SAN DIEGO (KGTV) - Some parents in Poway are teaming up to help their kids when the school year begins with virtual learning in a few weeks.In the spring, when Ellie, 6, and her brother Ethan, 7, were learning Spanish while distance learning, their father, a college professor, and mother, a lawyer, were working from home."I had my daughter to my left. I had my computer in the middle, and my son at my right. Somebody needs to be there to review your work. With the distance learning, I believe they will have some one-on-one time but the majority of the time, they're still going to be working on their own," said Testa.Testa hopes the parental 'co-op' approach will give the parents a break and their kids a chance to socialize."We haven't figured out everything yet, but the will kids be bringing on their own lunches. No sharing of food. They'll be washing their hands a lot," said Testa.Testa says it may not be realistic to keep kids at that age from interacting from each other. SAN DIEGO (KGTV) — Smugglers from Mexico have reportedly been able to breach recently constructed sections of the border wall, according to a report from The Washington Post. Smugglers breached the wall's bollard steel and concrete sections using reciprocating saws, allowing drugs and people to pass through from Mexico, the Post reported, citing U.S. agents and officials. The exact locations of the damaged wall were not indicated.10News reached out to U.S. Customs and Border Protection Saturday. While no one was available to speak, the CBP said in an email, "the bollard walls were not designed to be impenetrable or indestructible."RELATED: Border officials say the wall is working, drug smuggling shifting to the seaThis contrasts President Donald Trump's claims during a visit to San Diego in September, in which he claimed the bollard walls were "virtually impenetrable." And then if you think you're going to go through the concrete that doesn't work because we have very powerful rebar inside."The new 14-mile stretch of bollard fencing was completed in August, running from Otay Mountain to San Diego's coastline. SAN DIEGO (KGTV) -- Starting in the new year, Californians will start to see paper license plates instead of dealer decals on the backs of vehicles. A new law taking effect January 1, 2019, mandates that dealers give out temporary paper plates or permanent license plates issued by the California DMV. The law is all part of an effort to aid law enforcement as well as limit toll evasion. The plates will list information including a temporary license plate number, report of sale number, vehicle identification number, make and model. There are several reasons California lawmakers passed Assembly Bill 516. Currently, law enforcement isn't able to identify some vehicles that may have been involved in a crime, according to the DMV. Having no temporary plate also makes it difficult to investigate crimes involving vehicles. Another reason for the law is toll evasion. According to the DMV, people who purchase vehicles often delay attaching permanent plates, making it impossible to identify vehicles violating toll requirements.
