SAN DIEGO, Calif. (KGTV) - As Governor Gavin Newsom orders seven California counties to close bars to stop the spread of coronavirus, San Diego County made that same decision on their own and now, some San Diego bars are trying to figure out how to stay open to save their future.Related: San Diego County to close bars that don't serve food ahead of July 4 to slow COVID-19 spreadThe directive from the county states that bars, wineries and breweries have to close by July 1 if they don’t serve food. There is an exception for businesses like rural wineries that have dominantly outdoor, spread out seating. For the food rule, a bag of chips does not count. An outline of the rules states businesses have to offer a sit down, dine-in meal and any alcohol purchased has to be on the same transaction of the meal.The co-owners of Carriage House Lounge said they don’t meet this requirement, but they’re brainstorming ways to add food so they can stay open.“Now we gotta close again? At least if we can open a little bit with some food, maybe we can make enough to pay the rent anyway so we don’t get deeper behind,” said Andrew Haines.Haines said he and his business partner Rachel Dymond been back open for less than three weeks before this second closure. During that span when they were open between closures, they barely hit 50% for sales, which has been enough to pay rent and paychecks, but not bring in a profit. They said they can’t consider a second closure, so they’re talking about bringing in catering or partnering with a local restaurant to have food and be able to stay open.They’re not alone in this plan.Chad Cline has ownership in multiple San Diego bars and restaurants, which he says have also been hurting financially through the last three months. He said his businesses that don’t serve food are also going to now have a food option so they can meet new regulations and be able to stay open. Cline said he doesn’t agree with the thought process behind the new law.“I don’t think any rational person is going to be able to wrap their head around the difference between going to a table and having a drink and then going to that same table and having a drink and a hamburger and the second trip is okay but the first trip is not okay,” said Cline.When asked why the food distinction was made, Supervisor Nathan Fletcher said bars lead to impaired judgement which can impact carefulness, people spend more time in bars, the loud setting requires people to yell which can spread droplets and the congregating makes contact tracing more difficult.Cline said they’ll follow the rules but he isn’t happy with the leaders who made this decision.“We just play the game and go okay we have to serve food so we’ll serve food, but if I’m being completely clear it is kind of a game at this point because we’re just trying to exist and we just have to figure out how to follow the guidelines,” said Cline. 2922

SAN DIEGO, California — The Christ United Methodist Church's Safe Harbors Network needs help to prepare for the next wave of migrants approaching the US-Mexico border.The network, started in 2016, provides basic necessities for refugees, such as a bed, shower, food, clothes, medical care and legal aid, until their court date."They don't have anything, they have the clothes they're wearing, they don't have phones, they don't have money, they would be homeless, so we take them in," Volunteer Kathryn LaPointe said.In 2016 the majority of their refugees were Haitian, over the past several months they're mostly women and children from Central America."We're taking in between 20 and 30 a night the past few days, most of them were able to send to their families, but I would like to help more people," LaPointe said.Sunday, LaPointe said they're at capacity and need all the help they can get. "Every person that walks in front of me, I ask for a building," she said laughing, "can you please get me a building."The network is comprised of individuals, congregations and organizations who care for refugees. "[Provide] basic human kindness, and," LaPointe said as she sighed heavily, "I am so grateful to be able to do that to extend that kindness and I would like to extend that kindness to more people." 1351

SAN DIEGO (KGTV)- Two years ago the Norton Sound was docked in San Diego Bay and burned for several days. Now, San Diego is hiring an outside consultant to look into the cargo fire. San Diego Fire gave 10News a statement Friday. They didn’t offer specifics about what the consultant might recommend, but say the focus is to determine if any additional equipment or training is needed when dealing with emergencies on the bay. Back in 2017, Harbor Police told 10News, “It was to my understanding that the furthest a firefighter made it was 6 feet before they started getting pushed about the fire.” Looking back, even businesses remember how horrible the smoke was over the days the fire burned, “People stopped sitting outside and employees complained about it affecting their health.” says Edgewater Grill assistant manager, Sergio Velasco. While the smoke bellowed out of the ship for nearly a week, no one was injured and the fire stayed contained and didn’t spread to any other structures. SAN DIEGO, Calif. (KGTV) - Shane Harris is a civil rights activist based in San Diego and also the president and founder of The People’s Alliance for Justice. He said after George Floyd was killed in Minneapolis, a conversation started among activists and he was called to go to the epicenter of the tragedy. He brought with him ,000 to donate to the Floyd family, money that was possible thanks to a match from Mark Arabo and Sam Nejabat. Harris spent the weekend following the killing in Minneapolis, meeting with other activists, leading and participating in protests, visiting the site where the killing happened and also talking to the Floyd family. He said the Floyd family impressed him with their desire to end the violence and now move forward with active change. Harris stood behind the Floyd family as they addressed the world, offering support as George Floyd’s brother spoke. “He was really focused on peace. What do we need to do to resolve these issues in America? How do we address reform moving forward? How do we put an aggressive plan together?” said Harris. Harris is returning to San Diego Tuesday evening and is bringing with him that message of active change. “Enough is enough, we need deliverables for our community. The looters and the rioters are not where the message should be focused, but it should be focused on black-led organizations and institutions that gravely need support from our allies,” said Harris. He said there are a few examples of change within the community that will make a difference. First, he cited the importance of AB 392, a bill that was inspired after the Sacramento killing of Stephon Clark by a policeman. The bill was signed by California Governor Gavin Newsom and changes police use of force policies and requires officers to attempt de-escalation prior to using lethal force. Harris said this was a topic of conversation among activists in Minneapolis involving changes that can be made in policing. Harris said the main message from the Floyd family is peace and policy, and he said there’s room for policy change with the San Diego Sheriffs Department. He’s calling on the county to follow in the steps of the San Diego Police Department and ban the use of carotid restraint. Sheriff Bill Gore told 10News he does not plan to get rid of the method."I want to give me deputies as many less lethal options as I possibly can. And I'm reluctant to take an option like that away because when it's applied properly, it's probably one of the most effective tools we can use out there," Sheriff Gore said. "The alternative would be a use of force impact weapon, like a club, tasers — which carry with their own danger with them ... I think it's frequently confused when you see incidents like in Minneapolis." Harris said he will work to encourage policy change like that, keeping in mind the message of the Floyd family."I just really have no words about how they have held their head up high looking at the future instead of pondering on the past," said Harris. 3027
