Those people have been portrayed by President Donald Trump as violent left-wing radicals.The Republican president has used the protests to try to scare white, suburban voters into reelecting him. But an Associated Press review of thousands of pages of court documents from the more than 300 federal arrests made nationwide shows many are people caught up in the moment. Very few of those charged appear to be affiliated with any highly organized extremist groups.The Associated Press reports that there is only one apparent mention of antifa in a federal arrest. In a Boston case, an FBI Gang Task Force member was investigating “suspected ANTIFA activity associated with the protests” when a suspect shot at police. The arrest record said the FBI is not investigating the shooter as an antifa member.Members of both far-left and far-right groups have been arrested charged for acts of violence amid a summer of protest, as have those who seized upon the chaos as a chance to loot businesses. But the vast majority of those arrested during summer protests are young suburban adults with little criminal history, from the very neighborhoods Trump vows to protect.Despite that sparse criminal history, the AP reports that the federal government is pushing to keep those protesters behind bars, even as the COVID-19 pandemic is spreading quickly among those who have been incarcerated. According to a tracker compiled by the AP and The Marshall Project, more than 16,000 COVID-19 cases have been recorded in the federal prison system.The Associated Press adds that 40% of those facing federal charges are Black, and two-thirds are under the age of 30.The vast majority of protests against police brutality and systemic racism that took place this summer following the death of George Floyd were peaceful. WASHINGTON (AP) — A Trump health appointee who is accused of trying to muzzle an important scientific publication in the midst of the coronavirus pandemic apologized Tuesday for a separate video in which he reportedly says scientists battling the virus are conspiring against President Donald Trump and warns of shooting in America if Trump loses the election.Michael Caputo, the top spokesman for the Department of Health and Human Services, apologized to his staff for the Facebook video, said an administration official, who spoke on condition of anonymity to discuss internal matters.Caputo says on a taxpayer-funded podcast that Democrats don't want a coronavirus vaccine until after the election to punish President Donald Trump. WASHINGTON — The Senate intelligence committee has concluded the Kremlin launched an aggressive effort to interfere in the 2016 presidential contest on behalf of Donald Trump and says the Trump campaign’s interactions with Russian intelligence services during the campaign posed a “grave” counterintelligence threat. It says Trump associates were eager to exploit the Kremlin’s aid, particularly by maximizing the impact of the disclosure of Democratic emails that were hacked by Russian military intelligence officers.The report from the Republican-led panel lays out significant contacts between Trump associates and Russians, describing for instance a close professional relationship between Trump campaign chairman Paul Manafort and Konstantin Kilimnik, whom the committee describes without equivocation as a Russian intelligence officer."The Committee found that Manafort's presence on the Campaign and proximity to Trump created opportunities for Russian intelligence services to exert influence over, and acquire confidential information on, the Trump campaign," according to the report released Tuesday.The report notes how Manafort shared internal Trump campaign polling data with Kilimnik and says there is “some evidence” that Kilimnik may have been connected to the Kremlin’s operation to hack and leak Democratic emails, though it does not describe that evidence. In addition, the report says that “two pieces of information” raise the possibility of Manafort’s potential connection to those operations, but what follows next in the document is blacked out.Both men were charged in special counsel Robert Mueller’s Russia investigation, but neither was accused of any tie to the hacking.The report purposely does not come to a final conclusion about whether there is enough evidence that Trump’s campaign coordinated or colluded with Russia to sway the election to him and away from Democrat Hillary Clinton. WASHINGTON — The Justice Department is quietly amending its execution protocols, no longer requiring federal death sentences to be carried out by lethal injection and clearing the way for other methods like firing squads and poison gas. The amended rule, published Friday in the Federal Register, allows the U.S. government to conduct executions by lethal injection or use “any other manner prescribed by the law of the state in which the sentence was imposed.” A number of states allow other methods of execution. The amendment to the "manner of Federal Executions" rule gives federal prosecutors a wider variety of options for execution to avoid delays if the state in which the inmate was sentenced doesn't provide other alternatives. The change also suggests that if the state where the crime occurred does not permit death sentences, a judge can designate another state with those laws and utilize their facilities to carry out the execution, according to CNN.The rule change will take effect in about a month. It remains unclear whether the Justice Department will seek to use any methods other than lethal injection for upcoming executions.On Monday, South Carolina prison officials said they have to delay an execution scheduled for Friday because they won't be able to obtain the lethal injection drugs needed. The South Carolina Supreme Court scheduled Richard Bernard Moore's execution for Friday after he exhausted his federal appeals. Moore has spent nearly two decades on death row for his conviction in the 1999 fatal shooting of a convenience store clerk in Spartanburg County. The South Carolina Department of Corrections said in a letter to the state Supreme Court last week that it won't be able to find drugs by Friday. They have not been able to secure the drugs since their last stock expired in 2013. The Associated Press obtained a copy of the letter.There are 28 states that allow federal and state executions, lethal injection is the primary manner of execution. WASHINGTON — The federal government has restored access to Trusted Traveler Programs for New York state residents, the Department of Homeland Security announced Thursday.New Yorkers were banned from enrolling or re-enrolling in Global Entry and several other Trusted Traveler Programs in February in response to New York's "Green Light Law." The law allowed undocumented citizens the ability to get drivers' licenses and restricted federal immigration agencies from accessing Department of Motor Vehicle data.Trusted Traveler Programs affected included Global Entry, SENTRI, NEXUS and FAST, which facilitate the entry of pre-approved travelers into the U.S. using expedited lanes at airports and international borders. The ban did not affect the domestic TSA Pre-check.The statement from DHS released Thursday said the department will lift its ban on TTPs for New York residents because Gov. Andrew Cuomo and state legislators amended the law, allowing for the sharing of DMV records “as necessary for an individual seeking acceptance into a trusted traveler program, or to facilitate vehicle imports and/or exports,” according to DHS.The statement said New York continues to restrict sharing DMV records and information with U.S. Customs and Border Patrol and ICE "for other enforcement efforts."DHS said it is working with the Department of Justice to take further legal action against New York over those restrictions, as well as new criminal penalties for sharing info with CBP and ICE.“We appreciate the information sharing to CBP for the trusted travel program, which enables DHS to move forward and begin once again processing New York residents under the Trusted Travel Program," Acting DHS Secretary Chad Wolf said in a statement. "Nonetheless, local New York law continues to maintain provisions that undermine the security of the American people and purport to criminalize information sharing between law enforcement entities."Cuomo said Thursday the change to the law's verbiage was made back in April."After the Department of Homeland Security announced the ban on the Trusted Traveler Program for New York residents in February, I immediately met with President Trump at the White House to discuss what — to the extent that there were bonafide concerns — needed to be done to address the issue while still protecting the privacy of all New Yorkers.
