Chuck Schumer plans to propose legislation decriminalizing marijuana, Vice News reported Thursday."I'll be introducing legislation to decriminalize marijuana at the federal level from one end of the country to the other," the New York Democrat told Vice News. "The legislation is long overdue."Schumer, the Senate minority leader, told Vice that he had "seen too many people's lives ruined because they had small amounts of marijuana and served time in jail much too long."He added that it was "the right thing to do."According to Vice News, the legislation will be introduced in the next week, and it will include taking marijuana off the Drug Enforcement Administration's controlled substance list.Schumer also told Vice News the legislation will "maintain federal authority to regulate marijuana advertising in the same way it does alcohol and tobacco." 874

SANTEE, Calif. (KGTV) - A report of another car found burning in a driveway is raising questions about a possible fire starter targeting vehicles in Santee.On Shaggybark Drive, Michelle Genshaw and her husband were pulling out of their home two weeks ago -- just before 4:30 in the morning -- when they saw flames in their neighbor's driveway.  A 2007 Acura TL was on fire."It looked odd because there were flames coming out of the front and back of the car, like two separates fires," said Genshaw.Genshaw's husband banged on the door, waking the Arnold family.  Together, they put the fire out with a hose a few minutes later.  Catherine Arnold is thankful the fire didn't spread, but she tells us the car is a total loss."It's really upsetting.  It was my father's car and he passed away and it was the last thing belonging to my dad that I had," said Arnold.Sheriff's investigators were called out and concluded it was arson."We talked to police and they said they smelled gas," said Genshaw.A week and a half later, car alarms sounded along with a Mother's Day inferno on Pearlwood Road.  Neighbors discovered a newly purchased Ford Mustang convertible torched in a driveway.  Mason jars with a flammable liquid were found near the gas tank. (KGTV) — Santee voters this November will weigh in on two measures that deal with limits on serving as a City Council member or as Mayor.Measure Q and R each intend to address term limits on City Council and Mayoral positions in the city of Santee, however, they each take a different approach to limit how long someone can serve.The text of Measure Q reads as follows:City of Santee - Measure Q: "Shall the measure amending the Santee Municipal Code to require that no person shall serve as an 'Elected Official,' defined to include the offices of Mayor and Member of the City Council, for more than twelve years, or three terms, whichever is less, with any portion of term, whether by election or appointment, counting as a full term, be adopted?"Measure Q would not allow anyone to serve as either Mayor or a City Council member, or any combination of those positions, for more than 12 years, or three four-year terms, with any portion of a term counting as a full term.The competing measure, Measure R, reads as follows:City of Santee - Measure R: "Shall an ordinance amending the Santee Municipal Code to establish a three-term lifetime limit on City Council service and a separate two-term lifetime limit on Mayoral service, be adopted?"In other words, no one can serve as Mayor for more than two, four-year terms and, separately and in addition, as a City Council member for three, four-year terms, regardless of the district a person represented. School districts across the country are developing their plans to welcome back students this fall. From mandatory mask-wearing to lunch in the classrooms, students who return will likely be faced with a whole new learning environment."There will be a transition. The pandemic has been, in a sense, a chronic trauma almost for all of us and everyone has experienced it differently," says Dr. Christina Conolly, with the National Association of School Psychologists.Dr. Conolly says parents should vary how they talk to their children about the pandemic and attending school, according to their age."For myself, I have a rising 6th grader, 11-year-old, so in talking to her, she understands what’s going on and I want to be honest and truthful but I may not share with her every single detail of what’s going on just because of the fear and anxiety that can come about," says Dr. Conolly.Details to omit include death tolls and what's happening worldwide. Instead, focus on what's happening in your community. For teenagers, many will already have an idea of all the ups and downs of the COVID-19 pandemic, because of their access to cellphones and the internet. Dr. Conolly advises making sure the content they're watching is factual. Younger kids will need reassurance and transparency of what school will look like and what's expected of them."For little kids, it's okay to share with them what’s going on with the pandemic but talk to them in terms of we are here to make sure you stay safe. The school and the staff in your school are making sure you stay safe," says Dr. Conolly."I wanted to see how Trent, my youngest, was when I went out. When I saw how he looked behind the mask and how he kind of retreated I thought, 'OK, I need to be more sensitive with him.' He doesn’t need all the details, he needs the facts, what we do when we go out now, what you’re going to expect when you see," says Beth Middleton, a former elementary school teacher and mom of four.Middleton is hoping her local school district provides parents with specific details of what children can expect when they head back to class."If we don’t prepare them for what the classrooms are going to look like and the counties don't prepare us as parents for what it's going to specifically look like when they enter at all different levels, then we’re not going to know. Then we’re not going to prepare them well enough," says Middleton.Plus, there are some families who have been directly affected by COVID-19. Schools will be focusing on the health, safety and mental health for those students and staff, too. Then, there's the wearing of masks by teachers and some kids who may or may not be wearing them."You might have to explain, 'Well, maybe some kids aren’t wearing masks because they have a health condition and they can’t wear a mask. Or maybe because of other things that are going on.' So just try to make sure you’re educating your kids about best practices and you’re talking to them about if someone isn’t maybe why that’s occurring to help them understand, to try and eliminate anxiety that might exist," says Dr. Conolly.The key is to remain calm. Kids will react to the pandemic the same way you do. Give them the safety tips and reassurance they need to start off school in the healthiest way possible. 3304

SANTEE, Calif. (KGTV) - Surveillance pictures released Monday show two of the four people suspected of identity theft in East County.The San Diego County Sheriff’s Department said a woman either lost her wallet or had it stolen at the Vons grocery store at 9643 Mission Gorge Road in Santee on January 20.The victim’s credit cards were used immediately by four suspects at several nearby stores including Buffalo Wild Wings, Home Depot, Walmart, Skechers, and Ross.Two of the suspects were identified and arrested but the other two are still wanted.One suspect is a white man in his 40’s, 6-feet tall with gray hair. He was last seen wearing a yellow and black plaid jacket and jeans.The other suspect is a white woman, about 40 years old, 5’6” and 230 pounds. She has burgundy or purple hair and wears glasses.
