THE BRONX — Police say a man working on a transformer has been killed near an Amtrak rail line in in the Bronx Thursday morning, authorities said.Authorities were called to the scene after 11 a.m.MTA officials said the incident occurred at an Amtrak facility. The facility is located nearby a Con Edison Van Nest substation.FDNY officials confirmed one person was dead and two others sustained minor injuries. Tennessee Governor Bill Haslam has granted executive clemency to Cyntoia Brown by commuting her life sentence.The governor's office announced the decision Monday morning. She will be released to parole supervision on August 7, 2019, after serving 15 years in prison.“This decision comes after careful consideration of what is a tragic and complex case,” Haslam said. “Cyntoia Brown committed, by her own admission, a horrific crime at the age of 16. Yet, imposing a life sentence on a juvenile that would require her to serve at least 51 years before even being eligible for parole consideration is too harsh, especially in light of the extraordinary steps Ms. Brown has taken to rebuild her life. Transformation should be accompanied by hope. So, I am commuting Ms. Brown’s sentence, subject to certain conditions.”As part of her parole, she cannot violate any state or federal laws and will be subject to a release plan approved by the Tennessee Department of Correction and special supervision conditions, including employment, education, counseling and community engagement requirements.Brown's parole supervision will continue until August 7, 2029, at which point her sentence will expire.In 2006, she was convicted of first-degree murder, felony murder and aggravated robbery in the killing of Antioch realtor Johnny Allen.She was sentenced to life in prison. The Federal Trade Commission announced a billion settlement with Facebook on Wednesday, resolving a sweeping investigation by regulators into how the company lost control over massive troves of personal data and mishandled its communications with users. It is the largest fine in FTC history — and yet still only about a month's worth of revenue for Facebook.The deal comes amid growing calls in Washington for greater transparency and accountability for technology companies, whose power over social movements as well as personal information has increasingly come to be seen as dangerous by politicians, users, and even one of Facebook's co-founders.Facebook agreed to the deal following years of damaging admissions about the company's privacy practices, such as the inadvertent exposure of up to 87 million users' information to the political analysis firm Cambridge Analytica.The settlement resolves a formal complaint by the FTC alleging that Facebook "used deceptive disclosures and settings" that eroded user privacy, violating a prior agreement Facebook signed with the commission in 2012. Facebook also broke the law, the FTC alleged, by misusing phone numbers obtained for account security purposes to also target advertisements to its users. And the company allegedly deceived "tens of millions of users" by implying that a facial recognition feature on the service had not been enabled by default, when in fact it had."The magnitude of the billion penalty and sweeping conduct relief are unprecedented in the history of the FTC," said Chairman Joseph Simons in a statement.
