(KGTV) — You may not find a cowardly lion, brainless scarecrow, or heartless Tin Man on Coronado, but the city's connection to one of history's most famed stories runs deep."Wizard of Oz" author L. Frank Baum has several connections to the scenic beach city. Between 1904 to 1910, Baum and his family vacationed in the city often, according to San Diego's tourism website.Baum was reportedly such a fan of Coronado's beauty, he wrote a portion of the "Oz" series there. A small "wicked witch" can be seen from the side of the house and a "ding dong" witch doormat.The Hotel Del CoronadoBaum and his family were known to visit the Hotel Del often in the early 1900s. Hotel officials say the author would reside at the Del for months at a time.The Crown RoomThe hotel's links run even deeper with Baum. COVINGTON, Kentucky — The Kenton County, Kentucky Sheriff’s Office agreed to a 7,000 settlement with the families of two elementary students handcuffed by school resource officers in 2014, according to the American Civil Liberties Union.The children were handcuffed above the elbow behind their backs for misbehavior which the Children’s Law Center said was related to disabilities. The Children’s Law Center and ACLU filed a lawsuit against the sheriff’s office in 2015 over the incidents.The ACLU claimed the handcuffings were in violation of the students’ rights. The Covington students -- a boy and a girl -- both had attention deficit hyperactivity disorder, histories of trauma and other disabilities, according to the lawsuit.Video of a boy handcuffed and squirming in a chair even got the attention of the U.S. Department of Justice, which also investigated the school district’s disciplinary practices after the lawsuit was filed. Although the independent investigation did not find the district guilty of wrongdoing, the Department of Justice said that the Americans with Disabilities Act applies to school resource officers, and school policies should dissuade the "school-to-prison pipeline" created by criminalizing misbehavior.In 2017, Covington Independent Public Schools agreed to a settlement with the U.S. Department of Justice and a new set of guidelines for disciplining children with disabilities.Later that year, a federal judge found that it was unconstitutional for school resource officers to handcuff the children.According to the ACLU, “both children had repeated nightmares, started bed-wetting, and would not let their mothers out of their sight,” after the handcuffings.WCPO televisions station in Cincinnati reached out to the Kenton County Sheriff’s Office for comment but has not heard back. 1860

COACHELLA, Calif. (KGTV) -- The woman arrested for dumping puppies in a trash can in Coachella was sentenced to a year in jail, according to KABC. Deborah Sue Culwell, 59, pleaded guilty to animal cruelty and abandonment charges. Culwell was arrested after surveillance video captured a white jeep pull up behind a store on the 49000 block of Grapefruit Boulevard as a woman exited with a plastic bag. (KGTV) -- A driver was detained late Tuesday evening after military officials said he tried to enter Naval Base Coronado property without authorization.The incident occurred at around 10:15 p.m. at the Stockdale Boulevard gate at Naval Air Station North Island, near Third Street and Alameda Boulevard.Kevin Dixon, with Naval Base Coronado Public Affairs, said a vehicle tried to enter the base but was stopped by barriers.Dixon confirmed the driver was detained, but no other information on the incident was released.The investigation forced the closure of the gate for several hours.There were no reported injuries to any military personnel. 668
