Each San Diego Police division will have a Designated Online Transaction Space (D.O.T.S.) where carrying out online or private sales and exchanges of goods. The space will be in view of the station’s front door and in a well-lit area. “Online platforms have become an epicenter for scam artists and predators looking to take advantage of innocent people. In a world filled with online transaction uncertainty, D.O.T.S. offers certainty. I am pleased to see my pilot program expand citywide. You truly cannot put a price tag on peace of mind,” stated Councilmember Chris Cate. SAN DIEGO (KGTV) -- San Diego Gas and Electric says more than 21,000 residents could lose power amid a coming Santa Ana wind event.The company said Saturday it notified thousands of residents about the possibility of power outages to reduce wildfire risk both Monday and Tuesday.The outages could take place in south Orange County and north San Diego County. This event, however, is forecast to come from the north, affecting urban and coastal areas that don’t normally see public safety power outages.“Within SDG&E’s service territory, the strongest winds are expected overnight Sunday through Monday in the San Clemente and east San Juan Capistrano areas in south Orange County and the Camp Pendleton, Oceanside, Pala Reservation and Fallbrook areas in north San Diego County,” SDG&E said.Drive-thru community resource centers will be available starting at 8 a.m. Monday at the Fallbrook Branch Library, 124 S. SAN DIEGO (KGTV) -- San Diego Police are asking for the public’s help locating a suspect wanted for shooting and killing a 27-year-old woman.Police say Robert Reed reportedly shot Sylvianita Widman during an apparent road-rage incident on the 100 block of Meadowbrook Drive at 5:30 p.m. Monday.According to police, two cars were traveling north down Meadowbrook when they both stopped and the passengers got into an argument.RELATED: Woman dies after being shot in a Skyline intersectionWidman then reportedly approached Reed while he was in his car. SAN DIEGO (KGTV) - San Diego Police are investigating Monday the discovery of a woman's body in a car parked in the Crown Point neighborhood of Pacific Beach.The decomposed remains were found in a black Acura SUV in the 3700 block of Yosemite Street, a residential area three blocks west of Crown Point Park.Neighbors had called to report the vehicle due to a foul odor.The window on the passenger side of the vehicle was broken by police, according to our 10News crew.Officers said the death did not appear to be suspicious, however they did not release details about the circumstances. 595

  

SAN DIEGO (KGTV) -- San Diego Police Chief David Nisleit has ordered an internal investigation into a controversial arrest that is making the rounds on social media. The video shows a protester being taken away in an unmarked van as one officer warns her family around her not to follow them or he will shoot. Thursday at around 9:30 pm, a young woman is handcuffed on Park Avenue. Moments later, she is snatched off the street and taken away in the unmarked police vehicle. "She said somebody took Shayla; like somebody came and took her," the woman's mother, Breann Piccini, told ABC 10News exclusively. (WATCH VIDEO IN PLAYER ABOVE STORY)The woman detained in the video is a 20-year-old biracial San Diego State University student, Shayla Piccini. Piccini's mother said Shayla and her cousins spent the day at a massive protest in Downtown San Diego. After several hours, the group was walking back to their car when Shayla saw several police motorcycles driving past them. At that moment, Shayla held up her cardboard sign, according to her mother. 1060
