SAN DIEGO (AP/KGTV) — Unlike most Californians, people in San Diego will be able to get a reprieve from the heat this Labor Day weekend by heading to movie theaters and dining inside a restaurant. Among California’s 10 most populous counties, San Diego is the only one with virus cases low enough to meet state standards for reopening theaters, museums and gyms, and resuming indoor dining — all with limited capacity to provide for physical distancing. San Diego County is listed in the state's second tier, or "substantial" tier, for cities reporting four to seven daily coronavirus cases per 100,000 residents and a positive test rate between 5% and 8%.As of Thursday, San Diego’s case rate is 5.8 and the testing positivity percentage is 3.8%. SALT LAKE CITY, Utah (KGTV) - The man accused of brutally beating a Salt Lake City teen and his father will not face a hate crime charge, the Salt Lake Tribune reported Monday. Salt Lake City Police said Alan Covington, 50, walked into Lopez Tires the morning of Nov. 27 and said “I’m going to kill someone.” Witnesses also heard Covington say he wanted to “kill a Mexican person”, KTVX reported.Covington waved a square metal pipe at the men inside the business, who escaped onto the front sidewalk, police said. 19-year-old Luis Lopez was struck in the head, according to Lopez’ family.The right side of Lopez' face was shattered and a titanium plate was inserted, his sister reported. Lopez’ father Jose was also injured and suffered a bruised back, family members said. He also needed eight stitches in his arm.Salt Lake City Police told the Salt Lake Tribune it appears Covington was under the influence of drugs during the attack and had some “mental health issues”. SACRAMENTO, Calif. (KGTV) -- Governor Gavin Newsom declared a statewide emergency Sunday as nearly 200,000 people flee their homes amid wildfires. The Kincade Fire in Sonoma County has burned more than 30,000 acres as it threatens hundreds of structures. The blaze started Wednesday night and, as of Sunday afternoon, was only 10 percent contained. SAN DIEGO (AP) — The San Diego Zoo has two new arrivals: a pair of endangered African penguin chicks.The zoo announced Wednesday that the fluffy chicks, named Doug and Barbara, hatched two months ago.The eggs came from two breeding couples. The zoo says it's the first time eggs laid by its adult penguins have hatched there.Staff has been working with the chicks to get them used to humans before they are introduced into the penguin colony in the next few weeks.African penguins are an endangered species. Their numbers have dropped by more than 60% in the past three decades and only 23,000 breeding pairs are known to exist.The decline is blamed on several factors, including disease, habitat destruction and lack of food from overfishing, climate change and pollution. 781
