SAN DIEGO, Calif. – Ballots will arrive in the mail for more people than ever in this election, but many Americans have relied on this method to vote for decades.Military families, people with disabilities, and Americans living overseas make up some of the demographics familiar with the process.“I haven’t been to a voting place since 1986," said Tori Zwisler. "It’s been a long time!”Now a San Diego resident, Zwisler lived in China for many years running an environmental nonprofit. While she hasn't waited in a polling line for over three decades, she hasn't missed an election."Living outside of America doesn’t mean you’re not American, it doesn't mean you don’t care about the issues, and it certainly doesn’t mean that you don’t have an opinion about who you want to lead your country," said Zwisler.Now back in the states, she still exercises her constitutional right via the U.S. Postal Service.“I honestly prefer the luxury of voting at home because I can look online, and I can check the websites of what both party's opinions are of the initiatives or of the candidate's backgrounds," said Zwisler.In states like California, Oregon and Colorado, voters have had this option for many years.According to a Pew Research Center analysis, the share of voters casting a ballot by mail has been growing steadily over the years, increasing nearly threefold between 1996 and 2016, from 7.8% to nearly 21%.But while states like Oregon and Washington conduct their elections almost entirely by mail, other states have seen relatively few mail ballots, the analysis goes on to explain.“I think everyone has to weigh in on what’s happening right now, it’s critical," said Zwisler.As the pandemic reshapes how we vote in this election, Zwisler believes the changes could actually strengthen our democracy, making voting easier and convenient for more Americans. 1868

SAN DIEGO (KTGV)— A homeless man and convicted rapist accused of sexually assaulting a woman at an East Village bar in November faced his accuser in San Diego Superior Court. Gary Cushinberry, who's accused of multiple counts of sexual assault and attempted rape, pleaded not guilty. The judge ordered all media to conceal the victim’s identity, and to refer to her as Jane Doe. Jane Doe took the stand and recalled what happened on the evening of November 5th. She said she was at Amplified Kitchen and Beer Garden in East Village, celebrating with some colleagues.After having a few drinks, she headed to her car. She admitted she was drunk at the time, and her memory was hazy. But she did remember the moment her bottom touch the ground.“He was touching underneath the blanket, and I just remember being shocked. Uh, next he further proceeded to put his hand in my pants,” Doe said. While he attacked her on the ground underneath a dirty blanket, he tried to drug her with what she thought was a meth pipe, Doe continued. Detective Carlos Munoz of the San Diego Police Department also spoke in open court. After the case was assigned to him, he monitored surveillance cameras in the area. The detective found footage of a homeless man fitting Gary Cushinberry’s description, pulling Jane Doe into a bush next to her car. The two were not in frame for the next 25 minutes, until video captured Jane Doe speeding away from the parking lot, back into Amplified, where she later reported the assault.“It’s like you imagine a fight or flight. And I didn’t really fight and I didn’t flight. I just froze,” Doe said. Cushinberry, who is already a convicted rapist in Indiana, returned to the frame, just two minutes later. “When he walks up toward the intersection, or the corner, he is adjusting his belt, he is adjusting his waist,” Detective Munoz said. The next day, Jane Doe provided information for a suspect sketch.Officers also took her to Palomar Hospital to run a rape kit. DNA Criminalist Adam Dutra of the San Diego Police Department Crime Lab tested the DNA swab taken from the front button and zipper of Jane Doe’s shorts.“There was strong support for the inclusion of Mr. Cushinberry as the 98% contributor,” Dutra said. Cushinberry’s past convictions include rape in 1995, sexual battery in 1997, and recently, felony robbery in San Diego.His next court appearance is on December 19th. 2407

SAN DIEGO, Calif. (KGTV) - Families of the San Diego Unified School District participated in a telephone town hall Wednesday to listen in on a discussion between panelists Superintendent Cindy Marten and three SDUSD teachers. The school year is set to begin virtually Aug. 31 and the panel discussed what day-to-day classroom time will look like.Teachers shared some of the steps they’ve taken to prepare for the online learning and gave tips to families to keep students successful. Some tips included making sure parent information is updated to ensure accurate information on scheduling and supply pickup is shared, setting alarms on phones to keep students on track with their schedule and compensate for a lack of bells, and also creating a designated learning space for students.Related: San Diego Unified School District announces detailed online learning planThe panel, organized and hosted by Assemblymember Todd Gloria, said individual schools will share specific information on where and when families can pick up supplies, including books and computers. The teachers on the panel also assured families that the students would not spend the whole school day in front of a screen, but rather have some time with the teacher, some time with other students and some individual work time. They also added that older students will work on a quarter system instead of a semester system, which would allow smaller class sizes and fewer classes for each student.While the main message of the town hall was hope and teamwork between schools and families, parent Andrea Gallegos said she still has questions that went unanswered.“Is there a plan to transition back when we’re off the watch list now? Is there any kind of timeline for that? I’m frustrated,” she said.Despite the county being removed from the state’s watch list, the district said it plans to begin the 2020-21 school year with online instruction."You may recall that San Diego Unified announced on July 13 that it would start the school year with online instruction. That decision came before the governor announced (on July 17) that at least 90 percent of California schools would start the year with online instruction," SDUSD spokesperson Maureen Magee told this station in an email."The district continues plans to physically reopen schools as soon as it is safe to do so. SAN DIEGO (KGTV) --Jurors found ex-NFL tight end Kellen Winslow II guilty Monday on three counts including rape, lewd conduct, and indecent exposure.Around 4 p.m. Monday, the jury sent another note indicating that they remained deadlocked on the remaining eight counts. SAN DIEGO (KGTV) -Saturday was the second night five parks were under a new curfew across San Diego. Neighbors were mixed on whether it will affect crime.Police and neighbors celebrated the new curfew Friday at City Heights Square Mini Park. Police said since January 2019 there's been 217 crimes reported within 1,500 feet of the park, ranging from assault to theft.READ RELATED: Neighbors celebrate nightly curfew at San Diego parksRonald Tieken said he spearheaded the initiative, putting together a survey that he said 50 seniors in the building bordering the park responded to. He said the curfew is the first step in turning the tide in the neighborhood.Other neighbors disagree."It's probably going to up the rate of crime in this neighborhood," Ephraim Denmon III said they just need more people who will stand up to crime to fill the park. He said that or hire a security guard."If grown folks are in a grown folks park then they should let grown folks be grown folks," he said arguing the curfew takes away from the neighbors surrounding the park."You have your low income and your seniors, the seniors spend most of their time out here after midnight... Smoking a cigarette, drinking a coffee enjoying life," he said.Tieken said police are on his side, "they have high hopes that they don't have to come every 15 minutes to this park."City Heights Square Mini Park's nightly curfew is from 9 p.m. to 5 a.m. Cedar Ridge Mini Park, Montclair Neighborhood Park, North Park Community Park and North Park Mini Park have a curfew from midnight to 6 a.m. 1566
