BEIJING, June 12 (Xinhua) -- Chinese President Hu Jintao and Premier Wen Jiabao have ordered that supplies for the summer harvest be guaranteed amid reports of shortages in some areas.     Following their order, the State Council has asked local governments and related enterprises to prioritize supplies such as diesel, the fuel for farm vehicles, to take advantage of the best time for the ongoing wheat harvest.     Tight supplies of diesel were reported in some areas since the country began to reap the wheat crop in May as refiners experienced losses resulting from domestic prices that were kept below the spiraling international prices. The whole summer grain crops of Henan is expected to break 30 billion kilograms    The summer harvest is vital for China as wheat production would add to the grain output for the year.     The State Council asked producers to enhance production to increase supplies. It also warned related departments to impose tighter supervision over market order to cap prices.     It said more specific measures, such as providing exclusive supply channels for diesel-powered farming vehicles, handing out special filling cards for farming vehicles and direct diesel delivery to farmers, would also be implemented. BEIJING, April 23 (Xinhua) -- Chinese Vice President Xi Jinping said here Wednesday that President Hu Jintao's upcoming visit to Japan would have a profound impact on bilateral strategic and reciprocal relations.     "President Hu's trip is a great event in Sino-Japanese relations in the new period," Xi told visiting Yoshinobu Ishikawa, governor of Shizuoka Prefecture in Japan.     Xi said this trip would promote mutual understanding and friendship as well as substantial cooperation between the two countries.     He expected the two countries to seize the chance to become good neighbors and partners featuring peaceful existence, long-term friendship, reciprocal cooperation and common prosperity. BEIJING, Oct. 12 (Xinhua) -- China's quality watchdog said here on Sunday that the latest tests on Chinese milk powder found no traces of melamine.     It was the fourth round of tests for the industrial chemical since the breaking of the tainted baby formula scandal that left at least three infants dead and sickened more than 50,000 others, according to the General Administration of Quality Supervision, Inspection and Quarantine.     The tests covered 39 batches of baby formula from 10 brands in six provinces and 133 batches of other milk powder from 45 brands in 18 provinces, the agency said.     So far, 499 batches of baby formula from 53 brands and 709 batches of other milk powder from 142 brands produced after Sept. 14 have been tested and none contained melamine, it added.     Melamine, often used in the manufacturing of plastics, was added to sub-standard or diluted milk to make the protein levels appear higher.

  

UNITED NATIONS, Sept. 25 (Xinhua) -- Chinese Premier Wen Jiabao met here Thursday with Bill Gates, chairman of Bill & Gates Foundation, to discuss issues concerning development and poverty alleviation.     During their talks on the sidelines of the a high-level U.N. meeting for Millennium Development Goals (MDGs), Wen expressed appreciation over Gates' long-term efforts for promoting settlement of issues concerning development.     The current turbulence in the international economic and financial situation, sharp increases in oil prices and food supplyshortage have made things more difficult for poor countries, Wen said. BEIJING, Aug. 19 -- China will complete the construction of its first four strategic oil reserves by the end of this year, a senior government official said yesterday.     "The progress has been smooth and all the four bases will be completed by the year end," Zhang Guobao, administrator of the National Energy Administration (NEA), said after a press conference in Beijing. "Their total capacity will amount to 16.4 million cu m."     Zhang made the comments at his first public appearance since the NEA's inauguration on Aug 8.     The administration came into being as part of the reshuffle of government agencies in March. Zhang now also holds the position of vice-minister of the National Planning and Reform Commission (NDRC), the nation's top economic planner. The government plans to build strategic oil reserves in three phases over 15 years, involving an estimated investment of 100 billion yuan (14.6 billion U.S. dollars).     The first four reserves, located in Dalian, Qingdao, Ningbo and Zhoushan, are expected to maintain strategic oil reserves equivalent to 30 days of imports in 2010.     The reserve in Ningbo, a coastal city in Zhejiang province, was put into operation in late 2006. It is the largest of the first four reserves, with a total storage capacity of 5.2 million cu m.     The central government is now reportedly selecting locations for the second batch of strategic oil reserves.     Cities including Tangshan and Guangzhou are understood to be vying for the projects, but Zhang declined to comment on this.     The newly established energy administration oversees the nation's oil reserves and monitors the domestic and overseas energy markets. It is also responsible for mapping out China's energy development strategy and formulating rules and regulations for the energy sector.     Renewable energy     Zhang also said yesterday that the installed capacity of wind power in the nation is expected to exceed 10 million kW by the end of this year, compared with 4.03 million kW in 2007.     The drastic increase came as the government has being promoting the use of renewable energy in the face of rising oil prices.     In recent years, the government has rolled out a host of fiscal and tax incentives to boost the development of the alternative energy sector, including a 50-percent cut in value-added tax for wind power plants.     Last year, renewable energy such as wind power, biomass and hydropower accounted for 8.5 percent of the nation's total energy use. That figure is set to increase to 10 percent in 2010 and 15 percent in 2020.     The newly established energy administration will set up more renewable energy projects to further spur the development of the sector, according to Zhang.
