The county sent out three letters to Skyline Church in La Mesa; Lighthouse Baptist Church in Lemon Grove; and Awaken Church's campus on Balboa Avenue in Kearny Mesa.The letters to Skyline and Lighthouse were very similar, saying indoor services create "significant risk of spreading COVID-19," encouraging the churches to move their in-person services outside. The third document is a cease-and-desist letter sent to Awaken Church ordering the church to stop indoor operations. All three letters are dated July 17 and are signed by County Public Health Officer Dr. Wilma Wooten. SAN DIEGO (KGTV) -- San Diego Gas and Electric and the city of San Diego are in a disagreement that could be worth up to 0 million.The controversy is over San Diego's Pure Water project, which would turn sewage into high treated drinking water. The city's goal is to have a third of its water supply be reclaimed water by 2035. To accomplish that, the city plans to build a billion pipeline to pump sewage from the Morena area to the North City Water Reclamation Plant on the edge of Miramar.On Thursday, the City Council voted 5-4 to approve about .1 billion for the project. But completing the pipeline would require SDG&E to remove its gas and electric lines. The city says SDG&E usually does that on its own dime, but this time - the utility says it will not spend the money. The City Attorney's office is now involved.The council voted 8-1 to authorize million this fiscal year, but is retaining its legal rights to recover the money. The city may have to spend another million next fiscal year to complete the project.In a statement, SDG&E says it supports the project but is working to protect its ratepayers."Our goals are to assist the City with their plans and ensure our customers, especially those outside City limits who will not benefit from the project, are not unfairly burdened with utility relocation costs," the statement said. The city hopes to begin advertising for construction for the pipeline next month.   1491

SAN DIEGO (KGTV) — San Diego Gas & Electric says rolling outages are likely to continue through the weekend and into next week, but that the situation remains very fluid.The California Independent System Operator (CA ISO), which manages the state's power grid, has advised the utility that it's likely more outages will be necessary, especially on Monday and Tuesday, as a lingering heat wave continues its grip on the state.However, just as quickly as the agency reversed course and gave the order Saturday night, plans could change, according to SDG&E.How these rolling outages workRolling outages are a method that CA ISO uses to take the load off of California's power grid. When the state says the grid is under too much stress, each utility in the state has a percentage of electricity that needs to be taken off of the grid to meet whatever wattage CA ISO is aiming for, according to SDG&E. That amount that a utility will be asked to cut during these rolling blackouts is approved with CA ISO regulators every year.SDG&E determines which neighborhoods will be impacted by creating a list of blocks. Each of those blocks accounts for about 25 megawatts of electricity. Once CA ISO tells SDG&E how much power it needs to cut, SDG&E goes down that list from the top, de-energizing blocks until it is told to stop. The next day, the company picks up where it left off on the list, so that the same neighborhoods aren't affected every night. Once SDG&E goes through its entire list, it starts at the top again.Outages can last up to an hour but can also be relatively quick. Saturday, the first block de-energized lasted for about 17 minutes, according to the company.What you can do to helpTo avoid rolling blackouts, officials say the best way is to take energy conservation seriously. Because these outages are issued by the state, conservation is needed by all Californians in these instances.Officials recommend setting the thermostat at 78 degrees, turning off unnecessary lights and electronics, and using appliances before 3 p.m. to help save power.During power shutoffs, SDG&E suggests customers turn off air conditioners, keep refrigerator and freezer doors closed, and reduce their water use due to the need for electricity to pump and process water. SAN DIEGO (KGTV) — San Diegans could soon be using just their faces to board a plane, a cruise ship or get into a rock concert.It's because more companies are testing, or rolling out, the controversial facial recognition technology. "Facial recognition is great if it works. If it doesn't, it produces problems," said Stephen Cobb, senior security researcher at ESET. A Ticketmaster-owned company will soon test facial recognition to get people into events faster. In other words, a person could theoretically upload an image of their face onto an app, and then go right into the event without stopping for a ticket scan or, potentially, a security check.Jet Blue rolled out the facial recognition technology last year, and Royal Caribbean cruises is starting to do the same. "It sounds alright but it also sounds kind of weird to have your face in there," said Kathy Nagy, who used a mobile ticket to get into Wednesday's Padres game. "I think that having a ticket on your phone is just as fast as showing your face."Cobb said there are many concerns over how companies will maintain and protect people's data, including even whether they have the capabilities to avoid breaches."I don't see any commercial roll out of facial recognition which is purely around efficiency," he said. SAN DIEGO (KGTV) - San Diego and National City Police detained three people and sought a fourth Friday at a South Bay home where a neighbor said shots were fired.The incident started Friday about 5 p.m. at Alpha and 47th streets in National City. A woman who lives near the home told 10News she heard gunfire. A 10News crew on the scene saw a man and woman leave the home with their hands raised. Police said three people were detained for questioning. Officers were searching for a fourth person in relation to the incident.There were no reports of injuries. 10News is monitoring breaking developments. 611
