A panel of three federal judges in North Carolina ruled Monday the state's congressional map is an unconstitutional partisan gerrymander that favors Republicans, and said it may require districts to be redrawn before the November elections.Republicans hold 10 of the state's 13 seats in the House of Representatives, and a redrawn map could put more seats in play for Democrats -- potentially affecting control of the House.The judges acknowledged primary elections have already occurred, but said they were reluctant to let voting take place in districts that courts twice found had been unconstitutionally drawn.The same decision was reached by the court in January, but the Supreme Court declined in June to hear the case and it was sent back for reconsideration. The Supreme Court has never ruled a partisan gerrymander to be unconstitutional, and it passed up three separate opportunities to do so in the last term.The decision Monday could result in an election-year appeal to the Supreme Court. The court is currently evenly split on ideological lines and lacks a ninth justice to tip the scale. The court also traditionally does not approve of judicial actions so close to an election that could affect the outcome. 1231

A proposed bill to ban non-medically required male circumcision on babies and children in Iceland is receiving backlash from religious communities."Those procedures are unnecessary, done without their informed consent, non-reversible and can cause all kinds of severe complications, disfigurations and even death," said Icelandic Progressive Party MP Silja D?gg Gunnarsdottir.She said a child should be old enough to give "informed consent" for the procedure and defended the proposed ban as being about protecting children's rights, adding that it would "not go against the religious right of their parents."The European Jewish Congress (EJC), condemned the bill saying the ban would be an "effective deterrent" that would "guarantee that no Jewish community will be established" in the country."Iceland would be the only country to ban one of the most central, if not the most central rite in the Jewish tradition in modern times," the EJC statement said, adding that this would "attack Judaism in a way that concerns Jews all over the world."One in three men globally are estimated to be circumcised, with the majority for religious and cultural reasons.If the ban were to come into effect it would be a "violation to the right of religious freedom," according to Imam Ahmad Seddeeq of the Islamic Cultural Centre of Iceland, who estimates the country's Muslim community to have "at least" 2,500 members."People who believe in something try to do it as long as it is legal, if it's not legal here they will do it in [their] home countries or other countries," Seddeeq told CNN.A 2012 review by the American academy of pediatrics found the health benefits of circumcision to outweigh the risks, though not great enough to recommend the procedure become routine."The health benefits of circumcision include lower risks of acquiring HIV, genital herpes, human papilloma virus and syphilis. Circumcision also lowers the risk of penile cancer over a lifetime; reduces the risk of cervical cancer in sexual partners, and lowers the risk of urinary tract infections in the first year of life," the group said at the time of the review.However, the study also found the procedure poses risks such as "bleeding and swelling."In 2012, a judge in Cologne, Germany made a similar ruling that religious circumcision amounted to bodily harm against a child who has no say in the matter. The decision came in a case involving a 4-year-old boy who experienced complications following the practice. The judge ruled that a child's right to physical integrity outweighed the desire of his parents to have him circumcised for religious reasons.The new bill in Iceland - where female circumcision was banned by law in 2005 - was put forward by representatives from four of Iceland's political parties arguing that while many children do not have any complications, some do and "one is too many if the procedure is unnecessary," said Gunnarsdottir.It is "uncertain" when discussions on the bill about boys will conclude and what the outcome of the vote will be, she said.  3066

A scary moment happened for parents and young kids when a fight broke out at the Lied Memorial Boys and Girls Club near Lindell Road and Edna Avenue in Las Vegas.It's not clear yet how it all started but from the video, it appears that a number of adults were involved. But what concerns parents most is there were a lot of young children, even babies in the audience when the fight started. What seemed like a heated argument turns into a fistfight within seconds. People were throwing wild punches, shoving and tackling each other as others tried to break the fight.Scripps station KTNV in Las Vegas spoke with a parent who was at the Lied Memorial Boys and Girls Club. Concerned with his kid's safety, he did not want to be identified."It was scary you know just to know that all those kids around, and how fast the situation escalated... just one second everybody was having fun and the next second it was chaos," the parent said. "It was a 'think fast' moment because the kids were close. More than anything it was just getting the kids out of the way and then figuring out what was going on."KTNV reached out to Boys and Girls Club and the National Youth Sports League which oversees the game.The League responded saying it is still "gathering facts" saying, "If found that any of the individuals were involved in our league they will be immediately removed and we will press charges. This is in no way the kind of behavior that should ever happen at a child's game."Parents also told KTNV they're disappointed. A video of a Missoula, Montana Pita Pit employee spitting in a customer's food during what appears to be an argument has gone viral, prompting the restaurant to issue an apology. The video was posted early Saturday morning, and has since been shared more than 5,000 times. The video, which lasts 30 seconds, appears to be during the middle of an argument over the store's hours. In the video, one of the customers apparently dared the employee to spit in the food. Once the employee spit in the food, a customer jumped over the counter briefly. The owner of the Missoula Pita Pit location issued a statement on its Facebook account. "There is no excuse whatsoever for the type of behavior shown by an employee that I can assure you is no longer working for us," the statement read. "This is an owner run store. We work here forty plus hours per week, but we are not in during all hours of operation. This employee’s behavior does not represent who we are as a family or a business.
