CHICO, Calif. (AP) — Light rain falling Wednesday in some areas of Northern California could aid crews fighting a deadly wildfire while raising the risk of flash floods and complicating efforts to recover the remains of those killed.Heavier rain was expected later in the day in the Paradise burn area, where a monstrous wildfire has killed at least 81 people and destroyed more than 13,000 homes. Farther south, residents of communities charred by a Los Angeles-area fire stacked sandbags as they prepared for possible downpours that threaten to unleash runoff from hillsides left barren by flames.Forecasters say the rain could cause mudslides and rock slides.In Paradise, teams sifted through ash and debris as they searched for bodies about 140 miles (225 kilometers) northwest of San Francisco."The task is arduous," said Rick Crawford with the California Department of Forestry and Fire Protection. "And the possibility exists that some people may never be found."Precipitation could hinder the search by washing away fragmentary remains and turning ash into a thick paste.Former California Gov. Arnold Schwarzenegger made a surprise visit to the area, providing encouragement to weary firefighters while helping serve them breakfast."I wanted to let you know how much I appreciate all the work that you do," he told firefighters during a brief speech.The 71-year-old actor also slammed President Donald Trump for blaming the wildfire on poor forest management. He told firefighters, "you are tough to not only fight the fires, but you are tough to listen to all this crap."Authorities trying to identify people killed are using rapid DNA testing that provides results in just two hours. The system can analyze DNA from bone fragments or other remains, then match it to genetic material provided by relatives of the missing.The technology depends on people coming forward to give a DNA sample via a cheek swab.But as of Tuesday, nearly two weeks after the start of the inferno, only about 60 people had provided samples to pop-up labs, said Annette Mattern, a spokeswoman for ANDE, a Colorado company that is donating use of the technology."We need hundreds," Mattern said. "We need a big enough sample for us to make a positive ID on these and to also give a better idea of how many losses there actually are."Officials said nearly 870 people were still unaccounted for.The National Weather Service issued a flash flood watch for Paradise and nearby communities and for those areas charred by wildfires earlier this year in Lake, Shasta, Trinity and Mendocino counties.The Camp Fire, which has burned an area about the size of Chicago — nearly 240 square miles (622 square kilometers) — was 80 percent contained.In Southern California, people who worried days earlier that their homes might be consumed by flames were taking precautions against possible mudslides caused by the approaching storm.Residents filling sandbags at Malibu's Zuma Beach were mindful of a disaster that struck less than a year ago when a downpour on a fresh burn scar sent home-smashing debris flows through Montecito, killing 21 people and leaving two missing.The 151-square-mile (391-square-kilometer) Woolsey Fire in the Los Angeles area was almost entirely contained after three people were killed, 1,643 structures destroyed and 364 damaged.___Associated Press journalists Olga R. CHULA VISTA (KGTV) -- A brand new health clinic for military veterans opened its doors in the South Bay Friday.The new Veterans Affairs San Diego Healthcare System (VASDHS) facility is located at 353 H Street, Chula Vista.The new VASDHS facility will replace the current clinic at 865 3rd Avenue, which opened in December 2015. It's three times the size of the facility it's replacing and will serve up to 25,000 veterans.The million clinic has 28 exam rooms,12 consultation rooms, and optometry and women's health and mental health services. In addition, the clinic will expand the capacity for appointments.Many veterans had to drive to La Jolla or Mission Valley for these services.Due to the coronavirus pandemic, the new VASDHS clinic is built with physical precautions like plexiglass separating the patients and staff at the front desk.According to the Veterans Affairs website, 529 veterans have been diagnosed with COVID-19 in San Diego County and have been treated within the health system. 1012

CHULA VISTA, Calif. (KGTV) - Chula Vista police are now investigating multiple fires that broke out in over the span of a few days in the early hours of the morning.Captain Linda D’Orsi, Public Information Officer for the Chula Vista Fire Department, said they started early in the morning Sept. 17 and most have been fences and vegetation that burned. That Thursday morning, crews responded to multiple fires that started in the span of about half an hour, starting on Lake Crest Dr. & Wueste Rd, moving to 1120 Eastlake Parkway, then Telegraph Canyon Rd and Buena Vista Way and finally E. J St and Paseo Ladera.Just about two days later, crews then responded to a fire at the playground at Veteran’s Park. Karina Lodin lives across the street. She said she woke up to see the flames, then she called 911 and her husband took a video of the blaze.“For a second there, with everything that’s going on in California with all the wildfires, and you see this big fire outside your house, you start panicking like is my house going to catch up on fire,” said Lodin.She was disheartened to see the play structure flattened because it was a spot her son loved to play.Just one day after that, another fire nearby on Martin Place, also in the early hours of the morning.“As of this latest one, we have now requested our PD liaison because there seems to be a trend and we want to get to the bottom of this,” said Captain D’Orsi.Captain D’Orsi said they have not found anything left behind at each scene and have not found any witnesses with information on people in the area.“No obvious evidence left at the scene, no matches no flares,” she said.She added that anyone with information is asked to call the Chula Vista Police Department non emergency line at 619-691-5151.“We just want the community to be aware and be willing to provide information if they have any,” said Captain D’Orsi. 1894

  

CHULA VISTA, Calif. (KGTV) -- A high school Senior from Chula Vista was charged in Federal Court Monday for reportedly trying to recruit other students to smuggle drugs into the U.S.Court documents show that Phillip Junior Webb, who was a senior at Castle Park High School in 2017, recruited other high school students to smuggle methamphetamine and fentanyl into the U.S.According to the documents, starting in July of 2017, juveniles were caught trying to smuggle drugs by strapping the drugs to their bodies as they tried to enter the United States.RELATED: Teens targeted to smuggle Fentanyl across US-Mexico?On May 4, Web was reportedly caught trying to bring a Chinese national and Mexican national into the U.S. in the trunk of his vehicle.“We are seeing a very troubling trend and we want to warn parents and high schoolers,” said U.S. Attorney Adam L. Braverman. “Our youth are being recruited by drug cartels to smuggle dangerous drugs across the border. We are going after the recruiters who exploit these kids, but the kids also need to know that they are gambling with their lives when they do this.
