(KGTV) — San Diego Sheriff's deputies say a father has been arrested months after the death of his infant child in Santee.Daniel Charles Marshall, 34, was arrested on Thursday by the U.S. Marshals Service Fugitive Task Force and booked into San Diego Central jail for murder and child abuse resulting in death, according to the Sheriff's Department (SDSO).On April 22, 2020, Santee Fire Department responded to a home in the 8600 block of Paseo Del Rey in Santee to a report of a seven-month-old infant in medical distress. SAN MARCOS (CNS) -- A young man was killed in a solo-vehicle rollover crash down an embankment near a San Marcos school, authorities said Tuesday.The crash was reported around 6:40 p.m. Monday on Schoolhouse Way, east of Elfin Forest Road near San Elijo Middle School, San Diego County Sheriff's Sgt. Charles Morreale said.Investigators determined a 19-year-old man was driving a Chevrolet pickup southbound on Schoolhouse Way at high speed when he lost control of the truck, struck a curb and the vehicle overturned down an embankment, Morreale said.The driver was pronounced dead at the scene, the sergeant said. (KGTV) — CAL FIRE San Diego firefighters quickly knocked down a brush fire in San Marcos on Thursday, amid Santa Ana winds and dangerous fire weather conditions throughout the county.The 3-acre fire, dubbed the Sycamore Fire, ignited near Sycamore Dr. and Cox Rd. just before 12:30 p.m., according to CAL FIRE. Fire crews reported the fire began in heavy fuel and had a moderate rate of spread, but were able to halt its spread within about 30 minutes.Firefighters will remain on the scene for several hours to mop-up and further contain the fire.Thursday, dry Santa Ana winds created high fire danger throughout the county. A Red Flag Warning was in effect Thursday through 10 p.m. on Saturday for the county's valleys, foothills, and mountains. Say goodbye to emotional-support animals in airplane cabins. The Transportation Department issued a final rule Wednesday covering service animals. The rule says only dogs can qualify, and they have to be specially trained to help a person with disabilities. "This final rule defines a service animal as a dog, regardless of breed or type, that is individually trained to do work or perform tasks for the benefit of a qualified individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability. It allows airlines to recognize emotional support animals as pets, rather than service animals, and permits airlines to limit the number of service animals that one passenger can bring onboard an aircraft to two service animals," the final rule states. Those traveling with a service dog will be required to fill out a form from the DOT "attesting to the animal’s training and good behavior, and certifying the animal’s good health" before flying. For years, some travelers have been bringing untrained dogs and all kinds of other animals on board by claiming they need the animal for emotional support. Airlines believe some passengers were avoiding pet fees by calling their pets emotional-support animals. The DOT proposed the change earlier this year and received more than 15,000 comments on the proposal, they said in a press release. The new rules take effect in 30 days. 1430
