OCEANSIDE, Calif. (KGTV) -- A man was hit and killed by a train while crossing the tracks in Oceanside Saturday night.According to the San Diego County Sheriff’s Department, the man was hit around 11:20 p.m. on the 200 block of Surfrider Way. Deputies say the southbound train was traveling 55 miles per hour when the engineer spotted a man duck under the pedestrian crossing guard and try to run across the track. On Tuesday, the Cruise Lines International Association, which represents 95% of major global cruise lines, said its members would maintain the ongoing voluntary suspension of cruise operations in the U.S. through December 31, 2020.In a press release, its members said it would "use the remainder of the year to prepare for the implementation of extensive measures to address COVID-19 safety with the guidance of outside public health experts and the U.S. Centers for Disease Control and Prevention."The CLIA said those measures include testing all passengers and crew members, expanding onboard medical capabilities, and trial sailings.In the statement, the members said they agreed to extend the suspension to "provide additional time to align the industry's extensive preparation of health protocols with the implementation requirements under the CDC's Framework for Conditional Sailing and Initial Phase COVID-19 Testing Requirements for Protection of Crew. We recognize the devastating impact that the pandemic continues to have on the 421,000 Americans whose livelihoods are connected directly to cruise operations. OKLAHOMA CITY, Okla. -- Police have identified the man accused of firing a gun at an Oklahoma City restaurant on Thursday evenign. Police say Alexander Tilghman, 28-years-old of Oklahoma City, opened fire Thursday at 6:30 p.m. local time at Louie's restaurant on Lake Hefner. In an update sent around 9:30 a.m. police say officers found Tilghman dead outside the restaurant. Police say he was shot by two citizens.Witnesses say the men were yelling at the suspect to put his gun down, but he had large headphones on and was pacing near the restaurant. Witnesses say the suspect raised his gun at the men, and that's when the armed citizen shot Tilghman.Police say three people were shot: A 39-year-old woman and two female juveniles. All three are reportedly in good condition.A fourth person was injured, according to police, after falling and breaking his arm after the shooter started firing his gun.Oklahoma City police are holding a press conference at 11:30 a.m. local time.  1024

OJAI, Calif. (KGTV) - As many as 700 wild rats, along with dogs, rabbits, a parrot and a cat were found living in an Ojai home at the center of an elder abuse investigation, Ventura County Sheriff’s deputies said Wednesday. Deputies were first alerted to the situation on Mar. 13, when they responded to a “check-the-wellbeing” call initiated by Ventura County Adult Protective Services. APS officials suspected Catherine Vandermaesen of not properly caring for her 96-year-old father, who lived at the home with Vandermaesen and her 74-year-old sister. Deputies who went to the family’s home said the smell of ammonia and urine was detectable 20 feet away from the house. Vandermaesen, they said, refused to let them into the home. A task force of Ojai deputies and detectives said Vandermaesen allowed her father and the animals to remain in conditions not fit for living. Vandermaesen’s father was taken to the hospital and is now under the care of Ventura County Adult Protection Services. Vandermaesen’s sister was also treated at the hospital for unknown reasons and gained temporary housing. Animal Control officials impounded the animals, including 55 rats, but estimated as many as 700 more rats were still loose in the two-bedroom home. Ojai Code Enforcement officials yellow-tagged the residence as a danger to occupants. Vandermaesen was arrested on suspicion of felony elder abuse and misdemeanor failure to care for animals. 1446
