SACRAMENTO (KGTV) -- As summer travel heats up, California's gas tax is rising again on July 1. The 5.6 cent increase per gallon comes as GasBuddy reports that prices in the rest of the country could fall below by the end of the year. The gas tax hike also comes amid reports of an increased number of bridges around the state in poor condition. RELATED: Newsom proposes plan to withhold gas tax funds from cities that don't meet housing requirementsSB1 was signed into law by then Governor Jerry Brown in 2017 and increased the gas tax by 12 cents per gallon and registration fees by as much as 5.In November of 2018, an effort to repeal the gas tax increase, Proposition 6, failed to pass in a statewide vote."The test of American strength is whether we defeat this stupid repeal measure which is nothing more than a Republican stunt to get a few of their losers returned to Congress," Brown said of the repeal effort at a 2018 event. Those who support the taxes say they're estimated to generate billion over a decade. 1040

SACRAMENTO, Calif. — Vice President-elect Kamala Harris has named veteran Democratic strategist Tina Flournoy as her chief of staff. Flournoy’s appointment as Harris’ top staffer adds to a team of advisers led by Black women. Flournoy has served as chief of staff for former President Bill Clinton since 2013. That follows a career that took her to top posts at the Democratic National Committee, in the presidential campaigns of former Vice President Al Gore and former Secretary of State Hillary Clinton and with the American Federation of Teachers. Former colleagues describe Flournoy as a no-nonsense operative who has both policy and political chops. 663

SACRAMENTO, Calif. (KGTV) — California has become the third state to declare a state of emergency due to the threat of the coronavirus.Gov. Gavin Newsom told reporters Wednesday that the state is declaring a statewide emergency in order to take advantage of additional government resources. The declaration comes after developments that a California patient died of coronavirus after reportedly being infected on a cruise from San Francisco to Mexico from Feb. 11 to Feb. 21.The victim was an elderly adult with underlying health issues and was in isolation at the time of death, Placer County health officials said. The cruise ship that the victim had been on earlier is currently being investigated by the Centers for Disease Control and Prevention. Another passenger who is infected is in stable condition at a Sonoma County hospital. The ship is currently at sea, but testing kits will be flown out to its crew for passengers to be tested before the ship docks in San Francisco."There’s a reason that we didn’t want the ship in the Port of San Francisco and in the state of California at this time," Newsom said. "The ship will not come on shore until we appropriately assess the passengers."RELATED: Screener at Los Angeles airport tests positive for coronavirusPassengers currently aboard who were also on the February voyage will also be tested. The CDC is working to identify other passengers from the ship's previous trip and where they got off the vessel. At least nine counties have declared an emergency over the virus, according to state officials. There are at least 53 confirmed cases of coronavirus in California, the Associated Press reported, and has been one death in the state.San Diego County health officials are scheduled to given an update of the local response on Thursday. 1805

Ru-El Sailor is still not completely a free man, even after he was released from prison last week, moments after his 2003 murder conviction was vacated in Cuyahoga County, Ohio court.Sailor now ordered to wear an ankle monitor for 120 days, due to an Ohio Department of Rehabilitation and Correction regulation that requires those released from a maximum security prison to be monitored and not leave the state. The ankle monitor requirement was imposed, even though Sailor spent 15 years in prison for a crime he didn't commit.Sailor believes a change in state law is needed to prevent this from happening to others exonerated here in Ohio."Desperately needs to be changed, desperately needs to be changed," said Sailor."If I have to be the one that has to bite the bullet first and open the door for others, then I don't mind biting the bullet.""I'll wear this ankle monitor for four months or a year if I have to, if it's going to make change for other people behind me to come and not have to go through the same things I went through," he said.Black on Black Crime Incorporated, which also fought for Sailor's release, along with the Ohio Innocence Project, agrees a change in ankle monitor requirements are needed in cases of wrongful conviction.Black on Black Crime Inc. President Al Porter Jr. said his organization will ask for a change in state law."The state law definitely does have to be changed," said Porter."We will stand also to make sure that the next person doesn't have to go through this, especially once they've been freed, and proven innocent beyond a shadow of doubt."Sailor's legal team said it is working to resolve the ankle monitor situation.Meanwhile, Sailor told News 5 the ankle monitor isn't stopping him from working on starting his own business.Sailor said he would like to create a service that would shuttle family members who want to visit loved in prison across the state. 1927
