Some San Diego voters are making a surprising - and alarming - discovery in their mailboxes.They are receiving duplicate mail-in ballots for the November midterm. "Obviously with such a contested election and everything in the news right now, was this actually something bigger?" said April Segal, a Hillcrest resident who received two ballots.Nearly 70 percent of voters in the county say they will vote via the postal service this November. People from Hillcrest to Tierrasanta to Escondido have reported receiving the extra ballots. San Diego Registrar of Voters Michael Vu said there are protections in place to make sure everyone gets one only one vote. He said duplicates are not uncommon and this year is a bit worse than others because of issues with the new voter registration system at the DMV. "Our office and the statewide system runs duplicate checks to determine matches or potential matches," Vu said. "When a duplicate record is identified, the record is merged, with the most recent registration becoming the official record."Vu said no matter which ballot a person submits, it will ultimately be counted. He said anyone who knowingly submits two ballots would be referred to the district attorney for an investigation of voter fraud. Segal said she recently got married, changed her name and registered to vote. A few months later, when applying for a Real-ID at the DMV, she checked the 'yes' box when it asked if she would like to register to vote. That likely led to the duplicate ballot. "I knew I already was registered, but I thought I should just err on yes so that nothing got messed up by saying no," she said. Segal said she would continue to vote by mail, despite the mix-up.  1758

Starbucks announced changes to their loyalty program giving customers more ways to pay for their drinks while earning stars.Customers have complained for years about the need to reload their Starbucks card in order to spend money at the coffee giant and earn loyalty stars.In order for customers to earn stars in the Starbucks Rewards loyalty program, customers had to use a Starbucks card or gift card to pay. This forced regular customers to constantly reload their card to ensure there was enough money for their purchases.Starbucks announced Tuesday they will allow alternative payments in a few months, and still allow members to earn stars or purchases. Alternative methods include debit/credit cards, cash, and select mobile wallets.However, there’s a catch.When the changes take place, customers paying with their Starbucks card or gift card will earn two loyalty stars per spent, and those paying with alternative methods will earn one star per spent. In an update posted to their website, Starbucks said the changes would happen in fall. 1061

Six White House officials have violated the Hatch Act, according to a letter from the Office of the Special Counsel to Citizens for Responsibility and Ethics in Washington Executive Director Noah Bookbinder.The six officials are White House principal deputy press secretary Raj Shah, White House deputy director of communications Jessica Ditto, executive assistant to the President Madeleine Westerhout, former special assistant to the President and director of media affairs Helen Aguirre Ferré, press secretary for the Vice President Alyssa Farah and Office of Management and Budget deputy communications Director Jacob Wood.The Hatch Act limits certain political activities of federal employees in an attempt to prevent the federal government from affecting elections or operating in a partisan manner. This includes sending partisan messages from social media accounts used for official government business.All six violated the Hatch Act by using their Twitter accounts, which they use for official purposes, to tweet messages considered partisan by OSC. Four of the six tweeted messages that included "#MAGA" or the slogan "Make America Great Again!" Shah tweeted a message from his account citing research from the Republican National Committee. Ditto retweeted Shah's message with RNC research.OSC found that these messages violated the Hatch Act because they use the political slogan of a current candidate, President Donald Trump, who has announced that he will be running for re-election in 2020. Tweeting those slogans from an account used for official purposes as a federal employee is considered political activity, the letter states. In Shah's and Ditto's cases, they highlighted research conducted by a political party, which OSC considered engaging in prohibited political activity.OSC issued warning letters to all six officials and warned that further engagement in behavior considered to be "prohibited political activity while employed in a position covered by the Hatch Act" will be considered "a willful and knowing violation of the law, which could result in further action," the letter states.OSC does not comment on open or closed Hatch Act investigations but confirmed to CNN that the letter to Bookbinder was authentic. CREW, the organization Bookbinder runs, submitted Hatch Act complaints to OSC about 10 White House officials that were addressed in the letter. The White House did not immediately respond to a request for comment from CNN.The Office of the Special Counsel enforces the Hatch Act. The act, however, is a guideline, so violations are not considered crimes. Punishment can range from a simple reprimand to the loss of a job.But OSC has little power to discipline senior White House appointees. If a senior White House official appointed by the President is found in violation of the Hatch Act, and OSC determines disciplinary action is required, "OSC can only send a report to the President alerting him of the violation," said Zachary Kurz, communications director for the Office of the Special Counsel. ST JOSEPH, Mo. — A couple rushed to save a dog’s life after she was shot and left for dead in the woods.Jacob Carter, his fiance Robin Musser, and a few other family members were out hunting for mushrooms Thursday in the Bluffwoods Conservation Area just south of St. Joseph, Missouri.The group was just finishing up when they heard gunshots."We heard two gunshots, and we were coming on out anyway and stuff, getting ready to pack up and leave,” said Carter.Musser said the gunfire didn’t worry them since it’s common during turkey hunting season. "We'd seen a turkey earlier, thought maybe someone was shooting at the turkey,” she said.As they were driving out of the woods, something caught Musser’s eye."We were coming down the road and I spotted the dog and thought it was a puppy,” said Musser.Carter pulled over to go see if the dog was okay.As he walked closer he noticed it was an adult dog that wasn’t moving, and then he saw blood."That's when I noticed that she was shot, so I took my shirt off and started applying pressure,” said Carter.The white female pitbull had been shot twice, once in the back of the head and once through her ear. 1184
