SAN YSIDRO, Calif. (KGTV) -- Homeland Security Secretary Kirstjen Nielsen announced Thursday any caravan migrants who seek asylum in the United States must wait indefinitely in Mexico until their immigration proceedings at the U.S. Port of Entry are complete.In her speech, Nielsen announced the end of the American immigration policy nicknamed "Catch and Release." Catch is the migrants' initial meeting at the US Port of Entry. Release is the process in which asylum seekers are released into the U.S. with an ankle monitor until a later court hearing.The criticism has been that migrants ignore the court date and never finish their legal proceedings.Instead, in an emergency proclamation, Nielsen announced the start of what some are now calling the "Catch and Return" policy."Once implemented individuals arriving in or entering the United States from Mexico illegally or without proper documentation may be returned to Mexico for the duration of their immigration proceedings," Secretary Nielsen said. "They will not be able to disappear into the United States."While the Central American migrants wait indefinitely, Nielsen said that Mexico has agreed to provide humanitarian visas and work support.University of San Diego Immigration law professor Ev Meade said this new policy is not realistic. "Who's going to pay for the services that people need in Tijuana?" Meade said. "The US isn’t going to pay, Mexico just slashed its refugee budget for the upcoming year, and Tijuana really can’t afford to continue to pay for the services it's paying, and the state of Baja California is basically bankrupt." Meade said the Trump Administration's "out-of-sight, out-of-mind" mentality toward immigration, is irresponsible. "Just declaring as a blanket policy where Mexico is going to take responsibility for all of this, this seems like a colossal mistake," Meade said. He said many "Caravaners" do not want to stay in Tijuana, especially after a recent uptick in violence. Last weekend, two asylum-seeking Honduran teens were kidnapped, robbed and killed in Tijuana. Like many of the President’s other immigration policies, Meade believes this policy will most likely be shut down by a federal judge unless tweaks are made."If they make it more of a voluntary program where people can opt to do this, and it's incentivized and allows people to work in order to get themselves back together in Tijuana while they're waiting to get their case heard, and they've in fact decided to do that, then it could work for some members of the Caravan," Meade said. Homeland Security officials said this new policy excludes asylum seekers from Mexico. While the policy is effective immediately, the changes will be rolled out gradually across the border. 2753

SAN MARCOS, Calif. — A report of a man shooting his wife at their North San Diego County home Tuesday may have been a swatting call, San Diego County Sheriff’s Deputies said.Deputies got a call indicating a man had opened fire on his wife at a home near San Elijo Park in San Marcos about 2:30 p.m. local time on Wednesday.Investigators surrounded the home, breaking down the door with guns drawn. They found the man unarmed on the balcony. No victim was in the home. Several schools were temporarily placed on lockdown. The man’s wife later arrived at the scene, unaware of the situation. The woman, who did not want to be identified, said she and her husband are gamers with millions of followers. "People always have an opinion and they may not like what you do or say and sometimes it’s taken to an extreme when they call the cops on you," said the man's wife. The wife said her husband had no idea deputies had entered the home until he heard shouting. He usually wears a headset while he's playing. "He heard 'this is the police' ... he took his headset off and he came downstairs, and he saw guns being pointed at him. He wanted to show his hands because he was afraid to get shot," she said. The call made to deputies was traced back to a doctor’s office in Michigan, according to the San Diego County Sheriff’s Department. (KGTV) - Voters are expressing confusion and frustration after receiving a mailer titled 'COPS Voter Guide.'Brandon Salgado was sorting through the mail this past weekend at his grandfather’s home in Santee when he saw the political mailer."It’s got the badge, says 'COPS Voter Guide.' On the back it says 'COPS' and it's red and blue. Looks like something law enforcement would back," said Salgado.Salgado has family members that work in and with law enforcement, and took a closer look at the mailer’s list of ‘priority’ propositions. At the top, next to Prop 16, which involves the issue of affirmative action, is the word 'NO,' and an arrow pointing to a mailer's description of the proposition: 'For Racial Equality.'"I was shocked that someone should put out that law enforcement is 'No' for racial equality. Just didn’t sit well with me. It’s a bad look, bad optics," said Salgado.Salgado, who thought the mailer had police backing, then saw the fine print, which says 'This organization does not represent any public safety personnel.'So what does it represent?A video on the the COPS Voter Guide website says the Folsom-based group is a non-partisan, public advocacy organization.“The candidates we support have pledged to make public safety a top priority,” explains the group's director in the video.During the 2016 presidential election, the Modesto Bee described it as a 'pay-to-play mailer,' disguising advertisements as endorsements. On the mailer itself, there is the phrase 'paid for' by the candidates or ballot measures."It’s completely misleading ... SAN MARCOS (CNS) -- A young man was killed in a solo-vehicle rollover crash down an embankment near a San Marcos school, authorities said Tuesday.The crash was reported around 6:40 p.m. Monday on Schoolhouse Way, east of Elfin Forest Road near San Elijo Middle School, San Diego County Sheriff's Sgt. Charles Morreale said.Investigators determined a 19-year-old man was driving a Chevrolet pickup southbound on Schoolhouse Way at high speed when he lost control of the truck, struck a curb and the vehicle overturned down an embankment, Morreale said.The driver was pronounced dead at the scene, the sergeant said.
