Humidity levels will hover near 10%, elevating the fire danger.Breezy conditions are expected to continue into Tuesday morning, before weakening that afternoon. Gavin Newsom announced that counties can reopen schools for in-person education when the county has been off the state's watch list for 14 consecutive days.Newsom said schools that don't meet that requirement would have to start the fall school year with distance learning.Though some of California's schools will make that grade for in-person classes this fall, Newsom outlined when schools may be required to go back to distance learning:Schools should consult public health officer first if a classroom needs to go home because of a positive caseA classroom goes to distance learning if there is a confirmed caseA school goes to distance learning if multiple classrooms have cases or more than 5% of a school is positiveA district goes to distance learning if 25% of a district's schools are closed within two weeks"Our students, teachers, staff, and certainly parents, we all prefer in-classroom instruction for all the obvious reasons, social and emotional foundationally. But only, only if it can be done safely," Newsom said. SAN DIEGO (KGTV) - Friday, the American Psychoanalytic Association (APsaA) issued an apology to the LGBTQ community for recognizing homosexuality as a mental disorder for decades.The apology comes during pride month and on the 50th anniversary of the Stonewall uprising in New York City.“Regrettably some of that era’s understanding of homosexuality and gender identity can be attributed to the American psychoanalytic establishment,” said APsaA president, Dr. Lee Jaffe in a statement. “It is long past time to recognize and apologize for our role in the discrimination and trauma caused by our profession.”At the kick off of APsaA’s 109th Annual Meeting at the San Diego Intercontinental Hotel, Jaffe spoke to a room filled with psychoanalysts saying in part, “For many years we viewed homosexuality as an illness, and we denied opportunities for learning in our training programs to LGBTQ professionals unless they concealed their sexuality. Our views led to discrimination both internally and in society at large.”Over the last several decades, APsaA has pushed for LGBTQ equality, even becoming the first major mental health organization to support marriage equality. The group has also lobbied to end conversion therapy and to lift the transgender military ban.“While APsaA is now proud to be advocating for sexual and gender diversity, we all know that hearing the words ‘we are sorry’ is important to healing past trauma,” said Jaffe.Dr. Justin Shubert who is co-chair on APsaA’s Committee on Gender and Sexuality was in attendance of the annual meeting and says he hopes the words Friday are a step in the right direction.“It’s just a few words but they really mean a lot I think,” said Shubert. SAN DIEGO (KGTV) — Democrats have secured control of two of the most powerful agencies in our region - the city and the county.San Diego will soon have a democratic mayor and an 8 to 1 advantage on the City Council. Couple that with Democrats flipping the County Board of Supervisors after years of Republican control, and it appears a whole new philosophy is on the way."I've been waiting 20 years,” said Nicole Capretz, who heads the Climate Action Campaign. “This is, I mean, decades in the making.”Climate Action Campaign has fought the Republican-controlled Board of Supervisors for years over how it handles the environment, prevailing in court over the county's climate plan.“They've twice had to rescind their climate plan publicly, which is unprecedented,” Capretz said.Capretz said she expects things to change in January, when the board will flip to a 3-2 Democrat advantage. That is expected to shift how the county addresses key issues like the environment, public health, and housing - in other words, no more sprawling back country developments that many times wind up challenged in a public vote.“We have wasted so much energy and so much time debating things that were not legally valid and should not have been done,” said County Supervisor Nathan Fletcher.Meanwhile, over at City hall, the Democrats will expand their veto proof advantage on the city council from 6-3 to 8-1.
