Desmond, who succeeds Bill Horn as District 5 representative, made a motion for the leadership change based on the board rotation policy.The vote came after outgoing board Chairwoman Kristin Gaspar made a short speech on her time in the leadership role.She cited numerous board accomplishments, including the formation of working groups on the regional homeless problem and county road policies."This year has been incredible," Gaspar said. SAN DIEGO (CNS) - San Diego is the fourth-best large city in the country in which to live, according to a ranked list released Tuesday by the personal finance website WalletHub.WalletHub ranked cities with a population above 300,000 by evaluating their affordability, economic strength, education and health quality, quality of life and safety. A total of 62 cities were sampled for the list, with Virginia Beach, Virginia, taking the top spot.San Diego ranked 51st in affordability but ranked among the top-10 cities in education and health, quality of life and safety, and 12th in economic strength. According to WalletHub data, San Diego had the second-lowest crime rate behind Virginia Beach and was tied for first for coffee shops per capita.Joining San Diego and Virginia Beach among the top five were Austin, Seattle and Las Vegas in second, third and fifth, respectively. Rounding out the top 10 were San Francisco, New York, San Jose, Honolulu and Portland, Oregon.Detroit, Michigan, ranked last among large cities due to its dead-last ranks for economic strength and health and education quality. Memphis, Cleveland, Baltimore and St. Louis also sat in the bottom five. SAN DIEGO (CNS) - San Diego County public health officials reported a record 1,546 COVID-19 infections today, the 14th consecutive day that more than 600 new cases were reported, along with 16 additional deaths.The county's coronavirus death toll now stands at 984, and the cumulative case total rose to 74,361.The previous one-day case record was last Saturday, when 1,478 new COVID-19 cases were logged, topping the previous record of 1,091 set Friday. Even with an adjusted rate of 13.1 per 100,000 due to significant testing increases by local health authorities, that number far exceeds the strictest tier's baseline of seven daily cases per 100,000.A total of 17,329 tests were reported Tuesday and 9% of those came back positive, raising the 14-day rolling average of positive tests to 5.3%.The number of patients hospitalized with COVID-19 continues to rise, with 518 hospitalized in the county and 151 in intensive care, more than double the numbers of a month ago.Of the total number of cases in the county Tuesday, 4,435 -- 6% -- have required hospitalization and 1,002 patients -- 1.3% of all cases -- had to be admitted to an intensive care unit.A total of 15 new community outbreaks were confirmed Tuesday. Over the previous seven days, 73 community outbreaks were confirmed. SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted unanimously Tuesday to discuss the reorganization of the county's fire protection and emergency medical services into two separate agencies at its July 7 meeting.The reorganization would allow more flexibility for, and accountability of, dependent fire and medical services in the county's unincorporated areas, Supervisor Jim Desmond said.One of the agencies would be the Fire Protection District, which would provide fire services to the jurisdictions within the current service area. The other would be the Fire Authority, which would continue focusing on public safety radio communications.The supervisors formed the San Diego County Fire Authority in 2008 and developed a plan to cover and consolidate 1.5 million acres. The authority is currently part of County Service Area 135, which provides the government structure to organize and fund fire protection and emergency medical services in the unincorporated area.Since the creation of the authority, the board has invested more than 0 million to boost fire and emergency services capabilities. Currently, the Fire Authority contracts with the California Department of Forestry and Fire Protection to provide services. Collectively, the services are known as County Fire.According to a staff report, County Fire has more than doubled in size in the past five years. The proposed reorganization of the agency was proposed by Supervisor Dianne Jacob, who described its evolution as like a "baby" growing into an adult.If the board agrees to separate the two functions "to better meet current and future demands," using Jacob's recommendations, it would divest County Service Area 135 of its fire protection and emergency services powers and subsequently create the San Diego County Fire Protection District, which would be a committed county function. SAN DIEGO (CNS) - The California Film Commission Wednesday announced two additional TV series will relocate to the state to take advantage of incentives provided by the Film and Television Tax Credit Program, including one that will shoot in the San Diego area.The Amazon Prime war crime drama "Hunters" and the Disney+ historical drama "The Right Stuff" will move to California for their second seasons of production, commission officials said.Starting in March 2021, all 88 planned filming days for "The Right Stuff" are set to occur in the San Diego area. Such production helps fulfill the tax credit program's goal of bringing jobs and spending to regions beyond the Los Angeles 30-mile studio zone."We are thrilled to welcome ‘The Right Stuff’ to the San Diego region. The California Film & TV Tax Credit Program has been a critical incentive in attracting productions to San Diego," said Brandy Shimabukuro, film liaison for the City of San Diego’s Film Office. "Productions like these help bolster our local economy and civic pride, while also creating and sustaining jobs in the film industry."Locations for shooting have yet to be determined.The Disney+ series follows the story of the early days of the U.S. space program as it competed to be the first to put man in space. The series is based on the bestselling book by Tom Wolfe.California's tax credit program has enticed a total of 22 TV series to relocate from other states and nations, according to the commission.This round of applications for tax credits for TV projects was held Sept. 29 to Oct. 7. Due to the program's success with ongoing TV projects, the allocation round was open only to newly relocating series and recurring series accepted during previous rounds, the commission stated.For their first seasons in California, "Hunters" and "The Right Stuff" are on track to generate a combined 5 million in below-the-line wages and other qualified expenditures, film commission officials said.Like all film and TV tax credit projects, their overall spending will be significantly greater with the inclusion of above-the-line wages and other expenditures that do not qualify for incentives under California's targeted tax credit program, commission officials said."It's great to emerge from the pandemic shutdown with news that two more successful TV series are relocating to California," said Colleen Bell, the commission's executive director. "Such projects are a primary target for our tax credit program because they bring high-quality jobs and significant in-state spending."Based on information provided with their tax credit applications, the two projects will employ an estimated 440 cast members, 374 crew members and 6,056 background actors/stand-ins over a combined 195 filming days in California.They will also generate significant post-production jobs and revenue for the state's visual effects artists, sound editors, sound mixers, musicians and other workers/vendors as part of their eight-episode seasons, the commission said."We're thrilled to see this round of tax credits generate so much out- of-zone filming because it brings direct economic benefit to regions across the state," Bell said. "Based on their qualified spending and out-of-zone production, the two relocating series announced today will receive reservations for an estimated .5 million in tax credit allocation."The current list of projects eligible for tax credits is subject to change, as projects may withdraw and their reservation of tax credits is reassigned or rolled over into the pool of funds for the next TV allocation period.The state's next tax credit application period for TV projects will take place March 15-22. The next application period for feature films will be Jan. 25 through Feb. 1. 3781
