CASA GRANDE, Ariz. – Schools across the nation are having trouble filling teacher jobs – so districts are coming up with unique solutions. The Casa Grande Union High School District has looked overseas to help fill their teacher positions – which led us to Melvin Injosa. “If you ask me to dance I’ll suck, if you ask me to sing I’ll suck more, but if you want me to do science, physics, I’ll pour myself out,” said Melvin Injosa, teacher at Vista Grande High School in Casa Grande, Arizona. He teaches physics and chemistry and moved to Arizona from the Philippines a few years ago. He’s in the U.S. through a J-1 Visa teacher program, which allows him to teach and learn in America for up to five years. Injosa is currently in his fourth year. “It’s the best experience so far, for me,” he said, after moving here with his wife who also teaches at the school. “Many of our math and science jobs are filled by teachers from the Philippines,” said Steve Bebee, Superintendent of the Casa Grande Union High School District. Of the over 200 teachers they oversee, 18 are teaching through the J-1 Visa teacher program. Ten others finished their terms last year. “There is not an abundance of teachers applying in our district and coming our way,” Bebee explained. Arizona, California, Florida, Texas, New Mexico, North Carolina, and South Carolina have some of the highest numbers of J-1 Visa teachers, and that number rises year over year. Arizona had 187 in 2018, while North Carolina had the most with 522 participants, according to the U.S. State Department. But the new approach to hiring qualified teachers hasn’t been a hit with everyone. “Do we cut out jobs for people that are already in the U.S.? And we are not, because if we had those positions we wouldn’t have to look,” Bebee said. Just under 21 percent of teacher jobs in Arizona were still vacant a few weeks into the 2018-2019 school year, accounting for about 1,443 positions, according to a survey of 150 schools by the Arizona Personnel Admin Association completed in August 2019. “For teachers in Arizona, you’re lucky to get one applicant,” said Justin Wing, director of human resources for the Washington Elementary School District. “It hit us pretty hard.” Wing created the report that shows how the lack of teachers applying for open positions has impacted class sizes and the need for long-term substitute teachers over the years. Wing explained that Arizona is top five in highest class sizes across the nation. And the average teacher salary in the state is around ,000 lower than the national average, with Arizona sitting at ,973, according to the Learning Policy Institute in 2018. The combo of high class sizes and low pay has made it difficult to attract qualified educators in a lot of states.“I think a big issue is related to working conditions,” Leanne Abushar said. Abushar is an elementary school teacher in Phoenix, Arizona and the president of Phoenix Elementary Classroom Teachers Association.“Pay, working conditions, benefits, all of those things link back to teacher recruitment and retention,” she said. Abushar and the rest of the association are working on getting a contract in place for better pay, and other demands for teachers. She says many people just aren't applying for teacher jobs because they aren't appealing to applicants. “Everybody has been stuck with trying to find remedies,” Bebee said. "Every district is prioritizing their recruiting efforts differently, because if all of us are doing the same thing, we’re hitting still that same pool,” Wing explained. Which brings us back to Melvin Injosa’a chemistry class. Despite low wages, he currently gets paid more in this country than he would in his own. About five times more than his salary back in the Philippines.Melvin understands he has a limited time in the United States, but he makes the most of it. “Even if I only have five years here, I think I learned a lot,” he said. 3964
CA?ON CITY, Colo. – Thousands have come through the gates of the Colorado Territorial Correctional Facility. But what happens when they walk out? The prison has dozens of programs meant to help the inmates become valued members of society. One program – involving dogs – is called the Prison Trained K-9 Companion Program. Lawrence Trujillo and Zachery Montoya are master dog trainers. They've have been training dogs at the corrections center for five years. “We are with these dogs seven days a week, 24 hours a day,” Trujillo said. They teach the dogs how to follow commands, and how to be on their best behavior. It’s a very coveted job. “Some of these guys haven’t seen a dog in 20 years,” Montoya said. However, getting into the program isn’t easy. “In order to be considered they actually have to apply for the job. They have to meet certain criteria – they have to have a GED – because we’re required them to read information and process it. And they have to be on their best behavior documented for at least six months," K-9 supervisor Michele Wayland said. According to Wayland, it takes about a year to achieve a master handler certification. “We get a dog buddy, and we learn from a master trainer. We go through about 14 months of book work, we have tests in their monthly – hands on tests with the dogs as we progress as trainers – and we have to pass each one of those tests to become a master trainer,” Trujillo said. The guys say they gain more than just life skills. They're also helping families who haven’t been able to effectively train their dogs. “Coming to prison is not so fun, but being able to give something back is very rewarding,” Montoya said. Since the program was created in 2002, inmates have trained nearly 13,000 dogs. A majority of them come from private families who help fund the program through boarding and training fees. “There is no taxpayer dollar supporting this program, so we have to float our own boat,” Wayland said. The program has seen a lot of success the past couple decades. Wayland says Colorado was one of the first, if not the first state to start K-9 training at prisons. Now, they're all across the country. “There actually is a K-9 program in prisons in every state of the union,” Wayland said. The positive results of the program can be seen in the inmates who are hired. “I didn’t have a lot of skills before I came to prison, so this is something I could definitely I could take with me and do out there. There’s been many guys who have left and have been successful doing this one the streets,” Montoya said. Whether working at a shelter, a kennel, or starting their own training business, both Montoya and Trujillo say they’d love to continue working with dogs once they get out of prison. MARLBOROUGH, Mass. – On an old road in rural Massachusetts, comes a new technology that could change everything about drunk driving – by eliminating it. “Clearly it's a big problem and we need to do something about it,” said Dr. Bud Zaouk, president of KEA Technologies. The company is currently testing alcohol sensors in cars that would prevent a drunk driver from hitting the road. “It's a public-private partnership between the auto industry, all 17 automakers in the U.S. and the federal government,” Dr. Zaouk said. How does it work? There are two technologies: one that measures the level of alcohol in someone’s breath, similar to a breathalyzer. Another device detects alcohol through a touch of fingertips. The technology would allow you to start a vehicle, but if alcohol is detected, that vehicle would not move at all. Outside of the lab, the real-world testing involves using passengers with varying levels of intoxication. It’s more complicated than just getting someone drunk on vodka. “A lot of science actually goes behind that. So, we have something that we call a ‘drink master,’” said Dr. Kelly Ozdemir, director of applied sciences at KEA Technologies. “We can calculate milliliters how much alcohol to give for them.” Kristin Davis is with Mothers Against Drunk Driving. A few days before Christmas 2016, a drunk driver blew through a red light at 55 miles per hour, hitting Kristin’s car. She was 7 months pregnant at the time.“Every time I got in my car after the crash, I would replay it in my head,” she said. “I had to be cut out and I didn't know whether or not my baby had survived until they could get me to the hospital.” Her baby did survive, but she hopes the alcohol sensors can help others avoid the ordeal she went through. “I hope to see it one day as standard as seatbelts and airbags and backup cameras,” Davis said. That day might be coming sooner than you think. A bipartisan bill making its way through Congress, could make alcohol sensors standard in all new vehicles, possibly within the next four years. “This technology can't be optional,” said J.T. Griffin, chief government affairs officer for MADD. “It needs to be in everybody's car for it to be effective.” Back in Massachusetts, the testing to make the alcohol sensors road ready keeps going, in the effort to save the more than 10,000 people killed each year in drunk driving crashes. “We need to make sure that this doesn't happen on our roads and make sure that we're able to save these lives,” Dr. Zaouk said.The first vehicles to see these alcohol sensors installed will likely be government fleet vehicles used by local, state and federal agencies.
