(KGTV) One of the biggest city-owned office spaces sits vacant and may do so for a little while longer.The City of San Diego acquired the 19-story tower at 101 Ash St. in the beginning of last year in effort to consolidate staff into a new space, but various delays have kept the renovation from being completed.Officials signed a lease-to-own contract for the old Sempra Energy building and have been paying more 5,000 a month plus operational costs since January of 2017.The city was supposed to move in July 2017 and the estimated daily cost for the vacant structure is a little less than ,000.“I do believe the city has bungled this decision from the beginning starting with the purchase,” said San Diego City Councilmember Barbara Bry.Bry was elected to council after officials voted to acquire the building for million and says the issue can be traced to how city staff briefed council just before the purchase.“At the time city staff told the council that the building was in excellent shape and the million in tenant improvements was enough,” added Bry.Records indicate the city has paid more than million in rent and roughly million in operating costs since taking over the property.Bry is working behind the scenes to mitigate the matter before the costs balloon any more, but estimates it will be at least six months until staff can move into the 101 Ash Street building.The City of San Diego says more than 1,100 employees will work there when the renovation is complete and they plan to move into the building sometime in fiscal year 2019 — which begins in July. 1617

(KGTV) -- Margaret Wardlow doesn’t dwell on what happened to her one night in 1977 - a night that she became victim number 27 of the Golden State Killer. Just because she doesn’t dwell on it, doesn’t mean she doesn’t remember. Wardlow was the youngest of the serial man's victims, just 13 when she was tied up in her Sacramento home and raped.On Wednesday Joseph James DeAngelo, 72, was arrested in connection with a series of killings, rapes and burglaries that occurred around the state in the 1970s and ‘80s. Authorities from jurisdictions across California gathered in Sacramento to announce the arrest of a suspect in the decades-long East Area Rapist/Golden State Killer case.RELATED: Suspect identified, arrested in East Area Rapist/Golden State Killer caseIt's an arrest that brought back the memories of that night for Wardlow. She says at first, she had no idea her attacker was the Golden State Killer - aka the east area rapist, aka the original night stalker in her home. It wasn't until she looked up at the clock and saw it was 2:30 a.m. that she realized who he was.  "'This is the east area rapist, and this is what’s going on,'" she recalls thinking. "It was time for me to realize, ‘I’m dealing with a serial rapist.'”The man also tied up her mom, stacking plates on top of her so he would know if she moved.What he didn't know about Wardlow is that before her attack, she was on top of every story that came out in the newspaper about him. Knowing that he seemed to thrive on powerless victims, when he asked in a harsh whisper, ‘Do you want to die? Now that it has, she’s thrilled for the other victims and their families and the diligent detectives who never gave up."I was really concerned that people would go to their graves without knowing who killed their loved ones," she said. When asked if she plans to attend the court dates of Joseph James DeAngelo, she told 10News she will, and wants to look him in the eyes and ask, "Why?"    2594

A 47-year-old former model involved in a custody dispute plunged to her death from a Manhattan hotel Friday, according to three law enforcement sources.New York police found the bodies of Stephanie Nicolai and her 7-year-old son, Vincent, on a second-floor balcony of the Gotham Hotel, where the two were guests, police said.The bodies were discovered about 8:15 a.m. Friday after a 911 call about an unconscious woman and child at the 25-story boutique hotel on East 46th Street, according to police.Police believe Nicolai's death was a suicide, the law enforcement sources said. Detectives are examining video from the area and speaking with people who knew her in their quest for a motive.The pair were staying in the hotel's penthouse, according to CNN affiliate WABC.The order in which they fell to their deaths is unclear, according to one source with knowledge of the ongoing investigation.A leading theory of investigators is the possibility of a murder-suicide but the medical examiner will make a final determination, the source said.Detectives are also looking into the custody dispute between Nicolai and her estranged husband, according to the source.New York divorce lawyer Raoul Felder said he represented Nicolai in the custody dispute until about four months ago and that he had grown concerned about her."I've known her 20 years," he told CNN. "I was not only her lawyer but her friend. I could tell something was wrong. ... Hunter used campaign funds for personal expenses “to satisfy his desire for intimacy,” U.S. Attorney for the Southern District of California David Leshner alleged in an evidence motion filed Monday. The court document details how and when Hunter spent thousands of dollars on relationships with five women who worked as congressional staffers or lobbyists, prosecutors said. “Carrying out all these affairs did not come cheap,” the U.S. Attorney’s office said. A woman, identified as Individual 14 [I-14] in the motion, started a relationship with Hunter in April 2009, four months after he became the Representative for the 50th District of California, according to the motion. Duncan Hunter misused campaign fundsHunter used campaign funds to pay for for vacations with I-14 including trips to Reno, Lake Tahoe, and Virginia Beach, prosecutors said. His bank records indicate he could not have paid for the Lake Tahoe trip with his own funds because his personal bank account had a negative balance the day he checked out of his hotel, according to investigators. The motion also alleges an instance when Hunter stayed at a Capitol Hill hotel with the female lobbyist on June 21, 2011, only to have his wife Margaret join him the following two nights. “In describing this expenditure to his campaign treasurer later, Hunter never explained the reason he kept the first night at a hotel,” the court document says. In August 2012, about five months after his alleged relationship with I-14 ended, documents indicate Hunter began a relationship with a congressional staffer, identified in court filings as I-15. Hunter began staying at the woman’s home “nearly every night,” using campaign funds for dinners and Uber rides to further the relationship, prosecutors said. RELATED: Rep. The U.S. Attorney’s office filed the evidence motion “to establish the personal nature of the expenditures” and “demonstrate Hunter’s knowledge and intent to break the law, and to establish his motive to embezzle from his campaign.” “Simply put, carrying out a sequence of romantic liaisons is so far removed from any legitimate campaign or congressional activity as to rebut any argument that Hunter believed these were proper uses of campaign funds,” according to the motion.
