SHUIFU, Yunnan, Dec. 28 (Xinhua) -- The Jinsha River in south China was blocked on Sunday to make way for construction of a new hydropower project on the upper reaches of the Yangtze River.     At a cost of 43.4 billion yuan (about 6.3 billion U.S. dollars), the Xiangjiaba Hydropower Project is expected to be completed by 2015. It will be able to generate 30.7 billion kw hours of electricity a year.     "Electricity generated by hydropower stations will mainly be sold to China's eastern, southern and central regions," said Li Yong'an, general manager of the China Yangtze River Three Gorges Project Development Corporation. "Sichuan and Yunnan provinces will also benefit from it." Workers cheer for the damming of the Jinsha River in the construction of the Xiangjiaba Hydropower Station which is the third largest of its kind in China.     In addition to providing power, the project will play a role in flood control and farmland irrigation.     About 125,100 people from three counties of Yunnan Province and three counties of Sichuan Province have been resettled to make way for the project.     The Xiangjiaba project is one of a series of hydropower plants China plans to build on the Jinsha River to supply electricity to its economically more developed coastal regions.     The 2,290-kilometer-long Jinsha River, a tributary of Yangtze River, originates in Tanggula Range and flows through Qinghai, Tibet, Yunnan, and Sichuan.     Water is mostly stored in the river's middle and lower reaches where China plans to build 12 hydropower stations to share a 59.08- million-kilowatts installed capacity. BEIJING, Jan. 5 (Xinhua) -- Chinese exporters face an increased risk of not being paid for their goods as foreign banks run out of cash and some overseas importers evade paying debts, China's Ministry of Commerce (MOC) warned Monday.     "The cases of malicious debt evasion and breach of contracts by importers in certain countries or regions are on the rise," said the ministry in a notice. It attributed the phenomenon to the impact of the deepening global financial crisis.     The MOC urged local governments, guilds and overseas Chinese businesses to more closely monitor the credit of foreign importers.     Priority should be placed on tracking the credit ratings of foreign lenders, it said.     The ministry also called on local governments to support the development of export credit insurance and encourage exporters to carry such insurance by reducing premiums.     From January to November last year, China Export & Credit Insurance Corporation (SINOSURE) provided 56.5 billion U.S. dollars of guarantee for exporters against credit risks such as payment default. That is 63.6 percent higher than the same period a year earlier. The reason for the increase is that more exporters sought insurance, company figures show.     SINOSURE is China's only policy insurance company undertaking export credit insurance.     In that period, SINOSURE paid 210 million U.S. dollars of indemnities, up 174.5 percent from the same period of 2007.     In December, the insurer reduced credit ratings for a record 48countries, including the United States. A total of 191 countries were reappraised in December.

 BEIJING, Jan. 4 (Xinhua) -- Major Chinese lenders are expanding a preferential policy on house loan interests to cut the burden of the country's home buyers hit by the spreading financial crisis.     For individuals who bought houses on mortgage lending before Oct. 27, 2008 and have not paid off the loans, their credit interest rates could be reduced to 70 percent of the benchmark rate from the previous 85 percent, customer service staff of several banks told Xinhua on Sunday.     The discount will be available for Beijing, Shanghai and Qingdao clients of the China Construction Bank after their applications go through default record checks.     The Bank of China branch in Shanghai is also providing the preference but the Beijing branch keeps the rate unchanged.     The Industrial and Commercial Bank of China, the country's largest lender, and the Agricultural Bank of China are also making specific rules for similar rate discounts.     China's central bank announced in October it would reduce the lower limit of interest rates on individual house loans to 70 percent of the benchmark credit rate from 85 percent, starting from Oct. 27 last year.     The move was viewed as a stimulus to the flagging property market but it has been unclear whether house mortgage deals before that date can enjoy the favor.     Under the rate discount, home buyers with a 500,000-yuan (73,500 U.S. dollars) bank loan to be paid off within 20 years can save nearly 60,000 yuan of interest, analysts estimate.

BEIJING, Dec. 1 (Xinhua) -- China was strongly opposed to the accusation of the European Union and Austria over its execution of Wo Weihan, a man spying for Taiwan.     "Chinese judicial organs made the verdict and this was completely a matter within the Chinese judicial sovereignty," Chinese Foreign Ministry spokesman Qin Gang said in a statement.     He made the statement in response to a reporter's questions: The EU and Austria expressed strong dissatisfaction over Wo's execution in their statement. China's action undermined the mutual trust and mutual respect of human rights talks and would lead to severe effects on human rights talks. The U.S. has also expressed concerns over Wo's case.     Qin said: "The trial procedure was just and fair and the rights of the accused were well protected."     "China is a rule-of-law country and Wo is a Chinese citizen," Qin said, "the evidence of his crime has been verified."     "The accusation against the Chinese judicial authorities intervened brutally into Chinese judicial sovereignty, trampled the spirit of the rule of law, and undermine the basis of the healthy development of the bilateral talks on human rights."     "We were strongly dissatisfied with and opposed to (the accusation) and urged all concerned parties to immediately correct the mistake and stop the words and actions concerning interventions of other country's judicature," Qin added.

    BEIJING, Dec. 24 (Xinhua) -- The National People's Congress (NPC), China's top legislature, heard here on Wednesday a series of reports including the implementation of the 11th five-year plan and the impact of the world financial crisis.     Wu Bangguo, chairman of the NPC Standing Committee, attended the conference.     Zhang Ping, minister in charge of the National Development and Reform Commission (NDRC), delivered a report on how the Chinese government has implemented the Outline of the 11th Five-Year Program for National Economic and Social Development (2006-2010). The Second plenary session of the sixth session of the 11th Standing Committee of China's National People's Congress is held at the Great Hall of the People in Beijing, China, on Dec. 24, 2008.    The implementation has been going well, with most of the goals being reached as scheduled at the middle stage, he said.     He urged more attention to be paid on expanding domestic demand, increasing innovative ability, continuing reforms on resource prices and taxes, energy saving and emission reduction, as well as increasing the government's ability to provide public services.     Zhang also gave a report on how the intensifying impact of the world financial and economic crisis is reverberating through China's economy.     Other reports included efforts to stabilize prices and prevent price hikes addressed by NDRC vice head Zhang Mao, as well as water pollution prevention and control by Environmental Protection Minister Zhou Shengxian.
