the IRS has learned some lessons,” said Probasco. 2341

An early analysis of census data shows California and New York may lose a seat in the House, while Florida would gain two. This could mean Florida in the near future would have more electoral votes than New York.The analysis was done by William Frey, a senior fellow at the Brookings Institute, a nonprofit public policy organization, based on population estimates from mid-2020 released by the Census Bureau.Frey said the estimates released by the Census Bureau show that between July 2019 and July 2020, the population in the U.S. grew by .35%. That’s the lowest annual population growth rate since the turn of the last century, and that could mean the decade 2010-2020 may have the lowest decade growth rate in centuries.This low rate of growth and some “educated estimates” from Frey on new state-level data, could mean that seven states gain representatives in Congress and ten states lose some.One result of the Census is calculating the number of seats in the House of Representatives a state should have. Every decade, the Census Bureau adjusts the number of seats each state receives based on changes in population, the process is called reapportionment.Frey estimates that Texas will gain three representatives in the House, Florida wil gain two, and Arizona, Montana, Colorado, North Carolina and Oregon will gain one. Meanwhile, Alabama, California, Illinois, Michigan, Minnesota, New York, Ohio, Pennsylvania, West Virginia and Rhode Island could all lose one representative, according to Frey’s estimates.Changing the number of seats in the House also changes how many votes the state gets in the Electoral College; electoral votes are the number of seats a state has in the House plus two senators.California currently has 55 electoral votes, with the next highest as Texas with 38 votes currently. New York and Florida are next, with 29 each; if New York were to lose one and Florida gain two, it would be the first time Florida had more votes than New York and would make Florida the third most represented state in the House.“This reapportionment will also affect the Electoral College in future presidential elections. There are a mix of “red” and “blue” states among those gaining and losing seats. Thus, it is difficult to predict how these changes will benefit future Republican and Democratic presidential candidates,” Frey wrote in his analysis.Frey’s estimates are based on early data shared by the Census Bureau. As a jazz musician who’s traveled the world with some of the best-known artists in the industry, your first assumption might be that Daryl Davis’ claim to fame is from being on stage. But the African American racial justice activist is better known for the work he’s done over the years helping Ku Klux Klan members leave behind a life of racism and white supremacy.It started back in the early 1990s when Davis arranged a meeting with a former wizard of the KKK. At the time, he did not know Davis was Black.Over the years, the two forged an unlikely relationship with one another. Davis would regularly be invited to Klan rallies across the country. He didn’t agree with their message, but he wasn’t there to join the Klan, he was there to help persuade members’ opinions on race.“You have ignorance and if you don’t cure that ignorance, that turns into fear because we fear things we don’t understand and if you don’t turn that fear, it escalates to hatred, because we hate the things that frighten us,” the 64-year-old explained.Having spent decades with members of the KKK, Davis doesn’t argue or even get frustrated with those he meets. Instead, Davis tries to plant a seed that he nurtures and helps grow over time. That seed, he says, is breaking down barriers that exist between KKK members and African Americans.As Davis spends time getting to known Klan members, he says that over time, many start to see him for more than the color of his skin, they see him as human.“If you have cancer in the bone, you can’t rub topical cream on top, you have to drill to the bone and put chemo or radiation to the source. And that’s what we have to do with racism. Go to the source, which is ignorance. It’s not inherited, it’s a learned behavior,” he said.To date, Davis has helped more than 200 Klan members leave the white supremacist group. Many send Davis their robes after they abandon the KKK. But Davis is quick to note that he never convinces anyone to leave.“I didn’t convert anybody, but I am the impetus for over 200 people to convert themselves. I planted the seed so they could come to the conclusion that, ‘I might need to be rethinking what I’m thinking,’” he added.As for the current state of racial unrest gripping the country, Davis sees this as a moment of reckoning where real institutional change on racism is possible.“We have never had this many white people join in our cause. This is a major change. We are turning another page in the history of this country and we have not turned a page in a long time,” said Davis. 2549

As many NFL fans question the patriotism of kneeling NFL players, the spotlight is now turning to the fans themselves. The Green Bay Packers handed out small American Flags during the Packers-Lions Monday Night Game, as part of the NFL's Salute to Service Military Campaign. "During the National Anthem, everybody was waving (their flags) and singing," Marine veteran Tegan Griffith told WTMJ.  "It made me feel very good."However, by halftime, Griffith says she and her fellow veterans noticed many of the flags were discarded."We started noticing people leaving (flags) on the ground, next to food wrappers and beer cups," Griffith explained.  "We found a couple on the bathroom floor.  The veterans I was with started to get a little upset."After the game, the flags were seen everywhere."It looked like red, white, and blue confetti," described Phil Olson, a season ticker holder.  "People were walking all over them.  It struck me as unpatriotic."After the game, both Olson and Griffith told WTMJ they spotted several fans picking up the extra flags."I'm going to tell the Packers they they shouldn't hand out flags because it's the wrong venue," Olson said. "Every game, the Packers will give out a souvenir with the Packers logo on it.  Everybody takes the (souvenir) home.  But after this game, hardly anybody wanted the American flag."The Packers released a statement on the matter:"We distributed more than 77,000 United States flags as part of the Salute to Service theme of the game. We were particularly pleased with how they contributed to the festive atmosphere of the game, especially during the national anthem. We received a lot of positive feedback.
