BEIJING, Sept. 12 (Xinhua) -- Chinese State Councilor Dai Bingguo told Japan early Sunday morning to make a "wise political resolution" and immediately release the Chinese fishermen and fishing boat its coast guard seized earlier this week.Dai made the remarks when he summoned the Japanese Ambassador to China Uichiro Niwa in the wee hours. He was the highest-ranking Chinese official to make a response after the fishing boat and its crew were seized Tuesday in waters off the Diaoyu Islands and its captain was detained on Friday."Dai expressed solemnly (to the Japanese ambassador) the Chinese government's grave concerns and its serious and just position," said the Foreign Ministry in a statement.Dai warned Japan not to make a wrong judgement on the situation and urged it to make a "wise political resolution" and immediately release the fishermen and return the boat.The Japanese ambassador expressed that he would promptly report the Chinese position to his government, according to the statement.China decided Friday night to postpone a negotiation with Japan on the East China Sea issue, which had been scheduled for mid September, after a Japanese court ruled a 10-day detention through Sept.19 against the captain despite protests from China.Previously, Foreign Minister Yang Jiechi on Friday summoned the Japanese ambassador and demanded Japan immediately and unconditionally release the boat and all the crew, saying China's determination to defend its sovereignty over the Diaoyu Islands and the interests of the Chinese people was unswerving.Foreign Ministry spokeswoman Jiang Yu said Friday night when announcing the postponement of the talks that the Japanese side has "ignored China's repeated solemn representations and firm opposition, and obstinately decided to put the Chinese captain under the so-called judiciary procedures."She said Japan's acts have violated the law of nations and basic international common sense, and are "ridiculous, illegal and invalid.""Japan will reap as it has sown, if it continues to act recklessly," Jiang warned.On Tuesday, two Japanese Coast Guard patrol ships and the Chinese fishing boat collided in waters off the Diaoyu Islands in the East China Sea. No injuries were reported, but the fishing boat was then intercepted by the Japanese patrol.

BEIJING, Oct. 12 (Xinhua) -- The Chinese government Tuesday announced financial assistance for herders in west China, to reward their efforts in conserving grasslands and to compensate them for losses.From next year, the policy will be applied in eight provincial-level regions including Inner Mongolia, Xinjiang, Tibet, Qinghai, Sichuan, Gansu, Ningxia and Yunnan, said a circular issued Tuesday after a State Council executive meeting presided over by Premier Wen Jiabao.The government will give 90 yuan (about 13 U.S. dollars) per hectare of grassland annually to herders living in the regions where the grasslands are severely damaged and herding has been banned, the document said.Outside of these herding-banned regions, residents will receive 22.5 yuan (3 dollars) per hectare every year if they keep a herd of sustainable size, the document said.The government will also provide 150 yuan per hectare for farmers to grow grass of better quality.In addition, each of about 2 million households of herders will receive 500 yuan per year as general assistance, the document said.More money will also be spent on education and training of herders, the document added."Due to excessive herding and low investment in grassland conservation, the area of grasslands in China has shrank dramatically and the environment there has deteriorated. However, local herders lack new ways to make a living," the document said.The policy is an effort to conserve the natural environment while improving the livelihood of locals, it said.The central government will allocate 13.4 billion yuan every year for the policies, according to the document.

  

BEIJING, Nov. 1 (Xinhua) -- China has enacted 10 measures to prohibit better than average primary schools and junior high schools from charging "enrollment fees," or selling enrollment quotas, according to a statement posted on the website of the Ministry of Education on Monday.The statement reads, due to the difference in quality among schools, and a shortfall of excellent schools as compared to actual demand, the problem of "enrollment fees" has been reported, particularly in big cities.This is a particular problem in China, where parents pay to secure seats for their children in key schools if their children do not score high enough on entrance exams.The measures include forbidding schools from selling extra enrollment quotas in whatever names or methods, obliging schools to publicly disclose enrollment information, improving sub-quality schools, supporting private schools to enrich superior education resources, carrying out supervision and others regulations.

  

BEIJING, Oct. 30 (Xinhua) -- Vice Premier Li Keqiang has said China would advance practical cooperation with the European Union (EU) in all areas.Li made the remarks Friday when meeting with a delegation from the European People's Party and European Democrats (EPP-ED), which is the largest group in the European Parliament.China hopes the two sides work together to expand common interests, respect each other's core interests and major concerns, so as to promote the China-EU relationship in a maturer and more steady way, Li said during the meeting.Since the two sides forged diplomatic ties 35 years ago, China and the EU had scored leap-forward development in bilateral relationship, which was exerting more and more influence to the world peace and development, Li said.Noting inter-party contacts constitute an important part of China-EU relations, Li, also member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, said the CPC is willing to deepen dialogue and exchanges with the EPP-ED.Joseph Daul, chairman of the EPP-ED and also head of the delegation, said he is willing to cement inter-party exchanges with the CPC and push forward the EU-China relations.
