SAN DIEGO (KGTV) — The Port of San Diego will begin its first over water testing of lighting on the San Diego-Coronado Bay Bridge, as the Port continues efforts to install lighting across a portion of the bridge.The testing will start on Sunday, Nov. 8, and continue to Saturday, Nov. 14, from 6:15 p.m. to midnight.The testing will include 170 computer-programmed LED lights and controllers temporarily installed on three of the bridge's tallest columns near the center of the structure. Each night, a live technical test will be conducted in different colors, combinations, sequencing, and arrangements."This bridge lighting test provides San Diego a unique opportunity to see what’s possible and how the infusion of technology and art can make people feel connected to, and inspired by, our beautiful waterfront," said Commissioner Marshall Merrifield, Port of San Diego Board of Port Commissioners. "Our goal is to ignite the imaginations of every person in the San Diego region, and after years of dedicated time to the project, bring forward a viable, beautiful addition to the nighttime skyline."The testing will see periods of darkness as other aspects are being tested, so the lighting won't be constant illuminated.The upcoming testing is the second test of the project. The first took place in April 2019, when lighting was tested on two columns over land on the San Diego side of the bridge.Following the over water testing, the Port will reach out to community members for input about the lighting and design. 1530

SAN DIEGO (KGTV) -- The Sweetwater Union High School District Board of Trustees on Thursday responded to a scathing audit that alleged evidence of fraud or misappropriation of funds leading to a multi-million dollar deficit.In their response to the audit, the district’s Board of Trustees acknowledged the importance of an independent state agency’s audit and said they “intend to cooperate fully with these agencies should they require additional information.”“We acknowledge that, as required, you notified the local district attorney, State Superintendent of Public Instruction, and State Controller that the FCMAT AB 139 report found there is sufficient evidence to demonstrate that fraud, misappropriation of funds, or other illegal fiscal activities may have occurred," the Board of Trustees said."We understand the importance of having these agencies review the report and intend to cooperate fully with these agencies should they require additional information," said the board.The 79-page audit, conducted by the independent state agency Fiscal Crisis Management Assistance Team (FCMAT), was made public June 22. According to the report, the district’s school board relied on inaccurate financial information when they approved salary increases for district employees, resulting in pay raises they could not afford.The audit also reportedly found the district kept borrowing from capital projects in the South Bay, such as Mello-Roos funds, to pay for operations without a method of repaying that money back into the fund.The board said that individuals and outside entities identified by FCMAT as having enough evidence to suggest they were engaged in illegal acts are "either no longer employed by the District or are removed from all involvement in the District’s current operations."RELATED: SUHSD: 90 bus drivers paid over 0K in overtime during 2017, database saysThe board also said that since the audit, they’ve taken other actions based on recommendations from the FCMAT, including:The district will be implementing the INFOR financial module in the 12 to 18 months. The new system replaces the one the FMCAT said said led to accounting errors and will interface with the County Office of Education for monitoring.The District will provide Board and leadership training to enhance awareness of fraud, including detection and prevention. An anonymous hotline for reporting fraud will continue to be available internally and to the public.The District staff will ensure that the Board and County receive updates on the progress to address the recommendations set forth in this report.“As a Board and as acting superintendent, we are committed to ensuring we implement and improve our systems and supports to best serve our community and understand that this process starts with the superintendent and the Board,” said the board.The response was signed by current trustees Nicholas Segura, Board Vice President; Arturo Solis, Board Member; Paula Hall, Board Member; Kevin J. Since then, the district's budget crisis spiraled into teachers and programs being cut, bus routes eliminated, and increased class sizes. The board previously said its action against Janney is not disciplinary but it is to support and ensure an efficient investigation of the concerns raised in the FCMAT audit.With the release of the FCMAT audit, it will be up to the District Attorney, State Superintendent of Public Instruction, and State Controller to determine if fraud did in fact occur within the Sweetwater District.The San Diego County District Attorney's office said they are reviewing the audit. There is also an investigation into the district by the Securities and Exchange Commission. A San Diego security expert shows us how surveillance cameras are getting smaller, cheaper and harder to spot.Joe Oregon is a San Diego cyber security expert who also teaches at San Diego State University. He knows how simple it is to plant and conceal hidden cameras and tells us, “You want to make sure that you're closely inspecting the room or the location you're going to.” “I cringe thinking about it just as a citizen and as a father, you know. I have children, as well,” he adds.People’s worries over spy cameras have been increasing in the U.S. and internationally. A couple on vacation in Florida found themselves on-camera. At their short-term rental, they discovered a smoke detector with a hard drive in it, recording them in bed.A couple staying at a rental in Toronto was reportedly shocked to find a spy camera hidden in an alarm clock, pointed at the bed.Engineer Brandon Schamer specializes in micro-cameras. “They hide them in the smoke detectors. Sometimes people will actually tuck them under hidden spots where you wouldn't look like behind the TV,” he says. Schamer reveals that a spy camera can be hiding in an air conditioning vent, a plant, a stuffed animal, or even a spice rack. There are numerous possibilities.He says when you check into a rental unit, use the flash light on your phone’s camera to look around to see any reflections from tiny lenses. He explains that you can also check for infrared frequencies. “It’s totally invisible to the naked eye,” he adds. Your cell phone camera can detect infrared. Schamer explains that you should put your phone’s camera in “selfie-mode” and scan the room for a purple light which could indicate there's a transmitting camera. These days most cameras can be bought online. “They're not illegal devices so anyone can purchase them,” adds Oregon.Vacation rental sites like Airbnb and VRBO have strict rules about surveillance. Cameras are allowed in living rooms but they must be disclosed on the rental forms. They're not allowed in private areas like bedrooms or bathrooms. Oregon doesn't think you should descend into paranoia, but, he adds, “It's important to have a healthy dose of concern.” 2298
