SAN DIEGO (KGTV/CNS) – San Diego City Council Monday passed a proposal that bans Styrofoam and single-use plastics in a 5-3 vote. In July, the City Council Rules Committee voted 3-2 in favor of prohibiting the use and sale of containers and other items made with Styrofoam.The measure, proposed by Councilman Chris Ward, prohibits the use and sale of egg cartons, food service containers, coolers, ice chests, pool or beach toys, mooring buoys and navigation markers made partially or completely of polystyrene foam, commonly called by the brand name Styrofoam.The city's Environmental Services Department must also provide a list of safe, affordable alternatives to polystyrene products should the ban go into effect.Polystyrene products don't degrade the way more natural products do, taking hundreds of years to break down. Because of this long life span, marine and terrestrial fauna can and do mistake polystyrene for food."Our growing reliance on disposable plastic to fuel our ‘culture of convenience' is not without cost. Globally, an average of eight million tons of plastic ends up in the ocean," said Roger Kube, a policy adviser with the 5 Gyres Institute, when Ward introduced the proposal in May. "Once there, sunlight and currents shred plastic debris into smaller particles called microplastics, which absorb and concentrate toxic chemicals up the marine food chain and into our bodies. From plankton to fish, and to humans that eat seafood, plastic pollution is changing the very chemistry of life."Opponents of the ban claim it will have a disproportionately negative effect on local restaurants who may not be able to afford more expensive alternatives to polystyrene containers the way larger chain restaurants can. A study by the California Restaurant Association, San Diego Chapter, found that the ban could force small food service businesses to spend up to 145 percent more for polystyrene alternatives like compostable paper."We're opposed to the ban because polystyrene is a recyclable product," said Chris Duggan, the San Diego chapter's director of local government affairs. Duggan compared polystyrene's potential for reuse to that of an empty pizza box or a used paper plate and noted that polystyrene can be and is recycled into things like crown molding.Restaurant owners in City Council District 4, represented by Myrtle Cole, pushed back on the proposal Friday when they delivered more than 50 letters opposing the ban to Cole's district office. Restaurant owners in District 4 claim that Cole has not met with them despite multiple requests to voice their concerns."The impacts of Styrofoam and single-use plastics are permanent and threaten the health of San Diegans, wildlife, and industries critical to our region," Ward's office said. Naval Base San Diego is playing a key role in that process.This week the USS John P. Murtha left Naval Base San Diego to test recovery efforts of NASA’s mock Orion capsule.“We’re going to ensure that once it comes down, once it hits that water, that everything from then on is totally safe,” says Retired Navy Pilot and President of the San Diego Air & Space Museum Jim Kidrick.The amphibious ship sends a crew into the Pacific Ocean, then uses smaller boats to guide the capsule back to the USS Murtha.The Orion has an environmental control system, a heat shield that can withstand 4,000 degrees Fahrenheit, radiation control and parachutes. SAN FRANCISCO (AP) — After successive years of devastating wildfires, California's fire agency announced a plan Tuesday that would dramatically increase logging and other forest management efforts with the help of the National Guard.The California Department of Forestry and Fire Protection released a list of 35 priority fuel-reduction projects it wants to start immediately across the state over roughly 90,000 acres. That's double the acreage the agency aimed to cover in the current fiscal year, CalFire Deputy Chief Scott McLean said.The agency is also seeking National Guard assistance to coordinate the work. They include work around the city of Redding, which was also devastated by wildfire last year, and in Butte County, where Paradise is located.An estimated 15 million acres of forest land in California are in need of thinning or other restoration work, so the 35 projects are just a start, Calfire officials said. He said they have received reports of people smelling the smoke as far away as Oceanside and Escondido. According to Brick, those people who are farther away may be able to smell the smoke but the particulate matter is less concentrated, so it should not pose a health risk.He said the people who should be aware of health concerns are those nearby the fire who end up directly in the path of the smoke due to wind and also those with prior health concerns such as asthma, lung or heart problems. He said if anyone is close enough to smell the smoke and also gets irritated eyes, they should also be aware that there could be health risks. For any of those people, he advises to avoid exercise, go inside and close the windows to avoid breathing in that air.Brick also said that a problem with this fire is they don’t know exactly what has burned. While the Navy has said they are still within EPA standards, Brick said the focus has been on fighting the fire so it has been hard for them to determine everything that has burned. Brick said they did take samples of the air to see if anything toxic is in the air, but those results will not come back for a few days, so he advises everyone to use caution while the fire still burns. 1751

(KGTV) -- After being under a federally mandated quarantine at MCAS Miramar for two weeks, Steven and Michele Smith are finally heading home to Paradise, California."Tomorrow morning we're putting our bags on the other side of that door and we're heading on a bus to the airport. We're going to rent a car and drive 600 miles home," said Steven Smith in a Skype interview with 10News.The two would have been back home weeks ago after their planned cruise to Hawaii, but due to a coronavirus outbreak on the Grand Princess cruise ship they were on, they and all other passengers had to go into quarantine once their ship finally docked in Oakland."My sister is taking care of my birds, my daughter is taking care of my dog, and then my friend is taking care of our cat," said Michele Smith.The Smiths will complete their 14-day quarantine Tuesday and drive home Wednesday. Health and Human Services officials tell us nearly 50 people quarantined at Miramar left Tuesday, and the remaining 130 people will be discharged over the next two days. For nearly two weeks, their temperatures were checked twice a day. The Smiths mostly remained inside of a room at the Consolidated Bachelor Quarters on base, had food delivered three times a day, and only stepped outside occasionally."You can go out and walk outside, they have a fenced-in area that they keep us inside of," said Steven Smith.They were tested for COVID-19 and got their results back Monday."It was just a weird test, to have somebody shove something up your nose that far back into your nasal cavity," Steven Smith explained."But we tested negative!" added an excited Michele. "So, we are virus free 100 percent."They are thrilled to be heading home healthy and say their positive attitude and sense of humor helped get them through this unusual time.Michele leaves others just starting their quarantine with this advice, "I would recommend to all the people out there, now is not the time to bring up negative things or things that could create conflict, but just to love on each other, laugh and enjoy each other." 2101
