SAN DIEGO (KGTV) -- The Valley Fire has scorched more than 17,000 acres forcing families and animals out of their homes, but during all the chaos, the Children's Nature Retreat in Alpine was able to find safe homes for most of its 143 animals. It's been a tough last few days says Executive Director Agnes Barrelet, who spotted the fire and a hillside, the minute it sparked."You can't panic. You have to worry, but you have to remain cool. If you panic, your animals are going to sense it, and it's going to be worse," said Barrelet.In all, the nature retreat had to evacuate 118 of their animal which wasn't easy."We evacuated the most fragile animals first, and then the one's that may panic. I evacuated all the horses, then the mini horses mini donkeys," Barrelet says.A majority of the animals were taken by Good Samaritan's and given places to stay at various locations in East County."They were calling us and we were determining what space they had, and how much space. We also needed to know the height of the fences," Barrelet said. "That gave us an indication of who would take which animals where."It's been a tough year for the Children's Nature Retreat, as they were forced to close earlier this year due to COVID-19, and now the fires have temporarily shut them down."The fire of course forced us to close down again. If we are closed down, we have no revenues at all," Barrelet added. 1409

SAN DIEGO (KGTV) - The sailor hit by a spinning helicopter blade earlier this week at MCAS Camp Pendleton has died.MCAS Camp Pendleton said the sailor died Saturday morning from injuries sustained after the spinning tail rotor blade of a UH-01Y Venom Marine helicopter struck him.The helicopter was on deck at MCAS Camp Pendleton when the incident occurred just after 6 p.m. Wednesday.RELATED: Sailor critically injured by spinning helicopter blade at MCAS Camp PendletonThe sailor was brought to Scripps La Jolla Medical Facility with critical injuries after the incident.Officials are withholding the sailor's name pending family notification. SAN DIEGO (KGTV) -- The University of California system has appointed its first-ever Black president in the system’s history, Cal Matters said Tuesday.Michael V. Drake will become the 21st president of the University of California.Drake is making the move after leaving The Ohio State University last week. There, he served as the university’s president from 2014 to 2020.Drake was also chancellor of UC Irvine for nine years and served as the University of California vice president for health affairs from 2000 to 2005.“Much has changed in the 15 years since I was given the privilege of becoming chancellor at UC Irvine, but not my absolute belief in this great University and its time-honored mission,” Drake said. “I look forward to working with the regents, chancellors, students, faculty, staff, alumni, and our broader community as we, together, guide the University through the challenging times ahead. Brenda and I are thrilled to be back. SAN DIEGO (KGTV) - The San Diego City Council unanimously voted Tuesday to give final approval to place a measure on the November ballot that would change the city's police oversight structure.The current version is the Community Review Board; the ballot measure would replace it with a Committee on Police Practices."It is so desperately what the community wants and needs, so that we can build trust between the police department and the community," said Andrea St. Julian, co-chair of San Diegans for Justice, the group that wrote the ballot measure.The new committee would be appointed by the City Council, as opposed to the old board which was appointed by the mayor. The new committee would also have an independent lawyer and oversight from city staff not associated with the mayor's office or San Diego Police Department.St. Julian said these changes will help avoid conflicts of interest that the old board dealt with, especially because the CRB's lawyer was the City Attorney, who also acted as the lawyer for the police department.The new committee would also have broader power for investigations. It would be required to investigate any police shooting, as well as any time someone died while in police custody or while interacting with police.The committee could also investigate any other complaints against an officer and review all disciplinary action taken within the department."When a full investigation can be done by community members or at the direction of community members, people feel much more comfortable with the results," said St. Julian.Mayor Kevin Faulconer and County District Attorney Summer Stephan have both said they support the measure.
