SAN DIEGO (CNS) - More than 1.3 million ballots had been received by the San Diego County Registrar of Voters by mid-afternoon today, with around 51,000 votes cast at polling locations so far.The San Diego County Registrar's Office reported 1.36 million ballots collected by mid-afternoon out of the 1.95 million registered voters in the county.With county polling locations open early, about 126,000 residents were able to cast their votes in person over the past four days, the Registar's Office said.Mail-in ballots were sent to all registered voters in the county on Oct. 5, even those who had not requested one. Voters who prefer to cast their ballots at their assigned polling place on Election Day can do so until 8 p.m.An in-person voting location tool can be found on the county's voting website, SDvote.com.County voters also have until 8 p.m. to drop off mail ballots at 125 drop-off locations throughout the county, which can found on the Registrar's website.Registrar of Voters Michael Vu said his office is working with county public health services to ensure the health and safety of election workers and voters. Personal protective equipment and sanitation supplies will be provided to staffers so they can conduct the election process safely.Voters casting ballots in person were instructed to bring a face mask and plan to maintain social distance.Locations of vote centers were chosen and configured to allow for queuing and voting while maintaining six feet of social distance. Masks will be required inside, but residents unable or unwilling to wear them will be allowed to vote curbside.Officials noted that the need to social distance may create longer lines than usual at in-person locations. SAN DIEGO (CNS) - Father Joe's Villages and Connections Housing were gearing up to accommodate more than 160 additional homeless residents needing shelter Tuesday night due to forecasted rain, according to the San Diego Housing Commission. The commission activates its Inclement Weather Shelter Program when temperatures drop below 50 degrees and the chance of rain is higher than 40%, the temperature falls below 45 degrees regardless of the chance of rain or sustained high winds are predicted. The program is funded through a partnership between the commission, the city of San Diego, Father Joe's and Connections Housing. SAN DIEGO (CNS) - Military and civilian emergency crews spent a third day battling a stubborn, hot blaze aboard the USS Bonhomme Richard at Naval Base San Diego Tuesday, laboring to subdue a perilous conflagration that has injured scores of firefighters and caused extensive damage to the warship.Despite the destructiveness of the fire, however, Navy officials reported late Tuesday morning that the vessel appeared to have escaped irreparable harm, though all-out efforts to quell the flames were ongoing within the ship and from outside it."The ship is stable, and (its) structure is safe," Rear Adm. Philip Sobeck told reporters during a briefing at the naval base south of downtown San Diego.The fire was posing no active threat to the vessel's fuel tanks, which were "well below any active fire or heat sources," Sobeck said.RELATED: Dozens hurt in fire on USS Bonhomme RichardThe blaze broke out shortly before 9 a.m. Sunday in a part of the vessel where cardboard and drywall supplies are kept, sending thick columns of acrid smoke above the bay, according to the Navy and the San Diego Fire-Rescue Department.Because the vessel was undergoing maintenance work when the fire erupted, its built-in flame-suppression system was inoperative, according to base officials.After about 90 minutes, authorities decided to remove all firefighters from the vessel for safety reasons and battle the blaze by remote means, including water dropped from helicopters and sprayed onto the ship via firefighting boats surrounding it on the bay.About two hours after the fire began, a blast of unknown origin shook the vessel."None of the (SDFRD) firefighters were on board the ship when the explosion happened, but the blast threw several firefighters off their feet," the city department reported.The conflagration sent temperatures as high as 1,000 degrees in parts of the vessel and left it listing in the water, officials said.Adding to the dangers posed by the inferno, the flames were burning several decks away from a section in the ship where a million gallons of oil is housed, the admiral acknowledged Monday, though he expressed confidence that firefighters could keep the blaze away from that storage area.A total of 61 crew members -- 38 sailors and 23 civilian firefighters -- battling the blaze have suffered various minor injuries, mostly heat exhaustion and smoke inhalation, according to Navy officials.There were 160 sailors and officers aboard the ship when the fire broke out, Navy spokesman Brian O'Rourke said.About four hours after the ship began burning, the Navy moved the USS Fitzgerald and USS Russell to berths farther away from the fire, according to Mike Raney, deputy public affairs officer with the Naval Surface Force.What sparked the blaze remains unknown, Sobeck said.PHOTOS: Fire erupts aboard ship at Naval Base San Diego"Going forward, the Navy will do a thorough investigation of the incident, to assess the cause of the fire (and) damage to the ship," the admiral said. SAN DIEGO (CNS) - Latinas are bearing a disproportionately high burden from the COVID-19 pandemic in San Diego County, a local nonprofit and Latina elected officials said today as they shared data from the San Diego Association of Governments.According to Latina-focused nonprofit MANA de San Diego, this comes as Latino households already had lower pre-pandemic wages, less access to health care and job-related benefits. Latinas in particular have faced increased job losses and threats of economic insecurity, they said.Chula Vista Mayor Mary Salas, a member of SANDAG's Board of Directors, shared that while Latinas comprise around 17% of the county's population, around 60% of that population is working in the three industries most impacted by job loss during the pandemic -- tourism, retail and education. Latinas account for 14% of total county employment, but 20% of employment in those sectors.Data from SANDAG paints a bleak picture in regard to Latinas during the pandemic. When compared to the white population, Hispanic populations are almost three times as likely to live in areas that have been highly impacted by COVID-19 and unemployment. Additionally, Hispanic residents account for a significant portion of essential workers, and many became unemployed due to temporary business closures as a result of COVID-19.A total of 70% of Hispanic households are in ZIP codes with above average unemployment, 49% in ZIP codes with above average COVID-19 cases and 42% of Hispanic households are in ZIP codes with both above average.More than 100,000 San Diegans have tested positive for the virus, and 57% of those have been Hispanic or Latino.``As the pandemic grows in severity and stay-at-home orders are strengthened, it is the county's Latina population that will continue to face a disproportionate amount of risk and negative impacts,'' a statement from MANA de San Diego said.A Harvard, NPR and Robert Wood Johnson Foundation study also found 46% of Latino households have used up ``most or all'' of their savings during the pandemic, with an additional 15% reporting they had no savings before COVID-19 hit the United States.The same study found 66% of Latino households with children report serious problems caring for their children, including 36% who report serious problems keeping their children's education going.``MANA de San Diego will continue to do our part in creating upward social mobility for Latinas,'' said Inez Gonzalez Perezchia, MANA de San Diego's executive director. ``We will work with our elected officials joining us today and we welcome allies to join us as well. SAN DIEGO (CNS) - Lyft opened a 35,000-square-foot "Driver Center" Tuesday in a former Toys "R" Us store in Bay Park to provide a one-stop location for its drivers to go for vehicle repairs, maintenance and other support services."We're proud to open one of Lyft's first Driver Centers in San Diego to further meet our drivers' needs directly," said Lyft Southern California General Manager Hao Meng. "We know that maintaining a vehicle can add up and our goal is to service drivers' vehicles in a timely and affordable way so they can get back on the road."The facility at 1240 W. Morena Blvd. will be staffed by 20 vehicle service specialists, driver support and onboarding staff.Mayor Kevin Faulconer, San Diego Regional Chamber of Commerce President and CEO Jerry Sanders and other community leaders were on hand for an opening ceremony.The Driver Center is designed like a race car pit stop, according to the ride-hailing company, with technicians working in teams to quickly get repairs completed and drivers back on the road.Available vehicle services include oil changes, tire rotation, and replacement of tires, brake pads, wiper blades, spark plugs, filters and batteries, along with free diagnostic assessments.
