He took the stage in front of hundreds, as they gave him a standing ovation."My mom keeps saying it's a big deal," said Callum, 12. "I don't like to talk about it."Callum's mom, Beverly Wagner, says she wouldn't be alive today if not for her son. That's why on Monday, Callum was one of three children honored as 2020 local 9-1-1 for kids heroes. It was July 1, 2019. Beverly had just got out of the jacuzzi in their Alpine home when she said she was feeling ill. Moments later, she was unconscious, suffering cardiac arrest. Callum was the oldest other person home at the time. He called 9-1-1, and Heartland Dispatcher Kim Gonzales picked up. "All I remember hearing him say was, his mom is dead, and at that point, it's go time," Gonzales said. For the next eight minutes waiting for first responders, Gonzalez instructed a desperate Callum how to deliver C.P.R. "She's not breathing," Callum told her on the phone call."It's OK, keep doing 1, 2, 3, 4. 1, 2, 3, 4," Gonzales responded. It was Callum's first time delivering C.P.R. He did it so well that Beverly made a full recovery, with no brain damage. "He did a great job because he broke my ribs, and that kept me alive," Beverly said. "They said that's a good sign of CPR."Beverly says Callum deserves all the accolades. During the 9-1-1 call, Callum told Gonzales that his mom was going to die. SAN DIEGO (KGTV) -- As apprehensions rise to new levels, U.S. Customs and Border Protection says the U.S.-Mexico border has reached a breaking point.At the San Diego sector alone, the apprehension of unaccompanied minors rose by 80 percent from fiscal year 2018 to fiscal year 2019. Most of the minors made their way to the U.S. from Guatemala and Honduras. The number of families detained in San Diego saw the largest increase. RELATED: Nearly 300 families may have been separated before 'zero tolerance' took effect, admin saysDuring fiscal year 2018, 1,032 families were apprehended at San Diego’s border. That figure rose sharply to 8,217 so far in fiscal year 2019, an increase of nearly 700 percent. Most families also came from Guatemala and Honduras. The agency says it’s also facing more large groups. So far this fiscal year, CBP reports 70 large groups of 100 or more compared to just 13 large groups in 2018. Border Patrol Chief Brian Hastings said during Tuesday's news conference that they've seen about 2,400 fraudulent family claims from April last year to February, with some migrants falsely claiming they are under 18-years-old or saying they are family members when in reality, they are not. SAN DIEGO (KGTV) -- At least one San Diego woman is a part of thousands who've volunteered to participate in a human challenge trial to find a vaccine for COVID-19. April Simpkins is a healthy 29-year-old. Simpkins said she felt helpless watching as the pandemic spread around the world, until she heard about 1 Day Sooner while listening to a podcast. 1 Day Sooner is an organization that advocates for volunteers willing to participate in a human challenge trial. The trial means being infected with COVID-19 in hopes of speeding up the process for a vaccine. The trial is restricted to young and healthy people. So far, there is no plan for any human challenge trials to fight COVID-19, but over 30,000 thousand people, from over 140 countries, have signed up to volunteer. The hope is to have the list of volunteers ready, if and when such a trial is approved. SAN DIEGO (KGTV) - California Governor Gavin Newsom signed a State of Emergency Proclamation Friday clearing the way for firefighters to jump on projects meant to protect communities.Newsom said we're seeing larger and more dangerous wildfires than ever before and as a state we need to change our approach."Our world is changing, the wets are getting a lot wetter, the hots hotter and the dry, drier," he said.Alpine shared in the devastation last year; the West Fire leveled neighborhoods and left dozens homeless.CalFire Director Michael Mohler said ten crews across the state will be activated under the proclamation to clear brush and conduct controlled burns. They will also work with 110 members of the National Guard.The proclamation focuses on vulnerable communities. CalFire's Priority Fuel Reduction Project List includes two communities in San Diego County, Guatay and Crest. "Some of them have gone through some kind of environmental review," Director of the Sierra Club, Katheryn Phillips said.The U.S. Forest Service plans prescribed burns a year in advance to account for the environmental processes."We already know the areas of concern and we know how the fire is going to react to those areas, so we have a lot of biologists come in, a lot of fire experts come in and determine which areas are good for burning," Public Affairs Officer for Cleveland National Forest Olivia Walker said.Under the proclamation, environmental regulations are suspended, concerning environmentalists."If it's a butterfly mating season and it's an endangered species, it's not going to be the proper time to burn," Walker said."Could an unintended consequence be a mudslide?" Phillips added.Mohler said there's nothing to worry about, saying the proclamation solely streamlines the paperwork. He said they will absolutely bring in biologists, environmental scientists and archeologists before lighting prescribed burns."The good news is the governor is engaged in this issue I think the issue of how we deal with some of the impacts of climate change; this is just the beginning of a very long conversation," Phillips said. 2128
