SAN DIEGO (CNS) - A wrongful death lawsuit was filed Monday on behalf of the family of a 24-year-old woman who died last fall at the Las Colinas Detention Facility in Santee.Elisa Serna died Nov. 11, 2019, a few days after she was booked into the county jail.Earlier this year, the sheriff's department said Serna died from complications of drug abuse, with a contributing factor of early intrauterine pregnancy. The lawsuit filed in San Diego federal court alleges jail staff were aware of Serna's substance abuse and subsequent withdrawal symptoms, but did not provide her with treatment. Though Serna was fainting, had low blood pressure, was vomiting regularly and displaying odd and incoherent behavior, jail staff "ignored the obvious signs of medical distress" and "failed to provide proper medication as Elisa's condition was worsening," the complaint alleges.Sheriff's officials could not immediately be reached for comment on the suit, which names San Diego County and Sheriff Bill Gore as defendants.Plaintiffs in the suit include Serna's parents, Michael and Paloma Serna; her husband, Brandon Honeycutt, and a minor child referred to as S.H.The sheriff's department has come under fire recently over a spate of deaths among county jail inmates, which were referenced within the complaint. The lawsuit cited news reports indicating the county had the highest jail mortality rate among the state's largest counties, and said prior deaths from inmates suffering from withdrawal symptoms should have made jail staff aware of the potentially fatal consequences of those symptoms. The suit also alleges staff are inadequately trained and in-custody deaths at county jails are not being properly investigated."Even though inmates are dying or suffering catastrophic injuries at an alarming rate at San Diego County jails, the medical and correctional staff whose actions or inactions cause the deaths are not investigated; not informed of their failures; not given further training or remedial instruction; and are not monitored or closely supervised after these adverse events," the lawsuit alleges. 2111

The man told officers he was also at the Linda Vista Recreation Center when he was shot.Witnesses told police that a man wearing a mask and shorts was seen running from the scene and getting into a white four-door vehicle that sped off southbound on Linda Vista Road, Brown said. No detailed description of the suspect was released.Anyone with information on the shootings was asked to call the SDPD's homicide unit at 619-531-2293. SAN DIEGO (CNS) - County health officials confirmed a diagnosis of infectious pulmonary tuberculosis in a San Diego International Airport employee Friday but stressed that the risk of public exposure is considerably low.Officials with the county Health and Human Services Agency determined the potential exposure period to be Jan. 1 to May 29 in an area of the airport that the public cannot access. County health officials also found no evidence of the disease being transmitted from the employee to any close contacts.County officials said they are in the process of notifying employees of Southwest Airlines, G2 Secure Staff LCC and the San Diego County Regional Airport Authority about the possible exposure. Affected employees were being advised to talk to their employers for more information."In most cases, a person has to be in close contact with someone who has TB for a long period of time to be at risk for getting TB,'' said Dr. Dean Sidelinger, the county's interim deputy public health officer. "In this case the employee does not spend significant time in any given area, had minimal close contact with employees and contact with members of the public was limited to short periods of time.''Tuberculosis is generally transmitted through the air or via contact with an infected person. Roughly one-third of those exposed to the bacterial disease will develop it, according to the HHSA, but most avoid infection. Tuberculosis symptoms can include a persistent cough, fever, night sweats and unexplainable weight loss.Due to the low risk of exposure, county health officials did not indicate that they plan to offer testing to airport staff. However, Sidelinger advised residents to be aware of the disease's symptoms and seek early treatment when applicable.Residents can contact the county's tuberculosis control program at 619-692-8621 or visit the program's website at sandiegocounty.gov/hhsa/programs/phs/tuberculosis_control_program for more information on the disease. 1996
