ENFIELD, Ct. – An officer shot and killed a pit bull that police say violently attacked a woman in Connecticut on Tuesday.The Enfield Police Department says the officer was investigating a call at about 4:30 p.m. when he observed the large dog attack the woman.As the officer ran over, the dog continued to bite the woman’s foot, causing severe lacerations and tissue damage, the department said in a statement.Police say the dog’s owners were able to briefly stop the dog from attacking the woman by pouring hot water on it, but the animal then lunged toward to victim’s neck, bit her again and begun to pull her back into the front yard of the property from the sidewalk.The officer then “dispatched” the dog to avoid further injury to the woman, according to the department.The woman was treated by EMS personnel at the scene, but her current condition and the severity of her injuries are unknown at this time.In their statement, the department stressed that actions like killing the dog are taken only under extraordinary circumstances.“This outcome, while unfortunate, appears to have been unavoidable, in an effort to protect the female victim from any further harm or additional injury,” wrote police.A supervisory review of the incident is ongoing. 1265

ENCINITAS (KGTV and CNS) - A body was found in a creek bed near Moonlight State Beach Monday. A passer-by spotted the dead person behind the tennis courts at Cotton Wood Creek near the intersection of Second and West B streets in Encinitas about 9:30 a.m., according to sheriff's officials. (KGTV) - A new technology is being hailed as a "game changer" by some experts as it takes aims at those achy, tiresome commutes.  Cadillac's Super Cruise, the only hands-free semi-autonomous driving feature on the highways, is now on roads in Southern California.Once on the highway, the feature is activated with the push of a button on the steering wheel.  The feature allows the driver to go feet- and hands-free as long as you stay in one lane. "If someone slows down in front of me, it will slow down our speed," said Drew Doran.While other driver-assistance systems use cameras to center a car, Doran says General Motors has extensive laser mapping of US highways that leads to better accuracy."It actually knows what is ahead of the vehicle," said Doran.  On a one-hour-long drive, it tracked every curve and every time, it stayed in the center of the lane. The driver is still expected to be on standby.  A camera on the steering wheel watches for distractions.  If the driver is doing something like reading and blocking that camera, it will warn the driver.When we blocked the camera, a green light flashed - the first of several alerts - before Super Cruise disengaged.  Doran says he recently went on a trip to Los Angeles with his wife.  He says he used Super Cruise for about 80 percent of a drive that left him feeling relaxed.    "Not the usual back pain. ESCONDIDO, Calif. (KGTV) - The recuperative care facility run by Interfaith Community Services in Escondido is bright and clean. On the surface, it’s hard to tell the residents inside are just starting their recovery from a low point in their lives.“I don’t know how I would have made it this far,” said Dough Yorba about his chance encounter with Interfaith.He lost his job around Christmas last year and soon after wound up in the hospital for extreme back pain. That’s when he got another diagnosis: cancer.“Oh, I freaked out. Both my parents died from cancer,” he said.Without any income, it got worse when he lost his apartment and transportation.“I literally had no place to go.”But as he was about to start chemotherapy, a social worker at the hospital mentioned the recuperative care facility in Escondido and he jumped at the opportunity.“Every aspect of life is covered here. Your meals are wonderful. The staff goes out of the way to help you with so many things,” he described.As helpful as the facility is, it only has 32 beds.“We project there is a need for another 50-100 beds,” said Greg Anglea, CEO of Interfaith Community Services. “Maybe even more than that.”California hospitals have seen an increase in homeless patients. According to Kaiser Health News, hospitals across the state discharged 28% more homeless patients in 2017 than they did in 2015.In January of this year, California implemented a new law aiming to reduce the practice of “homeless dumping.” It requires hospitals to provide homeless patients vaccinations, a meal and clothing before discharging them. Hospitals must also show that they tried to connect the patients with housing services, though patients can refuse or choose their own destination, even if it’s back to the streets.“That’s a needed improvement,” said Anglea of the new law, but noted it still doesn’t solve the main problem of giving continued medical care to discharged homeless patients. 1955

  

ESCONDIDO, Calif. (KGTV) -- San Diego County's rising coronavirus case numbers will determine what can stay open and what must shut down again. The uncertainty is taking both a financial and emotional toll for local restaurant owners.Open. Close. Open. Close. This isn't the revolving door that welcomes customers into local restaurants, it's the state's rules on indoor dining that is worrying business owners."It's devastating thinking that we might have to close again," Charlie's Family Restaurant owner, Suzan Meleka said. "I haven't slept in two nights."When the quarantine began in mid-March, the 28-year-old Escondido diner had to shut its doors. Meleka said they tried take-out. But as a traditional sit-down diner, it just wasn't for them.Then came the good news on May 21, 2020. With temperature checks, new cleaning, social distancing protocols in place, Charlie's reopened, and their loyal regulars came back."The food is great, the prices are great, the atmosphere is great!" one customer said."It's like a family here," said another."We were worried that a lot of them might forget about us because we were closed for two and a half months," Meleka said. "So they've just been wonderful. They are glad to be back to some sort of normalcy."But that normalcy did not last too long for diners in 19 California counties on the state's watch list. On July 1, 2020, Governor Gavin Newsom declared that every restaurant in counties surrounding San Diego had to again, stop serving food indoors. So far, San Diego is clear from that list. But Meleka is worried we are next."I think if restaurants are following every single protocol, they shouldn't be penalized," Meleka said.Compared to their large dining hall and banquet room for overflow, Charlie's only has four outdoor tables. This may not be enough capacity for the beloved family diner to muscle through another forced shutdown."I keep saying it's the twilight zone because it's just unbelievable," Meleka said.Meleka hopes everyone follows the state's guidelines so that San Diego County can stay off the state's watch list. She says the goal is for all local restaurants to keep their businesses afloat. 2179
