SAN DIEGO (KGTV) -- On July 3, visitors will once again be able to ignite their minds in the world of science and curiosity, as the exhibits at the Fleet Science center in Balboa Park will be open for exploration."We're very excited to welcome everyone back into our building," says Fleet Center Communications Manager Karla Nafarrate. "We just can't wait until the exhibit gets going, as well as the theater. We've missed everyone so much."The Fleet Science Center is a hands-on museum, and because of that, major safety precautions will be in place. That would include reduced capacity, visitors must wear face masks, and social distancing. Add to that, the entire museum will be sanitized before it's opening."The coolest part is that we have a sanitizer that cleans everything, and gets rid of any little bacteria. Anything that might be on any surface. it's kind of like a Ghostbuster machine."From exhibits like Kids City, to the Whisper Dishes, and Space Theater, it's time to get back to the knowledge and fun of learning about science."Not only the kids," says Nafarrate, "but also the kids at heart. SAN DIEGO (KGTV) -- Opponents of  San Diego's new short-term rental regulations are accusing the city council of violating the Brown Act when it passed the new rules earlier this month. A letter drafted by an attorney on behalf of Air B and B, Home Away and Share San Diego was sent to the council Monday. It alleges the council violated the law when it made significant changes to the original proposal up for approval and then voted without allowing for more public comment. What they passed would essentially ban people from renting out anything other than their primary residence or a guesthouse on their property. The opponents are asking the council to hold another hearing. The city council is scheduled to hear a second reading of the short-term rental regulations Wednesday, August 1.  852

"I don't know what we're doing different from year to year."It's not just the near-record heat that is causing the increases due to higher air-conditioning use. SDG&E spokesperson Wes Jones said the utility instituted a state-mandated third usage tier for its highest users. Plus, rates have gone up in the last 12 months, some as high as 28.5 percent.RELATED: Buyers, renters willing to pay more for homes with air conditioning"While there is frustration over somebody's bill right now, there are choices to look at in terms of 'hey, is this the right plan? Am I even on the right plan, what can I do?" Jones said.Jones said San Diegans can switch for free to a Time of Use plan, where energy is most expensive from 4 p.m. to 9 p.m. Then, they can plan ahead by setting the A/C lower before 4 p.m., turning it up when that time hits."You're going to experience some savings right there because your A/C is not running as hard from 4 to 9 but you're still using all that cooling you had during the day," he said.Jones said SDG&E is continuing to move all of its customers to the Time of Use plan. Each should transition by next year.He added that the utility will refund customers the difference if they end up paying more under Time of Use than the previous arrangement, for the first year. 2064

  

SAN DIEGO (KGTV) - New numbers show just how quickly housing has become unaffordable in San Diego county.Housing received a thumbs-down because the Housing Affordability Index for San Diego County decreased from 26% in December 2017 to 24% in December 2018. In 2012, more than 45% of county residents could buy a median-priced home.The report on housing affordability was part of the annual Quality of Life Dashboard released by the Equinox Project, The Nonprofit Institute at University of San Diego. "The change is steep and following the state trends," said Christiana DeBenedict of The Nonprofit Institute.RELATED: San Diego among top hot housing markets for 2019, Zillow reportsAccording to the report, 38% of local homeowners devote more than a third of their income to their mortgage. The renters' situation isn't much better. According to the U.S. Census Bureau, in San Diego County, 57% of people pay more than 30% of their income on rent. San Diego, Orange and Los Angeles counties have the highest proportion of people paying over 30% of their income on rent.DeBenedict says add it all up, and it hurts locals employers trying attract and keep talent. SAN DIEGO (KGTV) – Monday afternoon, the San Diego City Council rescinded regulations on short-term rentals in an 8-1 vote. On Aug. 1, the council voted 6-2 in favor of rules to regulate short-term vacation rentals in San Diego. The regulations were set to take effect in July 2019.  These regulations limited the rentals to primary residences, which would force some investors or owners of more than one home to sell their properties or rent them out long-term.City Councilwoman Lorie Zapf was Monday’s lone vote against the repeal.The group Share San Diego called Monday's vote "an important step towards fair and effective short-term rental regulations." 690
