SAN DIEGO (KGTV) - On Monday, San Diego City Attorney Mara Elliott announced that the courts officially ordered the closure of a notorious independent living facility home off Ewing Street in the College Area, following a lawsuit brought by the City last November.“The circumstances were egregious,” Elliott told ABC 10News on Monday. She said the facility is no longer allowed to operate anywhere in San Diego County.“It was filthy. There were bed bugs. There were roaches. The air quality was not good,” she added. Officers had reportedly been called out nearly 300 times for issues like disturbing the peace and suicide threats.Now, the facility’s manager, operator and owners are ordered to pay a collective 7,000 in fines and restitution for victims.Eric Ching represents the homeowners who claim they had no idea the property was being used as an independent living facility. “They’re in Hong Kong. They’re elderly…they own this property [and] have a property manager that was supposed to manage this property. They were unaware of this problem until last year,” he told ABC 10News.Generally, independent living facilities provide the most vulnerable people with a last chance for housing before becoming homeless. This house had ten people living inside using disability checks to pay rent of up to ,000 a month.Elliott said the closure was part of a bigger crackdown. “It is one of our biggest objectives at the City Attorney's Office. We feel like we're the office that can stand up for the little guy…the most vulnerable [person] who otherwise would have nobody else to call,” she added.Elliott said that the facility’s operator, Mark Rogers, is charged with elder abuse and threats in a separate criminal case, which is still unresolved in the courts.ABC 10 News reached out to the attorneys for the other parties involved and are waiting for replies. 1875

SAN DIEGO (KGTV) -- Police were called to a La Jolla mansion known to host Airbnb parties for the second time in months following reports of wild and violent parties. Alysa Dale says the multi-million dollar mansion was the scene of a violent party packed with teenagers over the weekend. Amid the chaos, Dale says her 18-year-old daughter was brutally attacked. “Physically she’s fine, but mentally she’s broken. I have a broken child right now,” Dale said. RELATED: Gunfire reported during party at La Jolla mansionDale says she stopped by the home Sunday morning to get answers. “Broken light fixtures, urine on the floor, drug residue on tables. It was a scene.” She says the party was promoted on Snapchat. Hundreds of people paid each to get in. Dale says her daughter was jumped and knocked unconscious by five girls who were stealing party-goers cell phones. Dale says at least two people brandished handguns. SAN DIEGO (KGTV) — North County residents have banded together to help a woman who was living in her van with hundreds of pet rats and nowhere to turn.Locals were first alerted to the woman's situation outside a Del Mar convenience store, where she works. Carla was recently living in her van with two pet rats after becoming homeless, neighbor Kimberly Jackson told 10News reporter Rachel Bianco. The two rats had babies and the situation grew out of hand. The rodents eventually totaled more than 300. The animals chewed through the wiring of the van, rendering it inoperable."Everywhere, there was not one place in the van where they had not gotten into, the wiring, the engine, they came and went from the engine area," San Diego Humane Society officer Danee Cook said. "She was extremely helpful during the entire process as well. She did love her pets, she just let it get out of hand and she became overwhelmed."Video of the rats scurrying across the van's dashboard surfaced on NextDoor, catching the attention of neighbors like Jackson. "She said, "are you here to ridicule me, like everybody else," Jackson told 10News. "I saw what was going on in there, and said, 'how can we help you?' There were like 300 rats in that van." That's when Jackson and other neighbors stepped in, helping Carla tow her van from the parking lot. The San Diego Humane Society then removed the rats, which are healthy and now up for adoption.The acts of kindness have gone even further to help Carla. Neighbors set up a GoFundMe account that has raised nearly ,000 for Carla. Another neighbor donated a car. They're also helping connect her to homelessness resources and housing."She's just a gentle, gentle person, nobody knew she was homeless," Jackson said. "She's contributing to society and she fell on hard times. Everybody can use a little help now and then." 1865

SAN DIEGO (KGTV) - Parents say they're disappointed after witnessing what they say was disrespect of the flag and national anthem at a high school basketball game. One parent captured video of the incident at Lincoln High School. They have a student at St. Augustine and say it was the second time they witnessed Lincoln High players sitting down during the anthem. The parent described the players as talking and joking around during it.A grandfather at the game, who is a Vietnam veteran, says he too was offended. He wrote a letter to Lincoln's principal and wants to sit down with him to discuss the issue. The veteran believes the players were disrespectful and says their actions were not in line with the school's mission statement.10News spoke with the school's basketball coach by phone who says he doesn't believe students meant to be disrespectful. He also respects their right to make their own decisions about their actions during the national anthem.  The San Diego Unified School District did not provide 10News comment or a statement on the matter. 1102

SAN DIEGO (KGTV) - Police are looking for a driver involved in a two-car crash that injured pedestrians Tuesday night.The crash happened at the corner of Sixth Avenue and Laurel Street near Balboa Park. One couple said they were headed to the Haunted Trail at Balboa Park and were waiting to cross the street when they saw two cars headed for them.“I just saw the headlights going towards me, and if I didn't dodge that car, I would have been pinned on that tree. When I fell on the floor I saw that car slam on that tree,” one of the pedestrians said.  Police say a white Toyota was headed south on Sixth Avenue and as it was crossing the intersection of Laurel Street, it was hit by a blue Honda that was making a left turn onto Sixth Avenue.  The driver of the Toyota stayed on scene, but police say the driver of the Honda took off.Officers did not have a very description of the driver, and it’s unclear if there were passengers in their car.  Police say three people were transported to the hospital. All had minor injuries. 1053
