SAN DIEGO (KGTV) - Mostra Coffee, the San Diego-based coffee company that recently won the award for Best Roaster in the U.S., has opened its second brick-and-mortar store. The move is a risk, as many small businesses had to close or scale back during the coronavirus pandemic."Being an entrepreneur, it's just something that you pretty much fight for, and you are you're kind of programmed to just take a leap off the cliff even though you don't know what's happening," said Jelynn Malone, one of Mostra's co-owners.The new location is in 4S Ranch, an area of town that asked Mostra to move in. A petition in 2019 calling for the new location got more than 1,500 signatures."It was something that the community rallied for, and we felt that the community deserved it," said Malone. "So we just piecemeal this thing and slowly worked our way through to the point where we can actually open."But Malone admits it was scary taking that kind of risk during the Pandemic."Being a small business with over 20 employees, including my own family, it was very troubling and scary," she said. The company went through layoffs in the spring, and work on the new location slowed to a crawl. To keep the business going, Mostra built a website and app to allow for curbside pick-up and online ordering. Now that the new 4S Ranch location is open, Malone and her co-owners say the struggle has made their success more enjoyable."I'm so happy we made this decision, and I'm so happy with how the shop turned out. Everybody seems to love it so far." 1538

SAN DIEGO (KGTV) - Monday afternoon, the San Diego County Sheriff’s Department tweeted that convicted sex offender Cary Jay Smith has left San Diego County. The tweet added, “It is always our goal to keep our communities safe.”Smith had been staying at a motel around the 78 corridor which caused concern for North County community leaders. “I just don't feel good about this situation,” said Melanie Burkholder, candidate for CA State Assembly's 76th District. “This is a very sick individual. He does not need to be roaming the streets,” she said Monday morning. The Orange County District Attorney's Office says Smith claims to have killed three boys and molested 200 others.San Diego County Undersheriff Mike Barnett spoke to ABC10 News on Sunday night. “He liked to be referred to while he was in the state mental hospital as Mr. RTK, which is rape, torture, kill,” he said.It was last Tuesday when he said the CA Department of State Hospitals released Smith from Coalinga psychiatric facility without any restrictions under Megan's law, meaning he is not required to register as a sex offender.Deputies say he's served his time and is free to go where he wants. Before arriving in San Diego, the 59-year-old went to Orange, Corona and Lake Elsinore which sparked outrage in Los Angeles. In an effort to avoid any violence, San Diego deputies did not share his exact location but offered reassurance he was under 24-7 monitoring. The Orange County District Attorney's Office said Monday that its waiting for answers from the Governor’s Office as to why the state released him from the hospital and why the CA Attorney General's Office reportedly revoked his sex offender registration requirement in 2005.Monday, the Attorney General's Office referred ABC10 News to the Department of State Hospitals which said that it couldn't release information because of patient privacy laws. 1889

SAN DIEGO (KGTV) - Point Loma neighbors say a completed Navy fuel pipeline project has been tearing up their road for years. The work to replace the 17-mile-long Navy-owned Miramar pipeline is finished along Rosecrans Street between Talbot Street and Naval Base Point Loma. However, residents told 10News parts of the repaved street are failing. “I would love to see it finally repaired correctly so it doesn't fail in six months, which is what has happened multiple times,” said La Playa resident Ben Bensoul. Bensoul said contractors were supposed to finish the Talbot Street stretch of road last week but there is no sign of the workers. “They picked up their signs and left,” he said. Bensoul said traffic snarls are common, along with safety concerns for bicyclists and people on scooters. “I’ve actually memorized where all the holes were and was able to avoid half driving home. Now it's impossible,” said Bensoul. The Miramar pipeline provides fuel for ships and aircraft. 10News reached out to the Navy for comment. "Roadwork on Rosecrans Street began September 23rd with removal of failed slurry seal and was scheduled to be finished with the new slurry seal on 28 September. During this process, concrete was discovered under the asphalt, which causes adhesion problems. The contractor is currently working with the City of San Diego, however, due to the underlying condition of the road, this requires additional investigation and discussion to achieve an effective long-term solution. For additional updates, please contact the Public Works Department, Construction Management and Field Services Division Information Line, 619-533-4207 or engineering@sandiego.govThe contractor used a faulty mix of slurry previously, which led to the road failures on Rosecrans and seven other San Diego locations. The Navy takes concerns from members of the Point Loma community very seriously and strive to keep close ties. We are working diligently to do everything we can to get this issue resolved as quickly possible," a Navy spokesperson said. 2055

SAN DIEGO (KGTV) - One year ago, life forever changed for Navy EOD technician Kenton Stacy and his family. He was in a Syrian hospital clearing IEDs when one exploded, leaving him with a two percent chance of survival. His comrades fought to save his life and did, but Kenton was left paralyzed and unable to talk. He's now receiving care at the VA Medical Center in La Jolla.“We’re all ready for him to come home, it's just been hard juggling being here, being with the kids," said Lindsey Stacy, Kenton's wife. The couple has four children, one with special needs. As they work through Kenton's recovery, the family was hit with yet another unexpected hardship. They've been renting their Chesapeake, VA home for the last two years, not realizing tenants were destroying the house. The carpet and blinds were destroyed as well as much of the hardwood floors. The tenants also smoked cigarettes in the home."I just couldn't believe that people would destroy someone else’s property like that, shocking and it hurt,” said Lindsey. She shared what happened on their Facebook page #StacyStrong. It didn't take long for the community to step up and help make it right, with members of the EOD community spending hours to repair the house.Real estate agent Julie Fish, wife of an EOD tech, also stepped up to help. She's going to help sell the house without taking a commission and has enlisted help for labor and needed repairs. "The EOD community, they really have made it that they're taking care of it and it's one less thing I have to worry about," said Lindsey. "It really hits home that everyone really does just care and sees how much he has sacrificed for our country."Fish says many have already stepped up to help with the house but that they may still need a sliding door and fence. Those wanting to help the Stacy family can also donate to their Go Fund Me page.  1880
