(KGTV) -- A San Diego woman posted video online Tuesday after she spotted a bobcat roaming through her backyard. Radhika Vidya Chari lives in 4S Ranch, not far from the intersection of Camino San Bernardo and Fox Valley Drive. She says she was picking fruit from her lemon tree when she turned around and saw the animal. “I spotted him when I went to get a lemon from the tree and turn around. I ran to get my phone but he had disappeared,” Chari said. After the sighting, Chari says she questioned herself.“I googled to make sure if [sic] what I had seen.”Later that day, Chari says she was chopping vegetables when something caught her eye outside the kitchen window.“Sure enough, it was a bobcat and I took the video,” she continued. Chari says she reported the sighting to the Department of Fish and Wildlife. The department told her to keep her pets indoors and to make loud noises to scare the animal away if she encountered a bobcat again. “I have never seen anything like this before even in the wild.” 1017

(KGTV) -- As more states across the country issue "stay at home" orders and closing down schools to curb the spread of Coronavirus, Virginia police are warning families to keep a closer eye on their children's social media habits.Virginia police investigators say they have identified two teenagers caught in a social media video purportedly coughing on grocery store customers and produce. The Purcellville Police Department said the teens admitted to their involvement in the video, but investigators determined that the teens did not cough or spit on customers nor produce"The investigation concluded the teenagers were getting close to other patrons and coughing into their own sleeves, while filming it on their phones," police said.Due to the age of the minors involved, no names or video footage was released. San Diego County school districts providing free meals to students amid coronavirus-related closuresPurcellville police determined that there was no criminal intent and no actual customers or produce were spit or coughed on directly. No arrests have been made."We appreciate the store’s swift action in reporting the incident to police and removing any items in question to ensure the health of store patrons and employees," police said. The police department is reminding families to supervise their students more closely to their social media usage as school closures could create idle time for young children and teens, leaving them potentially exposed to unfiltered social media content and trends."We have learned that this appears to be a disturbing trend on social media across the country, and we ask for help from parents to discourage this behavior immediately," police said.INTERACTIVE MAP: Confirmed coronavirus cases in San Diego CountyWhat's open during California's coronavirus 'stay at home' order 1836

(KGTV) - Are police in India really testing traffic lights that stay red if too many drivers honk their horns?Yes.Noise pollution from people laying on their horns is a big problem in India. So late last year, Mumbai police set up noise meters on traffic light poles. If the meters registered 85 decibels or more, the lights were reset and stayed red longer.Another trial at ten more locations is planned for March. Mumbai is ranked as the world's 4th most congested city. 479

(KGTV) — As demonstrations around the country call for police reforms, demands for cities to "defund the police" have increased. But what does that really mean? Is it a reduction in funding or eliminating departments? So far, the calls have included both."There are some advocates who would like to see a police-free environment in a lot of cities," Scripps National Political Editor Joe St. George tells 10News' Jon Horn. "Now for some people that is a terrifying thought. Police help prevent theft, they prevent violent crime. So it is something that is certainly going to be a hotly contested political issue."RELATED: San Diego City Council approves budget, adds Office on Race & EquitySt. George added that both Republican President Donald Trump and Democratic nominee Joe Biden have both said they do not support calls to "defund the police," so the issue may fall on local cities.Policy proposals are still in the early stages. Supporters of the movement say they'd like to see less patrolling and reaction to major needs. But critics say patrolling helps prevent crimes from happening. If budget reductions are in the mix, depending on the amount, departments can either expect layoffs or a shift in priorities, according to St. George."If you're talking millions of dollars worth of cuts to a police department, there will have to be layoffs. If you're talking a couple hundred thousand, perhaps they would shift priorities from one program to another," St. George says.In San Diego, locals voiced their calls for decreasing the police department's budget for the 2021 fiscal year. City leaders voted Monday to approve the budget, which will increase SDPD's budget to 6 million. In contrast, Minneapolis' City Council has voiced intentions to disband the local department, calling their current department unreformable. City leaders have not announced plans for a future public safety agency.RELATED: Advocates calling to defund or disband police departmentsBudget changes could lead to different ways of serving the community, according to Isaac Bryan, Executive Director of the UCLA Black Policy Project. Cities may focus more on preventative efforts like education and services for low-income communities."I definitely think there are partnerships to be made and there's opportunity to be had, but that reimagining really first comes with having the resources to dream," said Bryan. "Right now, we don't have that because over half of our budgets, the discretionary funds go to law enforcement and policing."One thing that is likely, whether it be budget or policy changes, is that no two cities can expect to see the same response."Every city is going to be different. San Diego is going to respond differently than Los Angeles and California cities will respond differently than cities in Minnesota," St. George says. 2839
